二、項(xiàng)目背景
Project background
瓜渚湖位于紹興柯橋城區(qū)核心地段，區(qū)位條件優(yōu)越，對(duì)外交通便捷：距杭州蕭山國(guó)際機(jī)場(chǎng)約30分鐘車程，離高鐵紹興北站約15分鐘車程。隨著柯橋多巴胺、湖畔花海季等活動(dòng)的成功舉辦，瓜渚湖公園已成為柯橋文旅出彩出圈的城市名片。其中瓜渚湖南岸片區(qū)作為中國(guó)輕紡城的重要延伸和有機(jī)組成部分，目前整體風(fēng)貌、功能配套與“國(guó)際紡都”總體定位存在明顯差距，開展片區(qū)系統(tǒng)性規(guī)劃、實(shí)施城市有機(jī)更新已迫在眉睫�，F(xiàn)啟動(dòng)瓜渚湖南岸片區(qū)有機(jī)更新概念方案及深化設(shè)計(jì)國(guó)際征集活動(dòng)。
Guazhu Lake is located at the core of Keqiao urban area in Shaoxing, boasting superior geographical location and convenient external transportation: it is about a 30-minute drive from Hangzhou Xiaoshan International Airport and a 15-minute drive from Shaoxing North High-speed Railway Station. Following the success of events such as the Keqiao Dopamine Festival and the Lakeside Flower Sea Season, Guazhu Lake Park has emerged as a viral cultural and tourism landmark for Keqiao, attracting widespread attention beyond the local region. As an important extension and integral part of China Textile City, the South Bank Area of Guazhu Lake currently has a noticeable gap between its overall style, functional supporting facilities and the overall positioning of the “International Textile Metropolis”. It is therefore imperative to carry out systematic planning for the area and implement urban organic renewal. We now launch the international Collection for the conceptual plan and detailed design of the organic renewal in the South Bank Area of Guazhu Lake.

3.Collection Scope
（1）研究范圍：包括但不限于瓜渚湖公園、瓜渚湖南岸片區(qū)及周邊區(qū)域。
(1) Scope of research:Including but not limited to Guazhu Lake Park, the South Bank Area of Guazhu Lake and its surrounding areas.
（2）策劃范圍：東至湖東路，南至浙東運(yùn)河，西至瓜渚湖直江，北至瓜渚湖，總面積約39公頃。
(2) Planning Scope: East to Hudong Road, south to the East Zhejiang Canal, west to Zhijiang River of Guazhu Lake, north to Guazhu Lake, with a total area of about 39 hectares.
策劃范圍
（3）設(shè)計(jì)范圍：東至湖東路，南至云集路，西至瓜渚湖直江，北至瓜渚湖，總面積約17.3公頃。
(3) Design Scope: East to Hudong Road, south to Yunji Road, west to Zhijiang River of Guazhu Lake, north to Guazhu Lake, with a total area of about 17.3 hectares.

4、策劃內(nèi)容及設(shè)計(jì)深度要求：
4. Requirements for planning content and design depth:
（1）策劃內(nèi)容：南岸片區(qū)作為瓜渚湖公園及中國(guó)輕紡城的重要延伸和有機(jī)組成部分，強(qiáng)化片區(qū)系統(tǒng)性規(guī)劃，提出總體定位，重點(diǎn)對(duì)發(fā)展方向、功能業(yè)態(tài)、資源利用、開發(fā)運(yùn)營(yíng)等進(jìn)行策劃，提交策劃成果。
(1) Planning Content: As an important extension and integral part of Guazhu Lake Park and China Textile City, the South Bank Area shall be subject to enhanced systematic planning with a proposed overall positioning. Focus shall be placed on the planning of development direction, functional formats, resource utilization, development and operation, etc., and planning results shall be submitted.
（2）設(shè)計(jì)深度：
征集階段：完成瓜渚湖南岸片區(qū)有機(jī)更新項(xiàng)目概念方案設(shè)計(jì)。
中選單位完善瓜渚湖南岸片區(qū)有機(jī)更新項(xiàng)目策劃成果，對(duì)概念方案整合優(yōu)化，提交方案設(shè)計(jì)成果。設(shè)計(jì)成果應(yīng)包含建筑方案、景觀方案等相關(guān)的設(shè)計(jì)咨詢，深化至全專業(yè)方案技術(shù)圖紙深度。
(2) Design Depth:
Collection Stage: Complete the conceptual plan design of the organic renewal project in the South Bank Area of Guazhu Lake.
The selected unit shall improve the planning results of the organic renewal project in the South Bank Area of Guazhu Lake, integrate and optimize the conceptual plan, and submit the scheme design results. The design results shall include relevant design consulting for architectural schemes, landscape schemes, etc., and be detailed to the depth of technical drawings of full-professional schemes.
四、資格要求
Qualification requirements
1、資格條件：
1. Qualifications:
（1）境內(nèi)申請(qǐng)人應(yīng)具有建設(shè)行政主管部門核發(fā)的工程設(shè)計(jì)綜合甲級(jí)資質(zhì)；或者同時(shí)具有建設(shè)行政主管部門核發(fā)的建筑行業(yè)(建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)和風(fēng)景園林工程設(shè)計(jì)專項(xiàng)甲級(jí)資質(zhì)；或者同時(shí)具有建筑設(shè)計(jì)事務(wù)所甲級(jí)和風(fēng)景園林工程設(shè)計(jì)專項(xiàng)甲級(jí)資質(zhì)。
(1) The domestic applicants must hold a Class-A Qualification for Comprehensive Engineering Design issued by the competent administrative department of construction； or simultaneously hold a Class-A Qualification for Architectural Industry (Architectural Engineering) Design and a Class-A Qualification for Specialized Landscape Architecture Engineering Design issued by the competent administrative department of construction； or simultaneously hold a Class-A Qualification for Architectural Design Firm and a Class-A Qualification for Specialized Landscape Architecture Engineering Design.
（2）境外申請(qǐng)人其注冊(cè)所在國(guó)或者所在地區(qū)應(yīng)與中華人民共和國(guó)有商務(wù)往來(lái)，該企業(yè)應(yīng)具有所在國(guó)或所在地區(qū)主管部門或有關(guān)組織核發(fā)的企業(yè)注冊(cè)登記證明。設(shè)計(jì)人員應(yīng)為其所屬設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員，主創(chuàng)人員需真正負(fù)責(zé)本項(xiàng)目，參與本次國(guó)際競(jìng)賽全過(guò)程，包括但不限于項(xiàng)目宣講會(huì)、踏勘、中期匯報(bào)、成果匯報(bào)及評(píng)審答疑等重要節(jié)點(diǎn)（含視頻會(huì)議）。如在本次國(guó)際競(jìng)賽過(guò)程中，發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與報(bào)名材料所提交人員不符，主辦方有權(quán)取消其參賽資格。
(2) The country or region where the overseas applicant is registered shall have business dealings with the People’s Republic of China (PRC), and the overseas applicant shall have an enterprise registration certificate issued by the competent department or relevant organization in the country or region where it is located. Designers should be the registered personnel of the design institutions to which they belong. The chief creators must be truly responsible for this project and participate in the entire process of this international competition, including but not limited to important nodes (including video conferences) such as project presentations, site surveys, mid-term reporting, results reporting, and review and Q&A. If during the course of this international competition, it is discovered that the chief designer is not the person submitted in the registration materials, the organizer has the right to disqualify him/her from participating in the competition.
（3）本次征集接受聯(lián)合體。聯(lián)合體成員（含牽頭單位）數(shù)量不超過(guò)3家。聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議》，明確牽頭單位、分工、權(quán)益份額比例等。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)團(tuán)隊(duì)組成聯(lián)合體參加本次征集活動(dòng)。
(3) Consortium is accepted in this collection. The number of consortium members (including the leading unit) shall not exceed three. Each member of the consortium is required to sign a legally binding Consortium Agreement, specifying the leading unit, division of labor, and proportion of equity share. Each member of the consortium is not allowed to participate in this competition in its own name or act as a member in another consortium with other design teams.
（4）香港、澳門特別行政區(qū)和中國(guó)臺(tái)灣地區(qū)的規(guī)劃設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。
(4) The qualification requirements for the planning and design institutions in Hong Kong Special Administrative Region, Macao Special Administrative Region and China’s Taiwan region shall refer to the qualification requirements for overseas design institutions.
2、其他要求：

（1）應(yīng)征單位自2020年以來(lái)承擔(dān)過(guò)類似具有影響力的復(fù)合型公園或商業(yè)街區(qū)項(xiàng)目的策劃為佳。
(1) It is preferred that the applicant has undertaken the planning of similar influential composite park or commercial block projects since 2020.
（2）應(yīng)征單位自2020年以來(lái)承擔(dān)過(guò)類似具有影響力的復(fù)合型公園或商業(yè)街區(qū)項(xiàng)目的設(shè)計(jì)為佳。
(2) It is preferred that the applicant has undertaken the design of similar influential composite park or commercial block projects since 2020.
五、報(bào)名方式及報(bào)名文件的遞交
Registration method and submission of registration documents
1、報(bào)名方式：采用網(wǎng)絡(luò)報(bào)名或現(xiàn)場(chǎng)報(bào)名的方式。

2、所有報(bào)名單位須在報(bào)名截止北京時(shí)間2026年 4 月 10 日16:00時(shí)前掃描以下二維碼或鏈接填報(bào)相關(guān)報(bào)名信息。報(bào)名成功后，會(huì)收到“報(bào)名文件制作指引手冊(cè)”，代理機(jī)構(gòu)以郵件的方式發(fā)送，請(qǐng)及時(shí)查收。

2. All applicants must scan the following QR code or click the link to fill in the relevant registration information before the registration deadline of Beijing Time 16:00 on April 10, 2026. 3、報(bào)名成功后，以紙質(zhì)文件提交報(bào)名材料。各報(bào)名單位應(yīng)于北京時(shí)間2026年 4 月 12 日16時(shí)前（送達(dá)時(shí)間），將完整的紙質(zhì)材料提交（可郵寄或現(xiàn)場(chǎng)提交），并在外包封上標(biāo)注“報(bào)名單位全稱-項(xiàng)目報(bào)名材料-瓜渚湖南岸片區(qū)有機(jī)更新概念方案國(guó)際征集項(xiàng)目”。
3. After successful registration, the applicants must submit the registration materials in paper form (either by mail or on site). The applicants shall submit the complete paper materials (either by mail or on site) before Beijing Time 16:00 on April 12, 2026, and mark “the full name of the applicant - registration materials - International Collection Project for the Conceptual Plan of Organic Renewal in the South Bank Area of Guazhu Lake”.
4、本次報(bào)名以收到紙質(zhì)文件為準(zhǔn)，不接受逾期提交的報(bào)名資料。

六、日程安排
Schedule
1、報(bào)名。自公告發(fā)布之日起至北京時(shí)間2026年 4 月 10日 16:00時(shí)為報(bào)名有效時(shí)間。

2、入圍單位評(píng)審。入圍單位評(píng)選分為初選入圍及復(fù)選入圍兩階段。
2. Evaluation of Shortlisted Units: The selection of shortlisted units is divided into two stages: primary shortlisting and secondary shortlisting.
初選入圍評(píng)審：由評(píng)審委員會(huì)根據(jù)“報(bào)名材料”對(duì)所有申請(qǐng)人進(jìn)行符合性審查，對(duì)申請(qǐng)人的資質(zhì)、類似項(xiàng)目經(jīng)驗(yàn)、主創(chuàng)人員綜合實(shí)力、擬派團(tuán)隊(duì)成員組成、獲獎(jiǎng)情況等進(jìn)行綜合評(píng)定，選取10家初選入圍單位。
Primary Shortlisting Evaluation: The evaluation committee will conduct a compliance review of all applicants based on the registration materials, and make a comprehensive assessment on the applicants’ qualifications, experience in similar projects, comprehensive strength of chief designers, composition of the proposed team, award records, etc., and select 10 primary shortlisted units.
復(fù)選入圍評(píng)審：由初選的10家入圍單位在規(guī)定時(shí)間內(nèi)，提交概念提案，評(píng)審委員會(huì)進(jìn)行綜合評(píng)定，最終擇優(yōu)選擇5家高水平單位入圍，并發(fā)售征集文件。
Secondary Shortlisting Evaluation: The 10 primary shortlisted units shall submit conceptual proposals within the specified time, the evaluation committee will conduct a comprehensive assessment, and finally select 5 high-level units for shortlisting and sell the Collection documents to them.
3、成果文件提交及評(píng)審。入圍應(yīng)征單位在規(guī)定時(shí)間內(nèi)（約40日歷天）報(bào)送成果文件，由征集單位組織行業(yè)專家進(jìn)行方案評(píng)審，評(píng)選出前三名優(yōu)勝方案（不排序）及第四名、第五名的方案。
3. Submission and Evaluation of Result Documents: The shortlisted applicants shall submit the result documents within the specified time (about 40 calendar days). The soliciting organization will organize industry experts to conduct scheme evaluation, and select the top three winning schemes (unranked) and the fourth and fifth place schemes.
4、最終由征集單位組建評(píng)定委員會(huì)，評(píng)定委員會(huì)根據(jù)專家組推薦意見及綜合分析，確定最終中選單位。
4. Finally, the soliciting organization will set up an appraisal committee, which will determine the final selected unit based on the expert group’s recommendation and comprehensive analysis.
七、 費(fèi)用及支付方式
Remuneration and Payment Method
入圍應(yīng)征單位提交的方案成果應(yīng)滿足征集文件要求，經(jīng)評(píng)審委員會(huì)評(píng)審為有效成果的，前三名應(yīng)征單位均將獲得120萬(wàn)元人民幣獎(jiǎng)金（含稅），第四名、第五名分別支付80萬(wàn)元、60萬(wàn)元人民幣酬金（含稅）。最終提供后續(xù)深化設(shè)計(jì)服務(wù)咨詢的1家中選單位，獎(jiǎng)金含在總咨詢費(fèi)中，不再另行支付。
The scheme results submitted by the shortlisted applicants shall meet the requirements of the Collection documents. For the valid results reviewed and confirmed by the evaluation committee, the top three applicants will each receive a bonus of RMB 1.2 million (including tax), and the fourth and fifth place applicants will receive a remuneration of RMB 0.8 million and RMB 0.6 million (including tax) respectively. The bonus for the 1 selected unit that ultimately provides follow-up detailed design consulting services shall be included in the total consulting fee and will not be paid separately.
中選的應(yīng)征單位將根據(jù)征集單位的委托，完成后續(xù)深化設(shè)計(jì)服務(wù)咨詢工作�？傋稍冑M(fèi)控制價(jià)為不超過(guò)人民幣1100萬(wàn)元(含中國(guó)境內(nèi)、外繳納的各項(xiàng)稅費(fèi))�？傋稍冑M(fèi)報(bào)價(jià)與應(yīng)征階段方案成果同時(shí)遞交。
The selected applicant shall, in accordance with the entrustment of the soliciting organization, complete the follow-up detailed design consulting services. The control price of the total consulting fee shall not exceed RMB 11 million (including all taxes and fees paid in and outside China). The quotation of the total consulting fee shall be submitted together with the scheme results at the Collection stage.
八、其 他
Others
1、本次征集所涉及的往來(lái)函電和文件均應(yīng)使用中文書寫。
1. All correspondence and documents involved in this collection shall be written in Chinese.
2、應(yīng)征單位所獲費(fèi)用產(chǎn)生的稅金以及在征集過(guò)程中一切費(fèi)用由應(yīng)征單位自行承擔(dān)。
2. Taxes arising from the design fees received by the applicants and all costs incurred in the collection process shall be borne by the applicants.
3、所提交的設(shè)計(jì)成果應(yīng)保持原創(chuàng)性，不得侵犯任何第三方知識(shí)產(chǎn)權(quán)，否則由此產(chǎn)生的后果由應(yīng)征單位承擔(dān)，征集單位保留追責(zé)、索賠的權(quán)利。
3. The design achievements submitted shall remain original and shall not infringe the intellectual property rights of any third party, otherwise the consequences arising therefrom shall be borne by the applicant, and the Organizer reserves the right to pursue and claim compensation.
