項(xiàng)目概況
Project Overview
寶安創(chuàng)業(yè)路商務(wù)大道位于深圳市寶安區(qū)新安街道，地處廣深港澳科創(chuàng)走廊，也是寶安都市發(fā)展軸的核心節(jié)點(diǎn)。商務(wù)大道南部緊鄰寶安中心區(qū)與前海合作區(qū)，周邊集聚有鐵仔山、尖崗山等國(guó)家級(jí)高新區(qū)和留仙洞總部基地，隨著城市能級(jí)不斷提升，將成為一條聯(lián)動(dòng)“現(xiàn)代服務(wù)業(yè)”與“智能制造業(yè)”的城市軸線。立足深圳建設(shè)國(guó)際消費(fèi)中心城市、國(guó)際貿(mào)易中心城市的目標(biāo)，商務(wù)大道將進(jìn)一步優(yōu)化空間形態(tài)和功能業(yè)態(tài)，穩(wěn)步提高商業(yè)商務(wù)的服務(wù)品質(zhì)和競(jìng)爭(zhēng)力，打造消費(fèi)新高地。
Commercial Avenue on Bao’an Chuangye Road is located in Xin’an Subdistrict, Bao’an District, Shenzhen. This area is not only covered by the “Guangzhou - Shenzhen - Hong Kong - Macao” Science and Technology Innovation Corridor, but also the core of Bao’an Urban Development Axis. The south of Commercial Avenue is close to the Bao’an Central District and Qianhai Cooperation Zone, surrounded by National High-tech Zones such as Tiezaishan and Jiangangshan, and Liuxiandong Headquarters Base. With the continuous improvement of the city level, Commercial Avenue will become the urban axis connecting “modern service industry” and “intelligent manufacturing industry”. Based on Shenzhen goal of building an international consumption and trade center city, the Commercial Avenue will further optimize its spatial and functional, steadily improve its commercial service quality and competitiveness, and create a new commercial highland.

本次國(guó)際咨詢?cè)O(shè)計(jì)范圍包含兩個(gè)層面：統(tǒng)籌研究范圍、核心設(shè)計(jì)范圍。
統(tǒng)籌研究范圍：面積約為13.4平方公里，西南起海秀路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約1~1.5千米范圍的帶狀區(qū)域。
核心設(shè)計(jì)范圍：面積約為5.3平方公里，西南起新湖路，東北至留仙三路，沿創(chuàng)業(yè)路兩側(cè)約500米范圍的帶狀區(qū)域，包含靈芝公園、新安公園、新安廣場(chǎng)以及新圳河碧道等重要的公共空間，同時(shí)納入了多處風(fēng)貌亟需改善的老舊社區(qū)和廠房。
This international consultation includes two scopes: the overall research and detailed design.
For overall research: The area is about 13.4 sqkm. It starts from Haixiu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area within a range of about 1 to 1.5 kilometers offset from both sides of Chuangye Road.
For detailed design: The area is about 5.3 sqkm. It starts from Xinhu Road in the southwest and ends at Liuxian 3rd Road in the northeast. It is a strip area of about 500 meters offset from both sides of Chuangye Road, including some important public spaces such as Lingzhi Park, Xin’an Park, Xin’an Square, Xinzhen River. This area also covers many old communities and factories that need to be renovated.

Background
深圳市第七屆人大二次會(huì)議政府工作報(bào)告中指出：深圳需實(shí)施擴(kuò)大內(nèi)需戰(zhàn)略，增強(qiáng)暢通國(guó)內(nèi)國(guó)際雙循環(huán)功能，加大高質(zhì)量投資力度，打造國(guó)際消費(fèi)中心城市、建設(shè)國(guó)際貿(mào)易中心城市；需深入實(shí)施文化強(qiáng)市戰(zhàn)略，不斷提升城市文化影響力，打造全國(guó)文明典范城市、區(qū)域文化中心城市、世界級(jí)旅游目的地城市；同時(shí)應(yīng)壯大消費(fèi)新業(yè)態(tài)、新模式，新引進(jìn)設(shè)立知名品牌首店、旗艦店、新概念店，發(fā)展定制消費(fèi)、時(shí)尚消費(fèi)、體驗(yàn)消費(fèi)。
The work report from Second Session of the Seventh National People’s Congress of Shenzhen pointed out that Shenzhen needs to implement the strategy of expanding domestic demand, improve both domestic and international economic cycle, increase high quality investment, make Shenzhen an international center city for consumption and trade. Besides, it is necessary to strengthen the city by continuously improving the cultural influence, and build a city that is national civilized model, regional culture center, and international tourist attraction. At the same time, Shenzhen should explore new forms and new model of consumption including bringing more well-known brands and advanced concept stores, developing various consumption such as customized, fashion and experience.
寶安區(qū)第七次黨代會(huì)明確了寶安未來五年以打造世界級(jí)先進(jìn)制造業(yè)高地為總抓手，奮力建設(shè)中國(guó)特色社會(huì)主義先行示范區(qū)標(biāo)桿城區(qū)，實(shí)現(xiàn)世界級(jí)先進(jìn)制造城、國(guó)際化灣區(qū)濱海城、高品質(zhì)民生幸福城的發(fā)展目標(biāo)。未來五年寶安必將乘勢(shì)而上、跨越發(fā)展，奠定身居灣區(qū)之心、挺立灣區(qū)之巔、引領(lǐng)灣區(qū)之先的堅(jiān)實(shí)基礎(chǔ)。
The 7th Congress of CPC of Bao’an clarified that in the next five years, Bao’an will focus on improving its manufacture industries and become the leading district with socialism with Chinese characteristics. The development goal for Bao’an is to build an advanced coastal city with world-class manufacturing industries and high-quality living environment. We believe in the next five years, Bao’an will take advantage of the momentum and lead the development of the whole bay area with a steady foundation.
本次國(guó)際咨詢基于創(chuàng)業(yè)路沿線及周邊先進(jìn)制造業(yè)與商業(yè)服務(wù)業(yè)的現(xiàn)實(shí)基礎(chǔ)，多元的城市文化生活資源以及優(yōu)越的區(qū)位條件，把握前海擴(kuò)區(qū)、新安納入深圳都市核心區(qū)的機(jī)遇，希望將創(chuàng)業(yè)路沿線地區(qū)建設(shè)成為集中展現(xiàn)寶安城市繁華與創(chuàng)新力量的商務(wù)大道；以創(chuàng)業(yè)路為軸，探索智能制造業(yè)和現(xiàn)代服務(wù)業(yè)在城市空間中的創(chuàng)新復(fù)合，打造生產(chǎn)、生活、生態(tài)高度融合的示范城區(qū)，并帶動(dòng)周邊地區(qū)發(fā)展，構(gòu)建連續(xù)的城市活力片區(qū)。
This consultation proposes to have the commercial avenue built along Chuangye Road considering the existing foundation of the advanced manufacturing and commercial service, diversified urban cultures and superior location of this area. Besides, as Xin’an Subdistrict has been included into the metropolis core area of Shenzhen and the expansion of Qianhai Cooperation Zone, there will be more opportunities for the area along Chuangye Road. It is hoped that the construction of Commercial Avenue will focus on demonstrating the prosperous and innovative power of Bao’an, and take Chuangye Road as the axis exploring the new way of combining intelligent manufacturing industry and modern service industries, building a leading urban spaces integrating production, living and ecology. This will help develop the surrounding areas for a continuous urban vitality area.

Work Description
本次國(guó)際咨詢將立足于“前海+寶安”區(qū)塊聯(lián)動(dòng)、“舊城+新城”縫合共生、“智造+服務(wù)”創(chuàng)新復(fù)合、“商業(yè)+商務(wù)”多元共贏的工作目標(biāo)，將創(chuàng)業(yè)路沿線打造為“對(duì)話世界、國(guó)際一流、灣區(qū)標(biāo)桿”的商務(wù)大道。本次國(guó)際咨詢包括以下四個(gè)方面重點(diǎn)工作：
商業(yè)產(chǎn)業(yè)策劃：探索現(xiàn)代服務(wù)業(yè)與智能制造業(yè)的融合，研究片區(qū)商業(yè)產(chǎn)業(yè)發(fā)展定位及方向，對(duì)商業(yè)商務(wù)業(yè)態(tài)、模式、規(guī)模等進(jìn)行分析，提出業(yè)態(tài)布局、空間模式、運(yùn)營(yíng)等方面的建議。
公共空間營(yíng)造：統(tǒng)籌規(guī)劃片區(qū)公共空間，優(yōu)化商務(wù)大道兩側(cè)、新圳河、新安公園、靈芝公園、創(chuàng)業(yè)立交、廣深高速沿線等公共空間要素，結(jié)合商業(yè)策劃，建立高品質(zhì)的公共空間環(huán)境。
新老城區(qū)融合：關(guān)注新老城區(qū)的歷史、文化、居民及城市風(fēng)貌，促進(jìn)新老城區(qū)融合共生，提升城市形象。
交通組織優(yōu)化：建立與總體定位與開發(fā)規(guī)模相匹配的綜合交通體系，對(duì)片區(qū)交通組織提出細(xì)化與優(yōu)化建議�？紤]軌道站點(diǎn)周邊的地上地下一體化開發(fā)、與商業(yè)業(yè)態(tài)的組合關(guān)系。
在充分考慮上述四個(gè)方面內(nèi)容后，提出具體的城市設(shè)計(jì)控制指引、存量空間再發(fā)展指引、規(guī)劃實(shí)施策略和路徑等具體的設(shè)計(jì)指引，指導(dǎo)后期建設(shè)。
This international consultation will work on building an international, world-class and benchmark district in the bay area along Chuangye Road. The work will be based on goals of linking Qianhai district and Bao’an district, stitching of old and new urban areas, compounding of intelligent manufacturing and modern services, and multi-dimensional symbiosis of business. Thus, this international consultation includes the following four key tasks:
Commerce and industry planning: Explore the integration of modern service industry and intelligent manufacturing industry, study the direction of the commerce and industry development in the area, analyze the commercial business format, model, scale, etc., and put forward suggestions on business layout, space mode, operation, etc.
Arranging public spaces: Overall planning of public spaces in the area, optimizing the existing public space elements such as both sides of the Commercial Avenue, Xinzhen River, Xin’an Park, Lingzhi Park, Chuangye Interchange, and areas along the Guangzhou-Shenzhen Expressway. The design for public spaces should combine with commercial planning to establish a high-quality environment.
Integration of old and new urban areas: Pay attention to the history, culture, residents and urban features of both old and new urban areas, promote the integration and coexistence of them to enhance the image of the city.
Optimization of transportation organization: Establish a comprehensive transportation system that matches the overall positioning and development scale, and take into account the areas closed to railway station should be developed as an integrated spaces both above and underground and combined with the business forms.With above four aspects considered, applicants should put up specific design guidelines for urban design, redevelopment of existing built urban space, planning implementation strategies, etc.

報(bào)名要求
Registration Requirements
1.申請(qǐng)人須是國(guó)內(nèi)外注冊(cè)的獨(dú)立法人或合伙制企業(yè)或其他組織，不接受個(gè)人或個(gè)人組合的報(bào)名。
2.本次國(guó)際咨詢報(bào)名不設(shè)資質(zhì)要求，鼓勵(lì)任何熟悉中國(guó)國(guó)情、具有城市設(shè)計(jì)綜合研究能力與實(shí)踐經(jīng)驗(yàn)，且具有城市片區(qū)級(jí)商業(yè)策劃經(jīng)驗(yàn)的國(guó)內(nèi)外機(jī)構(gòu)或聯(lián)合體報(bào)名參與。
3.設(shè)計(jì)團(tuán)隊(duì)成員須由城市規(guī)劃與設(shè)計(jì)、商業(yè)策劃、建筑及景觀設(shè)計(jì)等多專業(yè)人員構(gòu)成。
4.允許聯(lián)合體報(bào)名參與，聯(lián)合體成員數(shù)量不超過三家。聯(lián)合體各成員不得再單獨(dú)或以其他名義與其他參賽單位組成聯(lián)合體參與報(bào)名，聯(lián)合體各成員需簽署具有法律效力的《聯(lián)合體協(xié)議書》，并明確牽頭單位、各方工作分工等。
1. Interested applicants must be independent legal entities or partnerships or other organizations. Individual or teams of individuals will not be accepted.
2. There are no requirements on qualification for registration. Any domestic and foreign institutions or consortium who are familiar with China’s conditions, have comprehensive urban design research capabilities and practical experience, and have urban district-level commercial planning experience are encouraged to register.
3. The design team must be composed of professionals in urban planning and design, commercial planning, architecture and landscape design.
4. Registration by a consortium comprising no more than three members is allowed, provided that the leading member and the internal division of responsibilities are specified in a legally-binding Consortium Agreement. No member of a consortium is allowed to register twice either independently or by joining another consortium.

Rules
本次國(guó)際咨詢采用“公開征集”的方式，分為“資格預(yù)審階段、方案設(shè)計(jì)及評(píng)審”兩個(gè)階段。
資格預(yù)審階段：綜合考慮公司資信、公司相關(guān)業(yè)績(jī)（空間規(guī)劃設(shè)計(jì)及商業(yè)策劃方面）、團(tuán)隊(duì)實(shí)力及概念提案，由主辦方依法組建資格預(yù)審委員會(huì)，評(píng)選出5家入圍單位（無排序），及2家備選單位（有排序）進(jìn)入方案設(shè)計(jì)階段。
方案設(shè)計(jì)及評(píng)審階段：5家入圍單位遞交設(shè)計(jì)方案，由主辦方依法組建方案評(píng)審委員會(huì)，進(jìn)行方案評(píng)審及排名，對(duì)應(yīng)機(jī)構(gòu)將獲得相應(yīng)獎(jiǎng)金。
The International Consultation is open for registration, and will include two stages: \"Pre-qualification\" and \"Design & Evaluation\".
For Pre-qualification stage: The credit document, related experience (design and planning for urban spaces, and commercial planning), abilities of team and concept proposal will be reviewed by the Pre-qualification Review Jury. Five shortlisted participants (unranked) and two alternative teams (ranked) on wait-list will be selected for next stage.
For Design & Evaluation stage: The proposal submitted by five shortlisted participants will be reviewed and ranked by the Design Evaluation Jury. There will be corresponding awards for the winning teams.

咨詢獎(jiǎng)金
Awards
依據(jù)方案評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)方案進(jìn)行評(píng)審及排名，5家入圍單位將獲得如下咨詢獎(jiǎng)勵(lì)：
第一名：獲得獎(jiǎng)金人民幣400萬元；
第二名：獲得獎(jiǎng)金人民幣300萬元；
其他合格的入圍單位（3名）：各獲得入圍補(bǔ)償費(fèi)人民幣100萬元，共計(jì)人民幣300萬元。
The five shortlisted participants including the first two teams (ranked) selected by the Design Evaluation Jury will be awarded the following honorarium payments.
First place: ￥4,000,000.00；
Second place: ￥3,000,000.00；
Other shortlisted participants (three): ￥1,000,000.00 each, hence a total of ￥3,000,000.00.

意向參賽單位需先填寫《報(bào)名表》和《保密承諾函》，提交至本項(xiàng)目郵箱（ICCA@szrjrx.com），以獲取本次國(guó)際咨詢文件。后續(xù)提交的資格預(yù)審申請(qǐng)文件中的參賽單位應(yīng)與《報(bào)名表》中的一致，如有增加，應(yīng)補(bǔ)交《保密承諾函》。
Intended participants must fill in the Entry Form and the Commitment Letter for Confidentiality and submit them to the mailbox (ICCA@szrjrx.com) to obtain the International Consultation Document. The participants on the pre-qualification application documents submitted should be the same as those on the Entry Form. If there is an adjustment, an additional Commitment Letter for Confidentiality should be submitted.
