廣州作為粵港澳大灣區(qū)發(fā)展的核心引擎城市，承擔(dān)著引領(lǐng)和輻射周邊區(qū)域發(fā)展的重?fù)?dān)�！稄V州市海珠區(qū)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十四個(gè)五年規(guī)劃和2035年遠(yuǎn)景目標(biāo)綱要》提出，在“十四五”時(shí)期，海珠區(qū)要以人工智能與數(shù)字經(jīng)濟(jì)、城市更新為“雙引擎”，逐步建成有活力有魅力有競(jìng)爭(zhēng)力的數(shù)字生態(tài)城。
As the core engine city for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Guangzhou bears the burden of leading and radiating the development of surrounding regions. According to Outline of the 14th Five-Year Plan for National Economic and Social Development and Vision 2035 of Haizhu District of Guangzhou , during the 14th Five-Year Plan period, Haizhu District will gradually build a dynamic, attractive and competitive digital eco-city by taking artificial intelligence and digital economy, as well as urban renewal as the "twin engines".
而作為海珠區(qū)重要策略的“一區(qū)一谷一灣”重要規(guī)劃下的創(chuàng)新灣，占據(jù)珠江后航道20公里岸線的黃金地段，雄踞廣州中軸線與珠江后航道濱水創(chuàng)新產(chǎn)業(yè)帶的交匯點(diǎn)，享受廣州城央的黃金濱水岸線資源，未來將整合沿江景觀資源，優(yōu)化珠江后航道規(guī)劃，建設(shè)高品質(zhì)生態(tài)文化旅游岸線，打造集文化創(chuàng)意、都市旅游、人工智能、總部創(chuàng)新辦公等產(chǎn)業(yè)于一體的服務(wù)經(jīng)濟(jì)價(jià)值提升帶，形成濱水創(chuàng)新走廊。
Under the important plan of Haizhu District“One District One Valley One Bay”, Innovation Bay ，which occupies the golden section of the 20 km coastline of Zhujiang River rear channel, and sits at the intersection of Guangzhou city central axis and Zhujiang River rear channel waterfront innovation industrial zone, enjoys the golden waterfront shoreline resources in the center of Guangzhou. In the future, it will integrate landscape resources along the river, optimize the waterway planning of Zhujiang River rear channel, build high-quality ecological culture and tourism shoreline, and create a service economic value enhancement belt integrating cultural creativity, urban tourism, artificial intelligence, headquarters innovation and office industries, and form a waterfront innovation corridor.
以海珠灣隧道工程的建設(shè)為契機(jī)，為進(jìn)一步帶動(dòng)海珠區(qū)產(chǎn)業(yè)升級(jí)轉(zhuǎn)化，優(yōu)化海珠創(chuàng)新灣門戶樞紐地區(qū)區(qū)域交通，提升珠江后航道濱水景觀，建設(shè)海珠區(qū)商務(wù)發(fā)展?jié)摿蛯?duì)外產(chǎn)業(yè)輻射力最強(qiáng)的重要門戶片區(qū)，廣州交通投資集團(tuán)有限公司擬開展海珠創(chuàng)新灣門戶樞紐城市設(shè)計(jì)暨核心地塊建筑概念設(shè)計(jì)國(guó)際競(jìng)賽（以下簡(jiǎn)稱“競(jìng)賽”）。
Taking the construction of Haizhu Bay Tunnel project as an opportunity, in order to further drive the industrial of Haizhu District upgrading and transformation, optimize the regional transportation of Haizhu Innovation Bay Gateway Hub area, improve the waterfront landscape of Zhujiang River rear channel, and build an important gateway area with the strongest business development potential and foreign industrial radiation in Haizhu District, Guangzhou Communications Investment Group Co., Ltd. plans to hold the International Competition of Urban Design and Architectural Conceptual Design of Core Area Gateway Hub In in Haizhu Innovation Bay Gateway Hub (hereinafter referred to as the "Competition").
2. 工作范圍和競(jìng)賽內(nèi)容
2. Working range and competition content
本次競(jìng)賽的工作任務(wù)包括總體研究范圍、城市設(shè)計(jì)范圍、建筑概念方案設(shè)計(jì)范圍三個(gè)層次的內(nèi)容。
The tasks of this competition include three levels of content: firstly, overall research area； secondly, urban design area； thirdly, architectural conceptual design area.
2.1總體研究范圍
2.1 Overall research area
總體研究范圍東至廣州大道、南至珠江后航道、西至大干圍工業(yè)區(qū)，北至南洲路，包括海珠客運(yùn)站及南洲公交樞紐地塊、三滘立交地塊及周邊地區(qū)，總用地面積約144.4公頃�？傮w研究方案應(yīng)圍繞片區(qū)整體定位、功能布局、規(guī)劃結(jié)構(gòu)、交通系統(tǒng)、景觀系統(tǒng)、天際線等展開。
The overall research area extends to Guangzhou Dadao in the east, Zhujiang River rear channel in the south, Daganwei Industrial Zone in the west, and Nanzhou Road in the north，which includes Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub area, as well as Sanjiao interchange and surrounding area, with a total land area of about 144.4 hectares. The overall research plan should focus on the overall positioning, functional layout, planning structure, transportation system, landscape system, skyline, etc.
2.2城市設(shè)計(jì)范圍

城市設(shè)計(jì)范圍由大干圍地塊、三滘立交地塊、海珠客運(yùn)站及南洲公交站樞紐地塊組成，總用地面積約74.2公頃。城市設(shè)計(jì)方案應(yīng)圍繞片區(qū)整體空間形態(tài)、交通組織、重要景觀節(jié)點(diǎn)設(shè)計(jì)、業(yè)態(tài)策劃等展開。
The urban design scope consists of Daganwei area, Sanjiao interchange area, Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub area, with a total land area of about 74.2 hectares. The urban design plan should focus on the overall spatial form of the area, traffic organization, important landscape node design, business planning, etc.

2.3.1 Daganwei architectural conceptual design area
大干圍建筑概念設(shè)計(jì)范圍，用地面積9.1公頃。建筑概念方案應(yīng)在隧道上蓋一體化開發(fā)及周邊片區(qū)城市設(shè)計(jì)的基礎(chǔ)上，對(duì)重要建筑平面、立面和剖面、重要節(jié)點(diǎn)空間和地下空間等進(jìn)行建筑概念方案設(shè)計(jì)。
Daganwei architectural conceptual design area covers an area of 9.1 hectares. Based on the integrated development of tunnel overcover and the urban design of surrounding areas, the architectural conceptual plan should refer to the main building plan, elevation and section, important node space and underground space.
2.3.2海珠客運(yùn)站及南洲公交站樞紐建筑概念方案設(shè)計(jì)范圍
2.3.2 Architectural conceptual design area of Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub
海珠客運(yùn)站及南洲公交站樞紐地塊城市設(shè)計(jì)范圍，用地面積4.5公頃。項(xiàng)目應(yīng)在打造海珠客運(yùn)交通樞紐的基礎(chǔ)上，對(duì)二號(hào)線以及廣佛線的兩線換乘組織方式及相應(yīng)的樞紐空間（含公交站場(chǎng)地塊的公交換乘）進(jìn)行詳細(xì)設(shè)計(jì)。
Architectural conceptual design area of Haizhu Intercity Bus Terminal and Nanzhou Public Transport Hub covers an area of 4.5 hectares. On the basis of building Nanzhou Public Transport Hub, the project should focus on the transfer organization and the corresponding hub space (including bus transfer in the bus station) of Line 2 and Guang-Fo Line .

本次競(jìng)賽將在中國(guó)招標(biāo)投標(biāo)公共服務(wù)平臺(tái)（www.cebpubservice.com）、廣州公共資源交易中心（www.gzggzy.cn）、ABBS建筑論壇（shihaitang.com）、中國(guó)陽光采購(gòu)招標(biāo)專用平臺(tái)-陽光易采（www.chinaebid.com）發(fā)布公告，公開接受境內(nèi)外設(shè)計(jì)機(jī)構(gòu)的報(bào)名。
The competition information is announced on the website of China Tendering and Bidding Public Service Platform (www.cebpubservice.com), Guangzhou Public Resources Trading Center (www.gzggzy.cn), ABBS Architectural Forum (shihaitang.com), and the Special Platform for Procurement and Bidding - Yangguang Yicai (www.chinaebid.com) to accept public design organization applications from domestic and overseas.
4.1.1競(jìng)賽遴選階段
4.1.1 Competition scheme collection and selection stage
由組織方組織專家成立遴選會(huì)評(píng)審委員會(huì)，對(duì)報(bào)名的設(shè)計(jì)機(jī)構(gòu)進(jìn)行遴選（詳見遴選文件），從符合競(jìng)賽資格要求的報(bào)名設(shè)計(jì)機(jī)構(gòu)中擇優(yōu)選取最多6家設(shè)計(jì)機(jī)構(gòu)作為入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)入下一階段的競(jìng)賽方案評(píng)選。遴選排名第7-9名為候補(bǔ)設(shè)計(jì)機(jī)構(gòu)。如符合競(jìng)賽資格要求的設(shè)計(jì)機(jī)構(gòu)不足6家，則主辦單位可根據(jù)項(xiàng)目情況決定延長(zhǎng)報(bào)名時(shí)間或重新組織報(bào)名工作；如確定入圍機(jī)構(gòu)后競(jìng)賽文件發(fā)布前，出現(xiàn)競(jìng)賽設(shè)計(jì)機(jī)構(gòu)因故放棄入圍資格的，在候補(bǔ)設(shè)計(jì)機(jī)構(gòu)中依次替補(bǔ)，直至補(bǔ)足6家為止。經(jīng)競(jìng)賽主辦方審核確認(rèn)遴選結(jié)果后，由競(jìng)賽承辦方向入圍設(shè)計(jì)機(jī)構(gòu)發(fā)出正式邀請(qǐng)函，其余未受正式邀請(qǐng)的設(shè)計(jì)機(jī)構(gòu)報(bào)送的競(jìng)賽方案將不被受理。
The competition organizer organizes the experts to establish a review committee to select no more than 6 design organizations from the design organization applicants that meet the competition qualification requirements to enter the next stage of competition scheme selection (refer to the Collection Document for details).Select the alternate design organizations ranking No. 7-9 as candidates. If there are less than 6 design organizations that meet the requirements of competition qualification, the competition sponsor may decide to extend the registration time or reorganize the registration according to the project situation； If any design organizations give up the shortlisted qualification for some reason after the shortlisted institutions confirmed and before the release of the competition documents, their competition shall be replaced in turn among the alternate design organizations until 6 are supplemented. The competition co-sponsor will send formal invitation letter to the shortlisted design organizations after the competition sponsor confirms the selection results. The competition schemes submitted by other design organizations that are not formally invited will not be accepted.
4.1.2競(jìng)賽方案評(píng)選方式
4.1.2Competition scheme selection method
競(jìng)賽主辦方委托組織方組織專家對(duì)通過競(jìng)賽遴選的6家設(shè)計(jì)機(jī)構(gòu)，按競(jìng)賽文件中規(guī)定提交的正式設(shè)計(jì)成果等內(nèi)容進(jìn)行有效性審查。有效性審查通過后，由專家組成的方案評(píng)審委員進(jìn)行方案評(píng)審，方案評(píng)審委員對(duì)通過有效性審查的設(shè)計(jì)機(jī)構(gòu)進(jìn)行記名投票，最終選出3個(gè)設(shè)計(jì)方案作為優(yōu)勝方案并形成《方案評(píng)審報(bào)告》。由競(jìng)賽承辦方組建定標(biāo)委員會(huì)并召開定標(biāo)會(huì)，方案評(píng)審委員會(huì)推薦優(yōu)勝的3個(gè)方案作為定標(biāo)候選人推薦給定標(biāo)委員會(huì)。
The competition sponsor commission the organizers to organize experts to review the validity of the formal design results submitted by the 6 selected design organizations according to the provisions of the competition documents. After passing the validity review, the scheme review committee composed of experts will evaluate the schemes and vote on the design organizations that pass the validity review by open ballot, and finally select 3 design organizations as the winning schemes and form the Scheme Review Report. The competition co-sponsor shall set up a calibration committee that hold a bid selection meeting. The scheme review committee shall recommend the 3 winning schemes to the bid selection committee as candidates.
定標(biāo)委員會(huì)按競(jìng)賽文件規(guī)定，對(duì)所有定標(biāo)候選人進(jìn)行評(píng)審，按評(píng)審排名推薦中標(biāo)候選人并出具《定標(biāo)報(bào)告》，提請(qǐng)競(jìng)賽主辦方審核確認(rèn)中標(biāo)結(jié)果。中標(biāo)方案的設(shè)計(jì)機(jī)構(gòu)將參與設(shè)計(jì)深化（深化內(nèi)容以深化設(shè)計(jì)任務(wù)書為準(zhǔn)）。
The calibration committee will review the bid candidates according to the regulations of the competition documents, recommend the winning bidders according to the evaluation ranking and issue the Bidding Report, and request the competition sponsor to review and confirm the winning bid result. The design organization that has won the bid will participate in the deepening design (the content is subject to the Deepening Design Task Description ).
4.2競(jìng)賽費(fèi)用補(bǔ)償辦法

競(jìng)賽主辦方委托組織方組織專家對(duì)通過競(jìng)賽遴選的設(shè)計(jì)機(jī)構(gòu)，按競(jìng)賽文件規(guī)定報(bào)送的正式設(shè)計(jì)成果等進(jìn)行有效性審查，通過有效性審查的設(shè)計(jì)機(jī)構(gòu)可獲成本補(bǔ)償費(fèi)，經(jīng)評(píng)選為優(yōu)勝方案的3家設(shè)計(jì)機(jī)構(gòu)可額外獲得優(yōu)勝獎(jiǎng)金，未通過有效性審查的設(shè)計(jì)機(jī)構(gòu)不獲得成本補(bǔ)償費(fèi)或優(yōu)勝獎(jiǎng)金等任何費(fèi)用。
The competition sponsor commission the organizer to organize experts to review the validity of the official design results submitted by the selected design organizations in accordance with the competition documents. The design organizations that pass the validity review will be compensated for the cost, and the 3 design organizations that are selected as the winning schemes will be awarded additional prize. Design organizations that fail to pass the validity review will not receive any fee such as cost compensation or additional prize.
通過有效性審查的設(shè)計(jì)機(jī)構(gòu)各獲得150萬元人民幣（含稅、設(shè)計(jì)方案成果使用費(fèi)用、設(shè)計(jì)費(fèi)用、知識(shí)產(chǎn)權(quán)費(fèi)等全部費(fèi)用）成本補(bǔ)償費(fèi)，未通過有效性審查的成果不獲得成本補(bǔ)償費(fèi)。
Design organizations that pass the validity review will each receive a cost compensation fee of 1.5 million RMB (including all fees such as tax, design results use fee, design fee, intellectual property fee, etc.), while those that fail the validity review will not receive the cost compensation.
方案評(píng)審委員會(huì)負(fù)責(zé)對(duì)通過有效性審查的設(shè)計(jì)成果進(jìn)行評(píng)審，評(píng)選推薦3個(gè)優(yōu)勝方案，優(yōu)勝方案將額外獲得優(yōu)勝獎(jiǎng)金人民幣100萬元（含稅、設(shè)計(jì)方案成果使用費(fèi)用、設(shè)計(jì)費(fèi)用、知識(shí)產(chǎn)權(quán)費(fèi)等全部費(fèi)用）。
The scheme review committee is responsible for reviewing the design results that have passed the validity review, then selects and recommends 3 winning schemes. The winning scheme will receive an additional prize of RMB 1 million (including all costs such as tax, design scheme use fee, design fee, intellectual property fee, etc.).
中選方案的設(shè)計(jì)機(jī)構(gòu)將參與設(shè)計(jì)深化（深化內(nèi)容以深化設(shè)計(jì)任務(wù)書為準(zhǔn)），深化設(shè)計(jì)費(fèi)用為人民幣300萬元（包括但不限于設(shè)計(jì)方案成果使用費(fèi)用、競(jìng)賽設(shè)計(jì)費(fèi)用、參賽文件制作費(fèi)用、設(shè)計(jì)調(diào)研費(fèi)用、配合競(jìng)賽組織單位召開相關(guān)項(xiàng)目溝通會(huì)議所產(chǎn)生的差旅費(fèi)用等）。
Selected scheme design organization will participate in the deepening design (the content is subject to the Deepening Design Task Description). And the deepening design fee is 3 million yuan (including but not limited to design results using cost, competition design cost, any document cost, design research expenses, travel expenses incurred by cooperating with the competition organizers to hold relevant project communication meetings, etc.).
因本次競(jìng)賽的獎(jiǎng)金均以人民幣支付，如獲得成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金、深化設(shè)計(jì)費(fèi)中一項(xiàng)或多項(xiàng)費(fèi)用的參賽設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體，須提供符合競(jìng)賽承辦方要求的中國(guó)國(guó)內(nèi)合規(guī)增值稅專用發(fā)票，競(jìng)賽承辦方將全額支付成本補(bǔ)償費(fèi)、優(yōu)勝獎(jiǎng)金、深化設(shè)計(jì)費(fèi)的一項(xiàng)或多項(xiàng)費(fèi)用至該聯(lián)合體的中方賬戶，由聯(lián)合體的中方單位按照其《聯(lián)合體參賽協(xié)議書》所約定比例進(jìn)行再分配。競(jìng)賽承辦方對(duì)該聯(lián)合體成員不再另外支付任何費(fèi)用。
As the prize of this competition will be paid in RMB, if the participating design organization that receive one or more of the cost compensation, additional prize and deepening design fee is a consortium, it should provide the domestic compliant VAT invoice in accordance with the requirements of the competition co-sponsor. The competition co-sponsor will pay one or more of the cost compensation, additional prize and deepening design fee to the Chinese side account of the consortium fully, which will be redistributed by the Chinese side of the consortium in accordance with the proportion stipulated in the Agreement of Consortium Participating in the Competition. The competition co-sponsor will not pay any additional fees to the consortium members.
所有通過有效性審查并獲得成本補(bǔ)償費(fèi)的設(shè)計(jì)方案及成果的版權(quán)歸競(jìng)賽主辦方廣州交通投資集團(tuán)有限公司所有。按競(jìng)賽要求提交有效競(jìng)賽《報(bào)名登記表》的設(shè)計(jì)機(jī)構(gòu)即認(rèn)為同意該項(xiàng)條款。
All the Copyrights of the design schemes and results that have passed the validity examination and obtained the cost compensation are owned by the competition sponsor Guangzhou Communications Investment Group Co., LTD. A design organization that submits a valid Application Registration Form for the competition in accordance with the requirements of the competition shall be deemed to agree to this clause.
5. 競(jìng)賽日程

5.1發(fā)布國(guó)際競(jìng)賽公告并開始接受全球設(shè)計(jì)機(jī)構(gòu)報(bào)名：2021年9月17日-10月8日（上午9：00-12：00，下午14：00-17：00）。
5.1 The date of notification releasing of international competition and start to accept registration from global design organizations: from 17 (date) , September to 8 (date) October 2021(9:00 a.m.-12:00, p.m. 14:00-17:00).
5.2遞交報(bào)名文件時(shí)間：2021年10月9日17：00前。

5.7 Design Results evaluation: Each shortlisted design organization shall deliver the final results of the competition to the designated place in late December, 2021 (the specific time and place shall be subject to the written or email notification by the competition organizer).
5.8宣布優(yōu)勝方案階段：2021年12月下旬公布優(yōu)勝單位。

6.1.1報(bào)名的境內(nèi)設(shè)計(jì)機(jī)構(gòu)須具有獨(dú)立法人資格，并提供有效營(yíng)業(yè)執(zhí)照，沒有處于被吊銷營(yíng)業(yè)執(zhí)照、責(zé)令關(guān)閉或者被撤銷等不良狀態(tài)；境外設(shè)計(jì)機(jī)構(gòu)須為所在地合法注冊(cè)的設(shè)計(jì)機(jī)構(gòu)，并提供有效的商事登記證明。境內(nèi)外單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得同時(shí)報(bào)名參與本競(jìng)賽項(xiàng)目。（注：所在地是指公司企業(yè)或商業(yè)機(jī)構(gòu)依法注冊(cè)經(jīng)營(yíng)業(yè)務(wù)或設(shè)立辦事機(jī)構(gòu)的主要地方）
6.1.1The design organization applicants from domestic shall have the independent legal person qualification, and provide business license , not being ordered to close or being repealed. The design organization applicants from overseas must be a legally registered design institution in the place where it is located, and provide a valid commercial registration certificate. If the person in charge of the company is the same person or different companies with holding or management relationship, it’s forbidden to sign up for the competition project at the same time. （Note: LOCATION refers to the main place where companies, enterprises or commercial institutions are registered to operate business or set up offices according to law）
6.1.2報(bào)名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體各成員）須同時(shí)滿足以下要求：報(bào)名的設(shè)計(jì)機(jī)構(gòu)為境內(nèi)設(shè)計(jì)機(jī)構(gòu)的，須同時(shí)具備以下兩項(xiàng)資質(zhì)：（1）建筑行業(yè)（建筑工程）專業(yè)設(shè)計(jì)甲級(jí)資質(zhì)；（2）城鄉(xiāng)規(guī)劃編制乙級(jí)及以上資質(zhì)。若報(bào)名的設(shè)計(jì)機(jī)構(gòu)為境外設(shè)計(jì)機(jī)構(gòu)，須提供所在國(guó)或者所在地區(qū)的政府主管部門或者有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明并與境內(nèi)具備相應(yīng)資質(zhì)的設(shè)計(jì)單位組成聯(lián)合體參賽。需提供相關(guān)資質(zhì)證明文件復(fù)印件并加蓋公司公章。在新的規(guī)劃編制單位資質(zhì)管理規(guī)定出臺(tái)前，以原有規(guī)劃資質(zhì)作為參考，暫不對(duì)城鄉(xiāng)規(guī)劃編制資質(zhì)有效期限作出要求。
6.1.2 The design organization applicant(each member of the consortium) must have the following qualifications requirements at the same time: The design organization applicants from domestic must have the following two qualificaiton:(1) Grade A qualification for professional design in the construction industry (construction engineering) (2) Grade B and above qualification for urban and rural planning preparation. If the design organization is an overseas design institution, it shall provide the design license certificate issued by the competent government department or relevant industry organization in the country or region where it is located, and form a consortium with domestic qualified design institutions to participate in the competition.Copies of relevant qualification documents and official seal should be provided. Prior to the issuance of the new regulations on the administration of the qualifications of planning formulation units, the validity period of the qualification of urban and rural planning formulation is not required temporarily, taking the original planning qualification as a reference.
6.1.3本次競(jìng)賽不接受以個(gè)人名義報(bào)名。
6.1.3 Personal registration is not accepted in this competition.
6.1.4報(bào)名的設(shè)計(jì)機(jī)構(gòu)須具有自2016年1月1日起至報(bào)名截止時(shí)間止承接過城市片區(qū)的TOD綜合開發(fā)、交通項(xiàng)目上蓋開發(fā)的城市設(shè)計(jì)或建筑設(shè)計(jì)項(xiàng)目相關(guān)業(yè)績(jī)（需提供合同復(fù)印件等證明文件，以聯(lián)合體方式承接的過往業(yè)績(jī)需要提供有關(guān)材料證明本單位在該項(xiàng)目中承擔(dān)的工作內(nèi)容與本次競(jìng)賽設(shè)計(jì)內(nèi)容相符，業(yè)績(jī)計(jì)算時(shí)間以簽訂合同時(shí)間為準(zhǔn)）。
6.1.4 The design organization applicant shall have the relevant achievements of urban design or architectural design projects of TOD comprehensive development and traffic cover project development in urban area from January 1, 2016 to the deadline of registration (The copy of contract and other supporting documents shall be provided. For the past performance undertaken by a consortium, relevant materials shall be provided to prove that the working contents undertaken by the company in the project meets the requirements of this item. The performance calculation time shall be subject to the contract signing time.)
6.1.5報(bào)名設(shè)計(jì)機(jī)構(gòu)擬派設(shè)計(jì)團(tuán)隊(duì)中須具有交通專業(yè)背景人員，若設(shè)計(jì)團(tuán)隊(duì)中未配備交通專業(yè)背景人員須邀請(qǐng)交通顧問團(tuán)隊(duì)（交通專業(yè)背景人員需提供相應(yīng)專業(yè)背景證明文件，包括但不限于學(xué)歷證明及交通相關(guān)職稱證明，并須提供獲獎(jiǎng)證書或相關(guān)業(yè)績(jī)證明文件復(fù)印件并加蓋公司公章）。
6.1.5The design team assigned by the registered design agency must have personnel with transportation professional background. If the design team is not equipped with personnel with transportation professional background, the transportation consulting team must be invited (personnel with transportation professional background shall provide corresponding professional background supporting documents, including but not limited to academic certificate and transportation related professional title certificate, and provide copies of award certificates or relevant performance certificates and affix the company’s official seal)
6.1.6項(xiàng)目總負(fù)責(zé)人必須直接參與設(shè)計(jì)活動(dòng)全過程，且親自出席競(jìng)賽組織地點(diǎn)匯報(bào)方案不少于4次（若受疫情影響不能到場(chǎng)，可采用視頻匯報(bào)方式）。報(bào)名的設(shè)計(jì)機(jī)構(gòu)須確保項(xiàng)目總負(fù)責(zé)人和主要設(shè)計(jì)人員始終參與設(shè)計(jì)工作，不得中途更換。若報(bào)名設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體，則項(xiàng)目總負(fù)責(zé)人必須為聯(lián)合體主體方人員。（注：若報(bào)名設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體，聯(lián)合體主體方對(duì)本次競(jìng)賽承擔(dān)主要責(zé)任，履行聯(lián)合體內(nèi)部的組織管理工作和溝通協(xié)調(diào)工作的義務(wù)。）
6.1.6 The General Project Leader must directly participate in the whole process of design activity，and personally attend the competition site to report the plan at least 4 times(If unable to attend due to the epidemic, video report can be adopted).The design organization applicant shall ensure the General Project Leader and main designers always participate in design that shall not be replaced midway. If the design organization applicant is a consortium, the general leader of the project must be the member of consortium leader.（Note: if the design organization applicant is a consortium, the consortium leader shall bear the main responsibility for the competition and fulfill the obligations of organization, management, communication and coordination within the consortium.)
6.1.7為了保證項(xiàng)目設(shè)計(jì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外設(shè)計(jì)機(jī)構(gòu)須至少配備有1名通曉漢語的人士。
6.1.7 In order to ensure that the project designers have an accurate understanding of the Chinese background and relevant requirements, the overseas design organization must have at least one person familiar with Chinese.
6.1.8報(bào)名的設(shè)計(jì)機(jī)構(gòu)未被列入“信用中國(guó)”網(wǎng)站(www.creditchina.gov.cn)“記錄失信被執(zhí)行人或重大稅收違法案件當(dāng)事人名單或企業(yè)經(jīng)營(yíng)異常名錄”記錄名單；以及未被列入“國(guó)家企業(yè)信用信息公示系統(tǒng)”（www.gsxt.gov.cn）的“經(jīng)營(yíng)異常名錄”和“嚴(yán)重違法失信企業(yè)名單（黑名單）”；不處于中國(guó)政府采購(gòu)網(wǎng)(www.ccgp.gov.cn)“政府采購(gòu)嚴(yán)重違法失信行為信息記錄”中的禁止參加政府采購(gòu)活動(dòng)期間。以上均需提供查詢結(jié)果網(wǎng)頁截圖打印件并加蓋單位公司公章。
6.1.8 The design organization applicant should not be included in the record list of "Record list of persons subject to enforcement for Trust-breaking or parties involved in major tax violation cases or Enterprise Abnormal Business Operation" on the website of "Credit China" (www.creditchina.gov.cn)； "list of abnormal operation" and "list of serious illegal and dishonest enterprises (blacklist)" of the "national enterprise credit information publicity system" (www.gsxt. Gov.cn)；should not be in the period when being prohibited from participating in government procurement activities as listed in the "Information Record of serious illegal and Trust-breaking Behaviors in government procurement" of the Chinese government Procurement website (www.ccgp.gov.cn).All the above shall provide the screenshot and printed copy of the query results affixed with official seal.
6.1.9本次競(jìng)賽接受聯(lián)合體報(bào)名。組成聯(lián)合體的單位不得超過3家，聯(lián)合體須按要求提交聯(lián)合體參賽協(xié)議書（聯(lián)合體參賽協(xié)議書需各成員加蓋對(duì)應(yīng)單位公司公章，若境外設(shè)計(jì)機(jī)構(gòu)無公司公章，可由其法定代表人或合法的授權(quán)代表簽字）。
6.1.9The application by the consortium is accepted in the competition. The number of organizations constituting the consortium shall not exceed 3. The consortium shall submit the Agreement of Consortium Participating in the Competition as required (each member of the consortium shall affix the official seal of the corresponding entity； if the overseas design organization has no seal, it can be signed by its legal representative or legal authorized representative).

6.1.10本競(jìng)賽的前期服務(wù)機(jī)構(gòu)不得參與本次競(jìng)賽，前期服務(wù)機(jī)構(gòu)為廣州市設(shè)計(jì)院集團(tuán)有限公司。
6.1.10 The preliminary service organization of the competition shall not participate in the competition. The preliminary service organization is Guangzhou Design Institute Group Co., Ltd.
6.2報(bào)名方法
6.2 Registration Method
6.2.1報(bào)名方式：符合資格要求的設(shè)計(jì)機(jī)構(gòu)應(yīng)當(dāng)在2021年9月17日至2021年10月8日期間（上午9：00-12：00，下午14：00-17：00）登錄www.chinaebid.com（中國(guó)陽光采購(gòu)招標(biāo)專用平臺(tái)-陽光易采）進(jìn)行網(wǎng)上報(bào)名，報(bào)名費(fèi)用人民幣1000元。
6.2.1 Registration method: design organizations that meet the registration requirements shall register online at www.chinaebid.com (special platform for Chinese Yang Guang procurement and bidding -- Yangguang YiCai) during from 17 (date) September (month), 2021 to 8 (date) October(month), 2021 (9:00-12:00 am, 14:00-17:00 PM). The registration fee is RMB 1000.
6.2.2有意參賽的設(shè)計(jì)機(jī)構(gòu)須按報(bào)名登記表（詳見附件2）要求填寫內(nèi)容并加蓋公司公章，在2021年9月17日至2021年10月8日期間，以電子版（PDF）形式上傳報(bào)名登記表（詳見附件2）及報(bào)名登記表所要求的附件到www.chinaebid.com（中國(guó)陽光采購(gòu)招標(biāo)專用平臺(tái)-陽光易采）。
6.2.2The design organizations intending to participate in the competition MUST upload the completed application registration form and attachments (refer to Annex 2 for details) affixed with official seal to www.chinaebid.com (Yangguang Yicai) in electronic form (PDF) during the period from Sept. 17, 2021 to Oct. 8, 2021.
6.2.3有意參賽的設(shè)計(jì)機(jī)構(gòu)必須按遴選文件要求編制報(bào)名文件（詳見附件3），以書面形式在提交截止時(shí)間前送達(dá)或郵寄至競(jìng)賽組織方。提交截止日期：2021年10月9日17：00前，設(shè)計(jì)機(jī)構(gòu)采用郵寄方式提交報(bào)名文件的，文件提交時(shí)間以競(jìng)賽組織單位簽收?qǐng)?bào)名文件時(shí)間為準(zhǔn)。
6.2.3 The design organizations intending to participate in the competition MUST send or post the completed competition application document (refer to Annex 3 for details) in written form to the competition organizer before the submission deadline. submission expiration date: 17:00, Oct.9, 2021. If the design organization submits the documents by mail, the submission time shall be subject to the time when the competition organizer signs and receives the registration documents.
6.3資料要求
6.3 Requirements against application materials
6.3.1報(bào)名文件格式及提交按《遴選文件》要求（詳見附件3）。
6.3.1 The format and submission method of the Collection Document shall be in accordance with the requirements of Collection Document (refer to Annex 3).
6.3.2報(bào)名設(shè)計(jì)機(jī)構(gòu)必須編制完整的報(bào)名文件并裝訂成冊(cè)，內(nèi)容較多時(shí)可以分冊(cè)裝訂。各冊(cè)獨(dú)立裝訂的報(bào)名文件封面必須加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章，報(bào)名文件應(yīng)騎縫加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章和逐頁加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的單位公司公章。若境外設(shè)計(jì)機(jī)構(gòu)無公司公章，可由其法定代表人或合法的授權(quán)代表簽字。報(bào)名設(shè)計(jì)機(jī)構(gòu)代表可由法定代表人或其授權(quán)代表擔(dān)任。由授權(quán)代表簽署的報(bào)名文件中，須同時(shí)提交由法定代表人簽署的有效的授權(quán)委托書。
6.3.2 The design organization applicant must prepare a complete application document and bind it into a volume. It can be bound in separate volumes when the content is overmuch. The cover of the registration documents bound independently shall be affixed with the official seal of the design organization applicant, and the registration documents shall be affixed with the official seal of the design organization applicant in the slit and on each page. If the overseas design institution has no official seal, it can be signed by its legal representative or legal authorized representative .The representative of the design organization applicant can be the legal representative or its authorized representative. The registration document signed by the authorized representative shall be accompanied by a valid power of attorney signed by the legal representative..
6.3.3報(bào)名設(shè)計(jì)機(jī)構(gòu)必須自行承擔(dān)因其報(bào)名文件的任何錯(cuò)漏而導(dǎo)致的一切后果。
6.3.3The design organizations must bear all the consequences caused by any mistake or omission in the application documents.
6.3.4全部報(bào)名文件應(yīng)一式七份（內(nèi)裝報(bào)名文件正本1份，報(bào)名文件電子版1份，只限USB閃存盤，不留密碼，無病毒，內(nèi)容應(yīng)與報(bào)名設(shè)計(jì)機(jī)構(gòu)打印產(chǎn)生的紙質(zhì)報(bào)名文件內(nèi)容一致，如有不同，以紙質(zhì)報(bào)名文件為準(zhǔn)。），副本6份，并注明“正本”和“副本”。如果正本與副本不符，應(yīng)以正本為準(zhǔn)。報(bào)名文件應(yīng)由報(bào)名設(shè)計(jì)機(jī)構(gòu)的合法授權(quán)代表正式簽署，任何更改（如有）應(yīng)由原簽署人簽字。
6.3.4 All the registration documents should be in seven copies (including one original registration document, one electronic copy of the registration document, only USB flash drive, no password, no virus, the content of the registration document should be the same as the printed paper registration document produced by the design organization applicant, if different, the paper registration document shall prevail). In 6 copies marked "original" and "copy". In case of any discrepancy between the original and the copy, the original shall prevail. The registration document shall be duly signed by a legally authorized representative of the design organization applicant and any changes, if any, shall be signed by the original signatory.
6.3.5所有報(bào)名文件應(yīng)在提交截止時(shí)間前送達(dá)競(jìng)賽組織方，逾期抵達(dá)的文件概不受理。競(jìng)賽組織方對(duì)不可抗力事件造成的報(bào)名文件的損壞、丟失不承擔(dān)任何責(zé)任。
6.3.5 All registration documents should be delivered to the competition organizer before the deadline. Overdue documents will not be accepted. The organizer will not be responsible for the damage or loss of the registration documents caused by force majeure.
6.3.6所有報(bào)名文件必須封入密封的信封或包裝，在封口上加蓋報(bào)名設(shè)計(jì)機(jī)構(gòu)的公司公章。報(bào)名文件的①正本（原件加蓋公章）、②副本、③報(bào)名登記表及④報(bào)名文件電子版應(yīng)分別封裝，并在每一信封或包裝的封面上寫明：
6.3.6 All application documents must be sealed in a sealed envelope or package with the official seal of the design organization applicant affixed to the seal.
