International Call for Competition Entries: Urban Design of Haiyan High-speed Railway New City and Conceptual Architectural Design of Key Areas
1. 項(xiàng)目背景
1. Project Background
1) 落實(shí)長三角國家戰(zhàn)略，建設(shè)虹橋南翼重要節(jié)點(diǎn)
為進(jìn)一步落支撐長三角區(qū)域一體化發(fā)展國家戰(zhàn)略，國務(wù)院正式批復(fù)《虹橋國際開放樞紐建設(shè)總體方案》，明確到2035年，將全面建成虹橋國際開放樞紐“一核兩帶”的功能布局，成為推動(dòng)長三角一體化發(fā)展、提升我國對(duì)外開放水平、增強(qiáng)國際競(jìng)爭(zhēng)合作新優(yōu)勢(shì)的重要載體。
海鹽高鐵新城將成為通蘇嘉甬高鐵、滬平鹽城際、杭海城際鐵路海鹽聯(lián)絡(luò)線的樞紐站點(diǎn)，同時(shí)依托周邊的沿海港口、內(nèi)河航道、海河聯(lián)運(yùn)作業(yè)區(qū)等一系列海港聯(lián)運(yùn)設(shè)施，實(shí)現(xiàn)“跨灣聯(lián)通、縣域互通”。海鹽將依托自身歷史文化、產(chǎn)業(yè)資源、交通條件，建設(shè)虹橋國際樞紐中南向拓展帶的重要支點(diǎn)，重點(diǎn)打造為具有文化特色和旅游功能的國際商務(wù)區(qū)、數(shù)字貿(mào)易創(chuàng)新發(fā)展區(qū)、江海河空聯(lián)運(yùn)新平臺(tái)。
(1) Implement the national strategy of the Yangtze River Delta and build an important node in the south wing of Hongqiao
In order to further support the national strategy for the development of regional integration in the Yangtze River Delta, the State Council formally approved the “Overall Plan for the Construction of Hongqiao International Open Hub”, clarifying that by 2035, the Hongqiao International Open Hub will be fully built into the “one core and two belts” functional layout, which will become a promotion. An important carrier for the integrated development of the Yangtze River Delta, improving my country’s opening-up level, and strengthening the new advantages of international competition and cooperation.
Haiyan High-speed Railway New City will become a hub site connecting Sujia-Ningbo high-speed rail, Shanghai-Pingyan Intercity Railway, and Haiyan Intercity Railway of Hangzhou-Haizhou Intercity Railway. At the same time, it will rely on a series of seaport intermodal facilities such as surrounding coastal ports, inland waterways, and sea-river intermodal transport operation areas to achieve “inter-bay connectivity , County-level interoperability”. Haiyan will rely on its own historical culture, industrial resources, and transportation conditions to build an important fulcrum for the south-south expansion belt of the Hongqiao International Hub, focusing on building an international business district with cultural characteristics and tourism functions, a digital trade innovation development zone, and a new river, river, and air transport. platform.

高鐵新城作為海鹽的樞紐核心，與滬杭蘇甬四城便捷聯(lián)通，與嘉興經(jīng)開區(qū)多軌互通，將對(duì)內(nèi)統(tǒng)籌和盤活各大產(chǎn)業(yè)板塊，大力促進(jìn)區(qū)域產(chǎn)業(yè)轉(zhuǎn)型、能級(jí)提升；整合千年古城、融創(chuàng)文旅城、南北湖未來城等重大文旅平臺(tái)，大力提升區(qū)域文化特色和旅游功能。高鐵新城作為海鹽近期重點(diǎn)建設(shè)的站城一體戰(zhàn)略區(qū)域，也將成為海鹽新時(shí)代發(fā)展的樞紐核心和發(fā)展引擎。
(2) Coordinating the core resources of the regional industry and building a hub engine for the integrated station and city
As the core hub of Haiyan, the new high-speed rail city is conveniently connected to the four cities of Shanghai, Hangzhou, Suzhou and Ningbo, and is multi-track interoperable with the Jiaxing Economic Development Zone. 3) 弘揚(yáng)千年古城歷史文明，建設(shè)海鹽獨(dú)特門戶形象
高鐵新城與海鹽古城緊密相連，傳承了千年古城的港埠、古剎、護(hù)城河等歷史印記，聚集了世界文化遺產(chǎn)、中國古典園林、名人故居等文化資源，同時(shí)也是與上海青浦文化同根同源的馬家浜文化、崧澤文化和良渚文化的發(fā)祥地。高鐵新城擁有得天獨(dú)厚的文化底蘊(yùn)，將協(xié)同高鐵新城和千年古城的整體風(fēng)貌，建設(shè)海鹽特色的門戶。
(3) Carry forward the historical civilization of the thousand-year-old city and build a unique gateway image of Haiyan
The high-speed rail new city is closely connected with the ancient city of Haiyan. It has inherited the historical marks of the port, ancient temples, and moats of the thousand-year-old city. It has gathered cultural resources such as world cultural heritage, Chinese classical gardens, and celebrities’ former residences. The birthplace of Bang Culture, Songze Culture and Liangzhu Culture. The high-speed rail new city has a unique cultural heritage, and will cooperate with the overall style of the high-speed rail new city and the thousand-year-old city to build a unique gateway to Haiyan.

海鹽距離上海118公里，離杭州98公里，與蘇州、寧波相距均不到百公里，通過杭浦高速、沈海高速、常臺(tái)高速、乍嘉蘇高速構(gòu)成的環(huán)形高速路網(wǎng)，進(jìn)入長三角1小時(shí)生活圈內(nèi)，是長三角一體化的核心區(qū)域。
Haiyan lies 118 kilometers away from Shanghai and 98 kilometers away from Hangzhou. Additionally, it is less than a hundred kilometers away from the cities of Suzhou and Ningbo. It is connected to the Yangtze River Delta by the ring-shaped highway network composed of the Hangpu Expressway, Shenhai Expressway, Changtai Expressway, and Zhajiasu Expressway 1. The circle indicates a residential area with a one-hour or less travel time to Haiyan, and is the core area of integration for the Yangtze River Delta.

海鹽高鐵新城區(qū)域交通優(yōu)勢(shì)突出，與長三角主要城市群互聯(lián)互通。片區(qū)以高鐵站為核心樞紐，由通蘇嘉甬高鐵線、滬平鹽城際、杭海城際鐵路海鹽聯(lián)絡(luò)線等形成“十字+放射狀”軌道交通網(wǎng)絡(luò)。
Haiyan High-speed Rail New City has outstanding regional transportation advantages and is interconnected with major urban agglomerations in the Yangtze River Delta. The area takes the high-speed railway station as the core hub, forming a “cross + radial” rail transit network by the Tongsu-Jiaong-Ningbo high-speed railway line, the Shanghai-Pingyan Intercity Railway, and the Haiyan Intercity Railway of Hangzhou-Haizhou Intercity Railway.

在海鹽縣域，高鐵新城片區(qū)已形成“公路+高速”的道路骨架，對(duì)外交通優(yōu)勢(shì)顯著�；噩F(xiàn)狀有G525（東西大道）、環(huán)城南路、百尺路、新橋路等，規(guī)劃有迎賓大道、濱海大道等,與最近的南北湖互通距離僅2公里。通過“兩橫四縱”公路主骨架和高速互通，高鐵片區(qū)與杭浦高速、沈海高速聯(lián)系便捷。
In Haiyan County, the high-speed rail new city area has formed a road skeleton of “highway + expressway”, which has significant advantages in external traffic. The current base includes G525 (East West Avenue), Huancheng South Road, Baichi Road, Xinqiao Road, etc. It is planned to have Yingbin Avenue, Binhai Avenue, etc., and is only 2 kilometers away from the nearest Nanbei Lake. Through the main framework of the “two horizontal and four vertical” highways and high-speed interconnection, the high-speed rail area is convenient to connect with the Hangpu Expressway and Shenhai Expressway.

高鐵新城位于海鹽縣的中心城區(qū)，地理區(qū)位條件優(yōu)越。高鐵新城緊鄰海鹽古城，南側(cè)是秦山街道，西北側(cè)是城西新城。
The High-speed Rail New City is located in the heart of Haiyan County,Geographic advantageous location.The high-speed railway new town is adjacent to the ancient city of Haiyan, with Qinshan Street on the south side and Chengxi New City on the northwest side.
3. 征集目的

本次方案征集活動(dòng)旨在向國內(nèi)外設(shè)計(jì)機(jī)構(gòu)征集具有前瞻性、創(chuàng)新性、可實(shí)施的設(shè)計(jì)理念和解決方案。通過借鑒國內(nèi)、國際最先進(jìn)的發(fā)展、規(guī)劃、建設(shè)、運(yùn)營理念，打造高效便捷的綜合交通樞紐、站城高度融合的示范工程、海鹽新城市中心的門戶地標(biāo)、城市未來生活的典范城區(qū)。
本次方案國際征集由中國生態(tài)城市研究院沈磊教授總師團(tuán)隊(duì)全面進(jìn)行技術(shù)支撐。
The scheme solicitation is aimed at soliciting prospective, innovative and implementable design concepts and solutions from domestic and foreign design institutions. By drawing lessons from the most advanced development, planning, construction and operation concepts at home and abroad, this project will create an efficient and convenient comprehensive transportation hub, a demonstration project highly integrated with station city, a gateway landmark of Hanyan New City center and a model city for future urban life.
The international solicitation of proposals is fully supported by the team of Professor Shen Lei from the China Eco-City Research Institute.

設(shè)計(jì)任務(wù)：
海鹽高鐵新城城市設(shè)計(jì)及重點(diǎn)片區(qū)建筑概念設(shè)計(jì)方案
設(shè)計(jì)范圍：
按規(guī)劃設(shè)計(jì)范圍分為以下三個(gè)層面，即協(xié)調(diào)區(qū)、核心區(qū)、重點(diǎn)片區(qū)（站城一體區(qū)域）。
設(shè)計(jì)總范圍東至杭州灣，南至高鐵線-秦山大道-迎賓大道-百尺路-代理橋港-大麻涇港-迎賓大道-G525國道-大麻涇港，西至大麻涇港，北至海 鹽塘，總面積約1605公頃。其中協(xié)調(diào)區(qū)面積約1189公頃；核心區(qū)面積約416公頃，含重點(diǎn)片區(qū)（站城一體區(qū)域）面積約100公頃。
Design task: Urban Design of Haiyan High-speed Railway New city and Architectural Concept Design for Key Areas
Design scope: The urban design of Haiyan High-speed Railway New City and the architectural concept design of key areas are divided into the following three levels according to the planning and design scope, namely the coordination area, the core area, and the key area (integrated area of the station and city).
The total scope of the design extends to Hangzhou Bay in the east, high-speed rail line in the south-Qinshan Avenue-Yingbin Avenue-Baichi Road-Agent Bridge Port-Saijing Port-Yingbin Avenue-G525 National Road-Saijing Port, west to Saijing Port and north To Haiyan Pond, the total area is about 1605 hectares. Among them, the coordination area is about 1189 hectares； the core area is about 416 hectares, including the key area (the integrated station and city) area is about 100 hectares.

5. 征集要求

本次國際征集包括“資格預(yù)審（入圍）+方案比選+方案深化整合”三個(gè)階段。計(jì)劃在全球范圍內(nèi)公開征集，設(shè)計(jì)機(jī)構(gòu)根據(jù)應(yīng)征要求，提交相應(yīng)的報(bào)名材料，擇優(yōu)選取5家入圍機(jī)構(gòu)參與下一階段方案比選。
The international solicitation includes three stages: “pre-qualification (finalist) + program comparison + program deepening integration”. It is planned to solicit publicly on a global scale. The design agency submits the corresponding application materials according to the application requirements, and selects the best five shortlisted institutions to participate in the next stage of program comparison and selection.

應(yīng)征機(jī)構(gòu)的報(bào)名材料提交截止時(shí)間為本公告發(fā)布之日起至2021年5月8日12時(shí)前。
征集人計(jì)劃于2021年5月9-10日確定入圍應(yīng)征機(jī)構(gòu)，2021年06月28日應(yīng)征人遞交成果文件。
May 08, 2021 (Before 12:00): Date by which design agencies must send registration materials to the e-mail address and submit paper documents.
May 9-10, 2021:The recruiter plans to determine the shortlisted institutions.

7. 應(yīng)征要求
7. Registration Requirements
7.1. 應(yīng)征申請(qǐng)人（以下簡稱“申請(qǐng)人”）應(yīng)為合法注冊(cè)的法人實(shí)體或由合法注冊(cè)的法人實(shí)體組成的項(xiàng)目聯(lián)合體。
7.1 The applicant (hereinafter referred to as the “applicant”) shall be a legally registered legal entity or a project consortium composed of legally registered legal entities.
7.2. 申請(qǐng)人應(yīng)具有承擔(dān)本項(xiàng)目的相關(guān)資格及能力（滿足下列條件之一）
（1）中華人民共和國境內(nèi)的應(yīng)征申請(qǐng)人提供能證明其具有承擔(dān)城市設(shè)計(jì)的專業(yè)技術(shù)能力的證明材料，如城鄉(xiāng)規(guī)劃編制甲級(jí)等資質(zhì)證書等；
（2）中華人民共和國境外的規(guī)劃設(shè)計(jì)機(jī)構(gòu)須依本國或本地區(qū)的管理規(guī)定具有城市規(guī)劃或建筑設(shè)計(jì)的執(zhí)業(yè)許可或經(jīng)營許可。港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。
7.2 The applicant should have the relevant qualifications and ability to undertake this project (Satisfy one of the following conditions)
(1) Applicants within the territory of the People’s Republic of China shall provide proof materials that can prove their professional and technical ability to undertake urban design, such as the Grade A qualification certificate for urban and rural planning , etc.；
(2) Planning and design agencies outside the People’s Republic of China must have a city planning or architectural design license or business license in accordance with the management regulations of their country or region. The qualification requirements of Hong Kong, Macao and Taiwan design institutions shall refer to the requirements of the qualification requirements of overseas design institutions.
7.3. 本項(xiàng)目接受聯(lián)合體申請(qǐng)，聯(lián)合體的成員機(jī)構(gòu)不得超過5家
（1）聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議；
（2）組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審；
注：1、法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)參加本次國際征集活動(dòng)； 2、已報(bào)名的設(shè)計(jì)機(jī)構(gòu)不可再與其他機(jī)構(gòu)組成聯(lián)合體參加本次國際征集活動(dòng)，也不得以顧問的形式參加。3、本項(xiàng)目不接受個(gè)人及個(gè)人組合報(bào)名。
7.3 The project organizers will accept consortium applications； please note that there is a maximum number of 5 consortium member institutions per application.
(1) The members of the consortium shall jointly sign a consortium agreement；
(2) Each member unit that forms the project consortium may no longer apply for prequalification separately in its own name, nor can it join other consortiums in the project to apply for prequalification；

8. 設(shè)計(jì)補(bǔ)償費(fèi)
8. Design Compensation
第一名：可獲得人民幣720萬元整（含稅，以深化設(shè)計(jì)合同形式支付）；
第二名、第三名：分別獲得補(bǔ)償費(fèi)人民幣130萬元整（含稅）；
第四名、第五名：分別獲得補(bǔ)償費(fèi)人民幣100萬元整（含稅）。
First place: A prize of RMB 7.2 million (including tax, to be paid in the form of a further developed design contract)；
Second place and third place: Prizes of RMB 1.3 million (tax included) respectively；
Fourth place and fifth place: Prizes of RMB 1 million (tax included) respectively.
