二、項目概況 Project Overview

As a modern, international, innovative coastal city and a one of the core cities in the Guangdong-Hong Kong-Macau Greater Bay Area, Shenzhen has emerged as one of the most economically competitive and dynamic cities worldwide. It also has the reputation of “City of Design”, and now is striving to build itself into a global marine center city.

Location of Xiaomeisha Area
小梅沙位于深圳市東部黃金海岸線，東臨大鵬新區(qū)，西側(cè)緊鄰大梅沙，北為馬巒山郊野公園，南臨大鵬灣。距福田市中心 28 公里，擁有優(yōu)良的山、湖、沙灘、礁石等山海資源，是距離深圳市區(qū)最近且擁有天然沙灘的海濱休閑旅游區(qū)之一。未來，小梅沙將以“擁抱海洋、梅沙小鎮(zhèn)”為主題，以國際水準的山海旅游資源，構(gòu)建一個世界級、國際化都市型濱海旅游度假區(qū)。
Xiaomeisha Area is located in the eastern golden coastline of Shenzhen, adjoining Dapeng New District on the east, Dameisha on the west, Maluan Mountain Country Park on the north and Dapeng Bay on the south. The Area is 28 kilometers away from Futian downtown area, boasting stunning mountains, lakes, beaches, reefs and other coastal resources. It is one of the seaside leisure and tourism attractions with natural beaches and being nearest to Shenzhen downtown area. In the future, Xiaomeisha will build a world-class urban coastal tourism resort with extraordinary mountain and sea tourism resources based on the theme of “creating a delicate Xiaomeisha Town that embraces the sea”.
小梅沙作為深圳立市以來最早開發(fā)的濱海旅游度假區(qū)之一，曾榮獲“深圳十景”、“鵬城八景”等美譽。歷經(jīng)30載風雨，小梅沙目前擁有“小梅沙度假村”、“小梅沙海洋世界”、“小梅沙大酒店”等經(jīng)營實體，現(xiàn)片區(qū)年接待游客200余萬人次。
As a pioneering coastal tourism resort since the establishment of Shenzhen, Xiaomeisha Area has won such honors as one of the “Top Ten Scenic Spots of Shenzhen” and“Top Eight Scenic Spots of Pengcheng (Shenzhen)”. After 3 decades of development, the Area has witnessed the emergence of “Xiaomeisha Resort”, “Xiaomeisha Sea World”,“Xiaomeisha Hotel” and etc. At present, it receives more than 2 million tourists annually.
目前，小梅沙片區(qū)城市更新規(guī)劃已獲批準，近期將逐步開展各地塊的建筑設(shè)計工作�，F(xiàn)組織開展“深圳市小梅沙片區(qū)02-09、02-10及03-01-01、03-01-02地塊建筑方案設(shè)計國際招標”，面向全球公開征集具遠見、富創(chuàng)意、可實施的建筑設(shè)計方案。本次國際招標分兩個標段進行，其中I標段為02-09、02-10地塊建筑方案設(shè)計，Ⅱ標段為03-01-01、03-01-02地塊建筑方案設(shè)計，設(shè)計機構(gòu)可同時選擇兩個標段或單獨選擇一個標段按相關(guān)要求進行報名。
Recently, the urban renewal Plan on Xiaomeisha Area has been approved, and the architectural design for its plots will be carried out step by step. We hereby organize the International Bidding of the Architectural Design for Plot 02-09, Plot 02-10, Plot 03-01-01 and Plot 03-01-02 of Shenzhen Xiaomeisha Area to solicit far-sighted, innovative and implementable architectural design schemes worldwide. The International Bidding will include two bidding sections, of which, the first bidding section is the architectural design of Plot 02-09 and Plot 02-10 and the second one is the architectural design of Plot 03-01-01 and Plot 03-01-02. Design firms can apply for both bidding sections or one from them according to relevant requirements.

三、招標范圍 Bidding Scope
3.1本次招標工作在片區(qū)總體策劃、片區(qū)總體規(guī)劃、片區(qū)城市更新規(guī)劃等相關(guān)策劃規(guī)劃成果的基礎(chǔ)上開展，項目總占地面積約11.11公頃（Ⅰ標段4.17公頃，Ⅱ標段6.94公頃），招標范圍包括：
This bidding will be carried out on the basis of relevant planning deliverables such as the area’s overall planning, masterplanning and urban renewal planning, etc. The project covers a total area of about 11.1 ha, in which, the First Bidding Section covers 4.17 ha and the Second Bidding Section covers 6.94 ha, and the bidding scope includes:
1.概念方案設(shè)計階段：分別對02-09、02-10及03-01-01、03-01-02地塊進行建筑概念方案設(shè)計。
Concept Design Stage: respectively carry out architectural concept design for Plot 02-09, Plot 02-10, Plot 03-01-01 and Plot 03-01-02.
2.建筑方案設(shè)計階段：建筑方案設(shè)計任務(wù)以中標后的設(shè)計合同約定內(nèi)容為準。
Architectural Design Stage: the architectural design task is subject to the contractual content of the design contact after winning the bidding.
注：概念方案設(shè)計階段需提交的成果主要包括設(shè)計文本、展板和自動匯報文件，具體以《02-19、02-10地塊概念方案設(shè)計任務(wù)書》、《03-01-1、03-01-02地塊概念方案設(shè)計任務(wù)書》相關(guān)要求為準。
Notes: At the Concept Design Stage, the deliverables shall be submitted including the design description, display boards and automatic presentation file, whose details will be subject to relevant requirements in the Concept Design Brief of Plot 02-09 and Plot 02-10 and the Concept Design Brief of Plot 03-01-01 and Plot 03-01-02 .
3.2標段劃分：本次招標分為兩個標段。各標段招標內(nèi)容如下：
Division of the Bidding: there are two bidding sections in this bidding. The contents of each bidding section are as follows:
Ⅰ標段：02-09、02-10地塊建筑方案設(shè)計。
First Bidding Section: architectural design of Plot 02-09 and Plot 02-10.
Ⅱ標段：03-01-01、03-01-02地塊建筑方案設(shè)計。
Second Bidding Section: architectural design of Plot 03-01-01 and Plot 03-01-02.
特別說明：設(shè)計機構(gòu)可同時選擇兩個標段或單獨選擇一個標段并按相關(guān)要求提交各標段資格預審報名文件進行報名。
Special Notes: Design firms can select both bidding sections or one from them and register by submitting the application documents of each bidding section as required.
四、組織流程 Organization Process
主辦單位將通過國內(nèi)外相關(guān)行業(yè)網(wǎng)站發(fā)布招標公告及報名要求，并公開接受國內(nèi)外設(shè)計機構(gòu)（包括聯(lián)合體，下同）的報名；報名截止后，由資格預審委員會（含專家和業(yè)主代表）對各標段的報名資料進行預選，每個標段分別擇優(yōu)選取6家設(shè)計機構(gòu)進行概念方案設(shè)計；設(shè)計機構(gòu)提交概念方案設(shè)計成果后，由方案評審委員會（含專家和業(yè)主代表）評出每個標段的2家優(yōu)勝機構(gòu)（不排序），最終由定標委員會確定第一名、第二名的具體排序。
The Host will release the bidding announcement and registration requirements on the local and international websites of similar industries to openly accept the registrations from design firms (including consortiums, similarly hereinafter) at home and abroad； after the registration deadline, the prequalification committee (consisted of experts and representatives from the Host) will carry out prequalification on the application documents of each bidding section, and respectively select 6 design firms for each bidding section to conduct concept design； after submission of concept schemes by the design firms, the design review committee (consisted of experts and representatives from the Host) will respectively select 2 winning design firms (without ranking) for each bidding section and finally the first-prize winner and second-prize winner will be determined by the Bid Finalization Committee.

注：以上時間均以北京時間為準，主辦單位保留調(diào)整日程安排的權(quán)利。
Note: All the time and date above are applied in Beijing Time. The Host reserves the right to amend the schedule.
六、相關(guān)費用 Fees
（1）Ⅰ標段 First Bidding Section
獲得編制概念方案設(shè)計成果邀請的設(shè)計機構(gòu)，其提交的設(shè)計成果經(jīng)方案評審委員會評審為有效方案的，可按最終排名獲得相關(guān)費用，具體設(shè)置如下：
The design firms with the Invitation to Draft the Concept Scheme, whose submittals have been evaluated as qualified by the design review committee, can win corresponding fees according to their ranking as follows:
第一名：優(yōu)先獲得深圳市小梅沙片區(qū)02-09、02-10地塊建筑方案設(shè)計合同；
First Prize: will be given the priority of winning the Architectural Design Contract of Plot 02-09 and Plot 02-10 of Shenzhen Xiaomeisha；
第二名：可獲得獎金人民幣壹佰貳拾萬元整（小寫￥1,200,000.00元）；
Second Prize: can win a bonus of RMB One Million Two Hundred Thousand Yuan (￥1,200,000.00 Yuan)；
其他四名：可獲得獎金人民幣陸拾萬元整（小寫￥600,000.00元）。
For the other four invited firms, each can receive a bonus of RMB Six Hundred Thousand Yuan (￥600,000 Yuan) as design compensation.
（2）Ⅱ標段 Second Bidding Section
獲得編制概念方案設(shè)計成果邀請的設(shè)計機構(gòu)，其提交的設(shè)計成果經(jīng)方案評審委員會評審為有效方案的，可按最終排名獲得相關(guān)費用，具體設(shè)置如下：
The design firms with the Invitation to Draft the Concept Scheme, whose submittals have been evaluated as qualified by the design review committee, can win corresponding fees according to their ranking as follows:
第一名：優(yōu)先獲得深圳市小梅沙片區(qū)03-01-01、03-01-02地塊建筑方案設(shè)計合同；
First Prize: will be given the priority of winning the Architectural Design Contract of Plot 03-01-01 and Plot 03-01-02 of Shenzhen Xiaomeisha；
第二名：可獲得獎金人民幣壹佰萬元整（小寫￥1,000,000.00元）；
Second Prize: can win a bonus of RMB One Million Yuan (￥1,000,000.00 Yuan)；
其他四名：可獲得獎金人民幣伍拾萬元整（小寫￥500,000.00元）。
For the other four invited firms, each can receive a bonus of RMB Five Hundred Thousand Yuan (￥500,000 Yuan) as design compensation.
（3）設(shè)計費 Design Fees
每個標段的中標設(shè)計費原則上由主辦單位根據(jù)依序同優(yōu)勝機構(gòu)進行商務(wù)洽談確定。中標機構(gòu)需按《建筑方案設(shè)計任務(wù)書》和合同要求完成建筑方案設(shè)計，形成最終成果。
Basically the Host will make business negotiation with the winning design firms in order to determine the bid of each bidding section. The winning bidder shall complete the architectural design and formulate the final scheme according to the requirements of the Architectural Design Brief and the contract.
七、報名要求 Registration Requirements
（1）本次國際招標活動不要求國內(nèi)甲級資質(zhì)，國內(nèi)外設(shè)計機構(gòu)均可自由報名參加，有關(guān)資質(zhì)以符合報名設(shè)計機構(gòu)總部注冊所在地的現(xiàn)行規(guī)定為準；
The class-A qualifications of PRC are not required for this International Bidding. All design firms home and abroad can apply, while the relevant qualification should meet the current requirements of the practice areas where the applicant’s HQ is located；
（2）參與本次國際招標活動的首席設(shè)計師及主創(chuàng)人員應為該設(shè)計機構(gòu)的在冊人員，首席設(shè)計師須由主持過多個同類型設(shè)計項目的人員擔任，且必須直接參與本次招標及建筑方案設(shè)計全過程。為了保證國外設(shè)計機構(gòu)的項目設(shè)計人員對中國地區(qū)背景和相關(guān)要求的準確理解，項目設(shè)計人員中應至少有一名通曉漢語的人士；
The chief designer and the key design personnel of each firm participating in this International Bidding must be registered personnel of the firms. The chief designer must be those that have presided over many similar planning and design projects, and must be involved in the entire design process of this International Bidding and architectural design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 Chinese teammate with proficient Chinese language skills；
（3）聯(lián)合體需提供聯(lián)合體協(xié)議，并明確參與本次國際招標活動的主體機構(gòu)；
Consortiums shall submit the Consortium Agreement, and specify the leading party；
（4）本項目不接受個人及個人組合報名。
Personal registration or team registration made up of individuals isn’t accepted.
注：1、法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本次國際招標活動；
2、已報名的設(shè)計機構(gòu)不可再與其他機構(gòu)組成聯(lián)合體參加本次國際招標活動，也不得以顧問的形式參加。
Notes: 1. Two or more legal entities with the same legal representative, parent company, sole subsidiary and its holding company are not allowed to participate in the International Bidding at the same time；
2. Those design firms that have applied for this International Bidding can’t cooperate with other design firms to take part in this International Bidding as a consortium, or as a consultant.
