1.建設(shè)規(guī)模及功能定位
惠陽區(qū)第二人民醫(yī)院新建項目，按照“三甲”醫(yī)院標(biāo)準(zhǔn)，整體設(shè)計、分期實施。擬建項目占地面積約51120平方米，總建筑面積約8.8萬平方米，擬設(shè)床位數(shù)500張�？偼顿Y暫定約8.3億元。
1. Construction scale and functional positioning
The new project of the second people’s hospital of Huiyang district shall be designed as a whole and implemented by stages according to the standards of the "third-class" hospital. The proposed project covers an area of about 51120 square meters, with a total construction area of about 88000 square meters and 500 beds. The total investment is tentatively about 830million yuan.

項目位于惠陽區(qū)新圩鎮(zhèn)東風(fēng)梅龍新區(qū)，占地面積約51120平方米（詳見紅線圖）。

The project is located in Dongfeng Meilong new area, Xinxu town, Huiyang district, covering an area of about 51120 square meters (see the red line diagram for details).
3.競賽主要工作內(nèi)容
3. Main Contents of the Competition
(1)主要設(shè)計任務(wù)（設(shè)計時間約為30個日歷天，具體以實際安排為準(zhǔn)）
建筑方案設(shè)計工作內(nèi)容:設(shè)計內(nèi)容為項目建筑設(shè)計范圍內(nèi)的總體規(guī)劃和建筑方案設(shè)計，包括但不限于建筑整體布局、樓層布局、功能分區(qū)、道路交通組織、豎向設(shè)計、綠化景觀設(shè)計、公共空間設(shè)計、建筑單體（或群體）方案設(shè)計立意構(gòu)思與方案說明、建筑造型與結(jié)構(gòu)方案說明、地下空間設(shè)計以及綠色建筑、相關(guān)技術(shù)難點說明、主要技術(shù)經(jīng)濟(jì)指標(biāo)、面積分配等的說明、其他必要說明等內(nèi)容。
(1)Main design tasks (design time is about 30 calendar days,the actual arrangement shall prevail)
Architectural design work content:The design content is a program design of overall planning and architectural design within the scope of the project construction, including but not limited to, the overall layout of the building, floor layout, the functional partition, traffic organization, the vertical design, landscape design, public space design, single building (or group) scheme design concept and scheme description, architectural modeling and structure schemeconcept, design of underground space and green building, explanation of related technical difficulties, the main technical and economic indicators, area allocation and other necessary, etc.
(2)本次競賽的設(shè)計成果要求
本次競賽成果包括：文本圖冊、展示圖板、電子文件、實體模型等。
①文本圖冊：全部設(shè)計成果內(nèi)容以A3規(guī)格縮印編排裝訂成冊，1式25份。
②展示圖板：1套6張，A0規(guī)格，所有展示圖紙必須裱貼在輕質(zhì)板上。
③電子文件：全部設(shè)計成果應(yīng)制作成電子文件，提交計算機(jī)文件U盤2套，含方案演示電子文件（10分鐘以內(nèi)，中文配音），文件采用AVI、MP4、MPEG等多媒體格式（附播放軟件）。
④實體模型：模型1個。
(2) Requirements for the Design results of This Competition
The results of this competition include: textalbum, display board, electronic document, physical model, etc.
① Text album: 25 copies of all the design results bound in a volume of A3 paper.
② Display board: 6 copies of all display drawings mounted on the lightweight board of A0 paper.
③ Electronic files: 2 copies of all design results made into electronic files in U diskincluding the electronic files for program demonstration (within 10 minutes, dubbing in Chinese), files using AVI, MP4, MPEG and other multimedia formats (with playback software).
④ Solid model: 1 model.
(3)競賽后續(xù)深化設(shè)計工作內(nèi)容要求（工作時間約20個日歷天；不含競賽組織單位進(jìn)行意見征詢和組織的相關(guān)研討、評審會時間,具體時間以實際發(fā)生為準(zhǔn)，以書面方式確定）
(3) Requirements for further design of the competition (working time: about 20 calendar days； Excluding the time for consultation, discussion and evaluation of the competition organization, the actual arrangement shall prevail, determine in writing).
①中選方案單位在競賽概念方案設(shè)計成果的基礎(chǔ)上，吸收其他參賽方案的優(yōu)點，結(jié)合專家評審意見、競賽組織單位及相關(guān)部門意見對方案設(shè)計進(jìn)行修改完善，并深化建筑設(shè)計方案成果。方案設(shè)計的所有設(shè)計圖紙深度必須達(dá)到中華人民共和國住房和城鄉(xiāng)建設(shè)部頒布的《建筑工程設(shè)計文件編制深度規(guī)定（2016版）》第二章方案設(shè)計的深度要求，以及符合廣東省和惠州市有關(guān)規(guī)定要求。
①On the basis of the design results of the conceptual scheme of the competition, the selected company should absorb the advantages of other participating schemes, modify and improve the scheme design based on the expert evaluation opinions, the opinions of the competition organizer and relevant departments, and deepen the architectural design results. The depth of all design drawings for the scheme design must meet the depth requirements for the scheme design in chapter ii of the regulations on the depth of compilation of architectural engineering design documents (2016 edition) promulgated by the ministry of housing and urban-rural development of the People’s Republic of China, as well as the relevant provisions of Guangdong province and Huizhou city.
②中選方案單位需承擔(dān)因?qū)彶槌霈F(xiàn)的方案修改工作，同時要配合競賽組織單位開展方案匯報、公眾參與、宣傳等相關(guān)工作，并協(xié)助提供相關(guān)的設(shè)計成果資料和技術(shù)支持。
② The selected company shall undertake the revision of the scheme due to the review, and shall cooperate with the competition organizer in the project reporting, public participation, publicity and other related work, and assist in providing relevant design results and technical support.
③本項目后續(xù)的施工圖設(shè)計單位將通過購買成果的方式獲得本次競賽的中選方案設(shè)計成果，雙方需簽訂合約來約定中選方案設(shè)計成果出售（購買）的相關(guān)事宜。中選方案單位以不高于人民幣216萬元的價格把方案設(shè)計成果（含成果的版權(quán)）出售給施工圖設(shè)計單位，具體費用由雙方另行協(xié)商確定；且需負(fù)責(zé)向施工圖設(shè)計單位進(jìn)行設(shè)計交底，并負(fù)責(zé)對初步設(shè)計與施工圖設(shè)計是否符合原方案的設(shè)計意圖進(jìn)行技術(shù)把關(guān)；對初步設(shè)計和施工圖設(shè)計成果提出優(yōu)化建議，把控后續(xù)設(shè)計質(zhì)量。施工圖設(shè)計單位獲得中選方案設(shè)計成果版權(quán)后，與競賽組織單位共同擁有該成果版權(quán)。
③The company of subsequent construction drawing design will purchase the design of the selected company of this competition., and the parties shall sign a contract to agree on the sale (purchase) of the selected scheme design results. The selected schemedesigncompany shall sell the scheme design results (including the copyright of the results) to the construction drawing designcompanyat a price not more thanCNY 2.16 million, The specific fee shall be determined by both parties through separate negotiation； and shall be responsible for the disclosure of the design to the construction drawing designcompany, and shall be responsible for the technical check of whether the preliminary design and the construction drawing design conform to the design intention of the original scheme； and put forward optimization suggestions for preliminary design and construction drawing design results, and control the quality of subsequent design. After obtaining the copyright of the design result of the selected scheme, the construction drawing designcompanyshall jointly own the copyright of the result with the competition organization.
三、競賽規(guī)則
Ⅲ. Competition Rules
本次競賽工作分為兩個階段進(jìn)行：第一階段為參賽申請及資格預(yù)審；第二階段為競賽設(shè)計。
1.第一階段——參賽申請及資格預(yù)審（時間約為16個日歷天，具體以實際安排為準(zhǔn)）
(1)本次競賽采用公開競賽的方式，公開接受符合參賽資格條件的國內(nèi)外設(shè)計單位（包括聯(lián)合體，下同）的參賽申請。
(2)競賽組織單位將組建資格審查委員會，由資格審查委員會對提交參賽申請文件的設(shè)計單位的資格條件、業(yè)績、擬投入項目的團(tuán)隊等資料進(jìn)行審查，采用記名投票方式擇優(yōu)評選出9家正式參賽單位進(jìn)入第二階段競賽設(shè)計階段。同時選出2家備選機(jī)構(gòu)，如受邀機(jī)構(gòu)退出則備選機(jī)構(gòu)依序替補(bǔ)。
(3)擇優(yōu)評選出的9家正式參賽單位將收到由競賽主辦單位發(fā)出的參賽邀請函。
(4)如果評選出的正式參賽單位少于9家但不少于6家，競賽照常進(jìn)行，否則，推遲第二階段競賽開始時間。
The competition is divided into two stages: the first stage is application and pre-qualification； The second phase is competition design.
1. Stage 1 -- Application and Pre-qualification (approximately 16 calendar days, the actual arrangement shall prevail)
(1) This competition adopts the method ofis aopen competition, and the applications of domestic and foreign design companies (including consortiums, the same below) that meet the requirements of the competition areaccepted.
(2) The organizer of the competition shall set up a qualification committee, which shall review the qualifications, performance and the team to be invested in the project of the design company that has submitted the application documents for the competition, and select 9 official competitors by ballot to enter the design phase ii of the competition. At the same time, two alternative companies will be selected. If official competitorwithdraw, alternative company will be replaced in order.
(3) The 9 official competitors will receive invitation letters from the competition organizer.
(4)If there are less than 9 but not less than 6 official competitors selected, the competition will continue as usual, otherwise, the start time of the second stage competition will be postponed.
2.第二階段——競賽設(shè)計階段（時間約為30個日歷天，具體以實際安排為準(zhǔn)）
(1)九家正式參賽單位應(yīng)按后續(xù)發(fā)布的《競賽技術(shù)文件》要求開展設(shè)計工作，并按時提交正式設(shè)計成果文件，每家限報1個設(shè)計方案，正式參賽單位以外的設(shè)計單位報送的設(shè)計方案將不予受理。
(2)競賽組織單位邀請相關(guān)行業(yè)專家組成方案評審委員會，對提交的所有設(shè)計方案進(jìn)行評審，采用記名投票方式評選出不排序的前3名和第四名、第五名的設(shè)計方案作為本次競賽的優(yōu)勝方案。
(3)競賽組織單位將根據(jù)3個優(yōu)勝方案的專家評審意見，以及優(yōu)勝方案設(shè)計單位的綜合實力等因素進(jìn)行比選，并確定前三名名次，排名第一的優(yōu)勝方案為中選方案。如優(yōu)勝方案難以達(dá)到本次競賽目的，中選方案可以空缺。
(4)由中選方案單位完成后續(xù)深化設(shè)計工作。
中選方案單位放棄中選的，參賽保證金不予退還。競賽組織單位可以按照《競賽技術(shù)文件》規(guī)定、專家評審結(jié)果及部門意見，選擇另一個優(yōu)勝方案為中選方案，或中選方案空缺。
2.Stage 2-- Competition Design Stage (about 30 calendar days, the actual arrangement shall prevail)
(1) The 9 official competitors shall carry out the design work in accordance with the requirements of the subsequent release of the technical documents of the competition, and submit the formal design documents on time. Each of them shall submit only one design scheme, and the design scheme submitted by design companies other than the 9official competitors shall not be accepted.
(2) The competition organizer shall invite relevant industry experts to form a scheme review committee to review all submitted design schemes, and select the top 3designsthat are not ranked,and the 4th and the 5thdesignsby ballot as the winning scheme of the competition.
(3) Thecompetition organizer will compare the three winning schemes according to the expert evaluation opinions and the comprehensive strength of the winning scheme designcompany, and determine the top three positions. The winning scheme ranked first is the winning scheme. If the winning scheme is difficult to achieve the purpose of the competition, the selected scheme may be vacant.
(4) The selected design companyshall complete the follow-up in-depth design work.
If the winning scheme unit gives up the competition, the security deposit will not be returned. The organizing unit of the competition may, in accordance with the provisions of the technical documents for the competition, the results of expert evaluation and the opinions of the department, select another scheme as the selected scheme or the vacancy of theselected scheme.
四、競賽費用設(shè)置
IV. Competition Fee Setting
1.獎勵費用
經(jīng)方案評審委員會評定為有效方案的，競賽組織單位對優(yōu)秀方案設(shè)計單位進(jìn)行獎勵。
優(yōu)勝單位中排名第一的設(shè)計單位獲得獎勵人民幣60萬元，本次競賽對優(yōu)勝單位中的第二名和第三名的設(shè)計單位給予各人民幣30萬元的獎勵（第二、三名設(shè)計方案的設(shè)計版權(quán)歸競賽組織單位所有）；本次競賽對優(yōu)勝單位中的第四名和第五名的設(shè)計單位給予各人民幣15萬元的獎勵（第四、五名設(shè)計方案的設(shè)計版權(quán)歸競賽組織單位所有）。
注：對入圍單位中的第六名、第七名、第八名和第九名不設(shè)補(bǔ)償費用；參賽方案經(jīng)評審委員會評定為無效方案的參賽單位，將不能獲得競賽成本補(bǔ)償費；以聯(lián)合體形式參賽的將統(tǒng)一支付給聯(lián)合體雙方指定的唯一收款賬戶。
1. Incentive Fees
If the scheme is evaluated as an effective scheme by the scheme evaluation committee, the competition organizer shall award the outstanding scheme designer.
The design company ranked the first among the winning company will be awarded CNY 600,000, and the second and third winners will be awarded CNY 300,000 each (the copyright of the second and third place winners will belong to thecompetition organizer). The fourth and fifth winners will be awarded CNY 150,000 yuan each (the copyright of the fourth and fifth winners will belong to the competition organizer).
Note: There is no compensation for the sixth, seventh, eighth and ninth places in the list； Any competitor whose scheme has been judged by the evaluation committee to be invalid will not be eligible for compensation for the cost of the competition. Participants in the form of consortium will be uniformly paid to the exclusive collection account designated by both parties of the consortium.
2.費用支付方式
參賽單位所獲成本補(bǔ)償費用均以人民幣支付，中國境內(nèi)結(jié)算。境外單位若無法使用本單位賬戶收取人民幣，可授權(quán)境內(nèi)合法獨立法人單位代收款項，由此所產(chǎn)生的費用由參賽單位自行承擔(dān)。
排名第一的獎勵費用，在中選方案單位完成了競賽后續(xù)相關(guān)深化設(shè)計工作后，經(jīng)競賽組織單位書面確認(rèn)后 7 工作日內(nèi)支付獎勵金額的50%；在中選方案單位把方案設(shè)計成果文件按規(guī)定出售給施工圖設(shè)計單位后， 7 工作日內(nèi)支付剩余全部款項。
2. Payment Method
The cost compensation fees received by the competitors shall be paid in CNY and settled inmainlandChina. If an overseas companyis unable to collect CNY from its account, it may authorize an independent legal company within the territory of mainlandChina to collect the incentive fees,the costs incurred shall be borne by the competitors. The award fee for the first ranked design unit will be paid after the completion of the further design work related to the competition.
For the award fee ranking first, 50% of the award amount shall be paid within 7 working days after the successful selected scheme design company completes the follow-up design work related to the competition after written confirmation by the competition organizer. After the selected scheme design company sells the scheme design result document to the construction drawing design company according to the regulations, the remaining full payment shall be paid within 7 working days.
五、競賽要求
Ⅴ. Competition Requirements
參賽申請單位設(shè)計方案的主創(chuàng)設(shè)計師指定為1位。參賽申請單位被選為正式參賽單位的，主創(chuàng)設(shè)計師必須親自負(fù)責(zé)并全程跟蹤本項目的工作，并于競賽結(jié)束后參與后續(xù)深化設(shè)計工作。未經(jīng)競賽組織單位同意，不得中途更換主創(chuàng)設(shè)計師及團(tuán)隊主要專業(yè)負(fù)責(zé)人。
在競賽期間，主創(chuàng)設(shè)計師需親自到場參加本項目發(fā)布會暨進(jìn)行現(xiàn)場踏勘、中期匯報會（如有）和專家評審會，并親自進(jìn)行方案匯報。如果主創(chuàng)設(shè)計師遇特殊情況無法出席上述會議，該參賽單位必須向競賽組織單位提交書面說明函，說明主創(chuàng)設(shè)計師缺席的原因、替代人員的簡歷及其在本項目中的具體工作內(nèi)容。競賽組織單位書面同意后，該參賽單位方可由替代人員出席會議；否則經(jīng)競賽主辦單位確定，將取消其參賽資格，同時參賽保證金不予退還。其中，如主創(chuàng)設(shè)計師缺席本項目發(fā)布會，必須另行安排時間親自踏勘現(xiàn)場，并向競賽組織單位提供主創(chuàng)設(shè)計師現(xiàn)場踏勘的證明文件（如現(xiàn)場工作照等）。
The applicant should choose one main designer for the design scheme. If the applicant is selected as the official competitor, the main designer shall be personally responsible for and follow up thewhole work of the project and participate in the further design work after the end of the competition. Without the consent of the competition organization, the main designer and the main professional leader of the team shall not be replaced.
During the competition period, the main designer shall attend the project conference and site survey, interim report meeting (if any) and expert review meeting, and make the project report in person. If themaindesigner is unable to attend the above meeting due to special circumstances, the competitor must submit a written explanation to the competition organizer, stating the reason for the designer’s absence, the resume of the replacement and his/her specific work content of the project. the substitute may attend the meeting only if the organizer agrees in writingto doso. Otherwise, as determined by the competition organizer, they will be disqualified and the entry deposit will not be returned.Among them, if the main designer is absent from the conference of this project, he/she shall arrange another time for on-site survey, and provide the organizer with the certification documents of on-site survey of the main designer (such as on-site work photos, etc.).
六、競賽參加方式
VI. Ways to Participate in the Competition
1.設(shè)計單位資格條件
1. Qualifications of the design company
(1)必須具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照或開業(yè)證明；中國境內(nèi)注冊的設(shè)計單位必須具有獨立法人資格。
境內(nèi)設(shè)計單位須具有獨立法人資格，具備建設(shè)部門頒發(fā)的有效的工程設(shè)計資質(zhì)。境內(nèi)設(shè)計單位可單獨或以聯(lián)合體形式報名。
外商投資或境外投資（含臺港澳地區(qū)）設(shè)計單位資質(zhì)不限，可單獨或以聯(lián)合體形式報名，要求持有外商投資企業(yè)批準(zhǔn)證書或臺港澳僑投資企業(yè)批準(zhǔn)證書。
外商投資或境外投資（含臺港澳地區(qū)）設(shè)計單位沒有以上證書的，需提供公司注冊登記證明（非中文的需翻譯為中文），且必須與具備上述條件的一家境內(nèi)單位組成聯(lián)合體報名。如設(shè)計機(jī)構(gòu)為境外機(jī)構(gòu)，為了保證項目設(shè)計人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項目設(shè)計人員中應(yīng)至少有一名通曉漢語的人士。
同一法定代表人的不同機(jī)構(gòu)，或者參賽單位其母公司、其控股公司、其全資子公司為同一法定代表人的，不得同時報名參與本競賽項目，共同組成聯(lián)合體參賽的除外。
(1) A business license or certificate of business commencement that has been legally registered and is valid； A design entity registered in China must have the status of an independent legal entity.
Designcompany within the mainland China shall have the status of independent legal person and have valid engineering design qualification issued by the construction department. Domestic design company can be individually or in the form of a consortium to sign up.
There is no limitation on the qualifications of design company for foreign investment or overseas investment (including the areas ofTaiwan,Hong Kong and Macao).It is required to hold the approval certificate of foreign-invested enterprises or the approval certificate of enterprises invested by overseas Chinese from Taiwan ,Macao and Hong Kong.
If the design company with foreign investment or overseas investment (including the areas of Taiwan,Hong Kong and Macao) does not have the above certificates, it shall provide the company registration certificate (the non-chinese version shall be translated into Chineseversion), and shall form a consortium with a domestic entity with the above conditions to register. If the design institution is an overseas institution, in order to ensure that the project designer has an accurate understanding of the background and relevant requirements in China, the project designer shall have at least one person who knows Chinese.
If different organizations with the same legal representative, or the parent company, holding company or wholly-owned subsidiary of the participating entity are the same legal representative, they may not register for the competition at the same time, except those who jointly form a consortium for the competition.
(2)本次競賽不設(shè)資質(zhì)要求，參賽申請單位應(yīng)為綜合實力較強(qiáng)，在中國境內(nèi)或境外具有較高知名度，并同時具有近十年同類型大型公共建筑設(shè)計經(jīng)驗的設(shè)計單位。
(2) There is no qualification requirement for this competition. The applicant should be a design company with strong comprehensive strength, high reputation in China or abroad, and nearly 10 years of experience in designing large-scale public buildings of the same type.
(3)參賽單位信譽(yù)要求：參賽單位在本行業(yè)領(lǐng)域聲譽(yù)良好，沒有被相關(guān)部門處以吊銷營業(yè)執(zhí)照、吊銷資質(zhì)、停業(yè)整頓或者財產(chǎn)被接管、凍結(jié)、進(jìn)入破產(chǎn)程序等狀況（提供競賽報名單位聲明并加蓋公章）。
(3) Requirements for the reputation of the competitors: the competitorsshould have a good reputation in the industry and have not been revoked of their business licenseor, revoked of their qualification, closed for rectification, or had their property taken over, frozen, or entered into bankruptcy proceedings by the relevant departments (the declaration of the competitors shall be provided and the official seal shall be affixed).
(4)參與本次競賽項目的設(shè)計人員應(yīng)為參賽單位的正式員工，主創(chuàng)設(shè)計師必須直接參與本次競賽及建筑方案設(shè)計全過程（提供承諾函，且需根據(jù)承諾函要求提供：①項目團(tuán)隊成員與本單位所簽訂的有效期內(nèi)的合同復(fù)印件，或②項目團(tuán)隊成員自2019年11月至2020年2月在本單位購買社保的證明文件，并加蓋公章）。
(4)The designers of this competition should be the regular employees of the design company,maindesigner must directly participate in the competition process and construction scheme design (shouldprovide acknowledgement, and according to the commitment required to provide: (1) copy of contracts within the validity period, which signed by team members of the project and the design company or (2)Copy with official seal of the social security documents of the team members purchased by design company during November 2019 to February 2020.
(5)本項目接受聯(lián)合體參賽，且每個聯(lián)合體的成員數(shù)量不能多于2家。
(5)The competition accept the consortium, and the number ofmembers of each consortium shall not be more than 2.
2.參賽申請文件的遞交方法
(1)有意參賽的單位在指定的時間前將填好的《資格預(yù)審調(diào)查表》電郵到競賽組織代理單位（電子郵箱：510998069@qq.com）。
(2)有意參賽的單位必須在提交參賽申請文件截止時間前（2020年03月11日上午10:00）將所有參賽申請文件以書面形式送達(dá)至競賽組織代理單位（地址：惠州市麥興路19號悅洲廣場七樓C座右側(cè)），同時將參賽申請文件電子文檔制作成U盤與書面參賽申請文件一并提交。提交時間以競賽組織代理單位接收到參賽申請文件時間為準(zhǔn)，逾期抵達(dá)的參賽申請文件概不受理。
2. Submission of Entry Application Documents
(1) Interested companies shall email the completed pre-qualification questionnaire to the competition organization agent before the specified time.
(2) Any company wishing to participate in the competition must send all the application documents in written form to the agency of the competition organization（Address: 701, Yuezhou plaza, no. 19, Maixing road, Huizhou city） before the deadline（2020-3-11） for submission of the application, and at the same time make the electronic documents of the application documents into a U disk and submit them together with the written application documents. The submission time is subject to the time when the competition organization agent receives the application documents. Late arrival of the application documents will not be accepted.

各參賽申請單位的文件提交時間以競賽組織代理單位接收書面參賽申請文件時間為準(zhǔn)。逾期抵達(dá)的參賽申請文件概不受理。
3. Deadline
The submission time of each applicant’s documents shall be subject to the time when the competition organization agency receives the written application documents. Late applications will not be accepted.
4.參賽申請文件
參賽申請文件應(yīng)按《參賽申請文件內(nèi)容及格式要求》的內(nèi)容按順序以A4紙規(guī)格裝訂，一式兩份，正本副本各一份�；诃h(huán)保節(jié)約考慮，建議雙面打印。參賽申請文件送達(dá)或郵寄至競賽組織代理單位。
4. Entry Application Documents
The application documents should be bound in A4 paperin duplicate,one original and one copy each, according to the "requirements on the content and format of the application documents". Based on the consideration of environmental protection and economy, double-side printing is recommended. Send or mail the application documents to the competition organization agency.
七、參賽保證金
VII. Entry Guarantee
為確保本次競賽工作的圓滿進(jìn)行，被正式邀請參加本次競賽的所有參賽單位確認(rèn)參加時，必須向競賽組織代理單位繳納參賽保證金人民幣20000.00元（大寫：貳萬元整）。
未評為優(yōu)勝方案的參賽單位，其參賽保證金將在方案評審結(jié)束后一個月內(nèi)原額退回付款賬戶（不計利息，下同）。未被選為中選方案的優(yōu)勝方案的參賽單位，其參賽保證金將在確定中選方案后一個月內(nèi)原額退回付款賬戶。中選方案的參賽單位，其參賽保證金將在其完成了競賽后續(xù)相關(guān)深化設(shè)計工作后一個月內(nèi)原額退回付款賬戶。
In order to ensure the successful completion of the competition, all competitors who are officially invited to participate in the competition must pay a security deposit of CNY 2,000.00 to the competition organization agency to confirm their participation.
If thescheme is not awarded, the security deposit will be returned to the payment account (excluding interest, the same below) within one month after the scheme review. If the scheme is not selected , the security deposit will be returned to the payment account within one month after the successful scheme is determined. The security deposit of the selected scheme will be returned to the payment account within one month after the completion of the further design work.

十、其他事項
1.本次全球競賽活動中的所有文件及往來信函均應(yīng)使用中文，或中英文對照書寫。當(dāng)同一內(nèi)容的中文與英文發(fā)生歧義時，以中文為準(zhǔn)。
2.本競賽公告中所提及的時間均以北京時間為準(zhǔn)。
3.獲得競賽費用的參賽方案的著作權(quán)除署名權(quán)外其余歸競賽組織單位所有，競賽組織單位有權(quán)在競賽結(jié)束后通過傳播媒體、專業(yè)雜志、書刊或其他形式介紹、展示及評價參賽方案，在本次競賽項目范圍內(nèi)的建設(shè)中使用、調(diào)整或修改方案。
4.本次競賽不允許任何形式的抄襲或剽竊，否則所造成的一切責(zé)任須由過錯方承擔(dān)，競賽主辦單位不承擔(dān)任何法律責(zé)任，對主辦單位造成損失的還應(yīng)承擔(dān)相應(yīng)賠償責(zé)任。
5.本次競賽活動本身及與本次活動相關(guān)的文件所適用的法律為中華人民共和國法律。
6.本公告與正式發(fā)布的《競賽技術(shù)文件》如有不符之處，以《競賽技術(shù)文件》為準(zhǔn)。
7.設(shè)計單位的屬地以其公司總部（或所屬集團(tuán)總部）的企業(yè)工商注冊地址為依據(jù)進(jìn)行確定。
8.所有參賽申請文件資料概不退還。
9.本公告的解釋和修訂權(quán)屬主辦單位。
X.Other Matters
1. All documents and correspondence in this global competition shall be written in Chinese or in both Chinese and English. In case of any ambiguity between Chinese and English, the Chinese version shall prevail.
2.Beijing time shall prevail for all times mentioned in this announcement.
3. The copyright in addition to the authorship of the scheme which get the cost of this competition belongs to the competition organizer. Competition organizer has the right to introduce,display and evaluate the scheme by media, professional magazines, books or other form after the competition,and use, adjust or change the plan in the construction of the scope of this competition.
4. Any form of plagiarism is not allowed in this competition. Otherwise, allduty caused by plagiarism shall be borne by the participating companyat fault, the competition organizer shall not undertake any legal liability The competition organizer does not assume any legal responsibility,those who cause losses to the competition organizer shall also be liable for compensation.
5. The laws applicable to the competition itself and documents related to the competition shall be the laws of the People’s Republic of China.
6. If there is any discrepancy between this announcement and the officially issued technical documents of competition, the technical documents of competition shall prevail.
7. The territory of the design companyshall be determined on the basis of the business registration address of its corporate headquarters (or the group headquarters).
8. All application documents will not be returned.
9．The right to construe and amend the Announcement resides in the Host.
