II. Project Overview:
為搶抓國家衛(wèi)計委規(guī)劃建設(shè)國家醫(yī)學中心的重大機遇，加快推進承載門戶樞紐的廣州城市副中心建設(shè)，通過與重點行業(yè)龍頭單位攜手，借力揚帆打造粵港澳大灣區(qū)醫(yī)療高地，南沙區(qū)政府與中山大學附屬口腔醫(yī)院深入磋商，確定在南沙區(qū)合作建設(shè)一家高水平口腔醫(yī)院——中山大學附屬（南沙）口腔醫(yī)院。
To take advantage of the great opportunity of building national medical centers initiated by the National Health Commission, accelerate the construction of Nansha as the sub-center and gateway hub of Guangzhou, and create a highland for medical treatment in the Guangdong-Hong Kong-Macao Greater Bay Area (the Greater Bay Area) joining hands with key industry leaders, the Nansha District Government and the Dental Hospital Affiliated to Sun Yat-sen University have decided to set up a high-level dental hospital in Nansha, i.e. the Dental Hospital Affiliated to Sun Yat-sen University (Nansha).
本次競賽主辦單位為廣州市南沙開發(fā)區(qū)（區(qū)）建設(shè)中心（廣州市南沙區(qū)建設(shè)工程項目代建局），協(xié)辦單位為廣州市南沙區(qū)衛(wèi)生健康局。競賽主辦單位委托廣東采聯(lián)采購科技有限公司（以下簡稱“組織代理單位”）負責協(xié)助組織本次競賽活動。
The Competition is hosted by Guangzhou Nansha Development Zone (District) Construction Center (Construction Project Agent Construction Bureau of Nansha District, Guangzhou) and co-hosted by the Health Bureau of Nansha District, Guangzhou. Guangdong Choicelink Internet Technology Co., Ltd. (the Organization Agent) is commissioned by the Host to organize the Competition.
三、競賽工作內(nèi)容：（具體以正式發(fā)布的競賽技術(shù)文件為準）
III. Work Contents: (subject to the official Technical Documents)
1. 項目功能定位：本項目立足提供優(yōu)質(zhì)醫(yī)療服務(wù)，加快前沿科研轉(zhuǎn)化，培育高端醫(yī)療人才，針對性解決南沙、大灣區(qū)乃至華南的醫(yī)療、科研短板，未來打造成為南沙新區(qū)、粵港澳大灣區(qū)醫(yī)療科研新高地和國際醫(yī)療中心。
1. Functional positioning: The Project aims to provide quality medical services, accelerate the commercialization of frontier scientific research results, develop high-end medical talents, offer targeted solution to the less-established medical and scientific research facilities in Nansha, the Greater Bay Area and even South China, and create a new highland of medical treatment and scientific research and an international medical center in Nansha and the Greater Bay Area.
2. 項目位置及用地范圍：中山大學附屬（南沙）口腔醫(yī)院選址位于南沙區(qū)明珠灣區(qū)起步區(qū)橫瀝島尖西側(cè)，地塊西鄰省道S111線（又名靈新大道），與在建的中山大學第一附屬（南沙）醫(yī)院隔橫瀝中路相望，總用地面積26696㎡，綠地面積2556㎡。
2. Site location and scope: The Project is planned in the west of Hengli Island, Pearl Bay Kick-off Zone, Nansha, neighboring provincial highway S111 (aka. Ling Xin Da Dao) on the west and facing the on-going First Affiliated Hospital, Sun Yat-sen University (Nansha) across Heng Li Zhong Lu. Its planned site area is 26,696sqm and green space area 2,556sqm.

3. 建設(shè)規(guī)模：中山大學附屬（南沙）口腔醫(yī)院建設(shè)規(guī)模為94000㎡，設(shè)置200張床位，400臺口腔綜合治療臺。主要建設(shè)內(nèi)容為200床�？漆t(yī)院醫(yī)療用房（含急診、門診、醫(yī)技、住院、后勤、行政、生活等），醫(yī)技樓、普通住院樓、國際醫(yī)療保健樓、科研中心及教學中心、宿舍樓和室外工程等。本項目總投資估算為10.3億元。
3. Project size: The Project is planned with a gross floor area of 94,000sqm, containing 200 beds and 400 dental units. The main construction contents include 200-bed medical facilities required for a specialized hospital (including emergency, outpatient, medical technology, inpatient, BOH, administration, and living functions), medical technology building, ordinary inpatient building, international health care building, scientific research center and teaching center, dormitory building and site works. The total investment of the Project is estimated at RMB1.03 billion.
四、競賽方式
IV. Means of Competition
本次競賽參照廣州市類似公共建筑項目建筑方案設(shè)計競賽開展方式，擬采取公開報名形式，通過在相關(guān)媒體發(fā)布競賽公告，接受境內(nèi)、外設(shè)計單位的報名。由資格遴選專家評審委員會對報名的設(shè)計單位進行資格遴選，擇優(yōu)選出10家設(shè)計單位作為正式參賽單位。
With reference to the architectural SD competition of similar public building projects in Guangzhou, open registration is adopted for the Competition, namely the Announcement of Competition will be released on relevant media to accept registration of design firms within and outside China. A prequalification committee will prequalify registered firms and select 10 of them as official participants.

六、組織方式：
VI. Organization Mechanism
1. 本次競賽通過建筑論壇（http://shihaitang.com）、中國采購與招標網(wǎng)(http://www.chinabidding.com.cn)、廣州南沙開發(fā)區(qū)政府網(wǎng)站（http://www.gzns.gov.cn/）、組織代理單位（http://www.chinapsp.cn/）、以及今日頭條等媒體上發(fā)布，公開接受境內(nèi)外設(shè)計單位的報名和參賽文件。本公告在各媒體發(fā)布的文本如有不同之處，以在組織代理單位網(wǎng)站的文本為準。
1. The Announcement of Competition will be released at the websites of ABBS (http://shihaitang.com), China Procurement and Bidding (http://www.chinabidding.com.cn), the Government of Nansha Development Zone (http://www.gzns.gov.cn/), the Organization Agent （http://www.chinapsp.cn/）, and other media including Toutiao to accept registration and participation documents from local and international design firms. In case of any discrepancy between the versions of the Announcement of Competition released on various media, the one released at the website of the Organization Agent should prevail.
七、報名資格條件：
VIII. Registration Eligibility
1. 境內(nèi)設(shè)計單位須具有獨立法人資格，具備建設(shè)部門頒發(fā)的有效的工程設(shè)計綜合甲級資質(zhì)，或建筑行業(yè)工程設(shè)計甲級資質(zhì)，或建筑行業(yè)（建筑工程）專業(yè)設(shè)計甲級資質(zhì)。境內(nèi)設(shè)計單位可單獨或以聯(lián)合體形式報名。境內(nèi)設(shè)計單位以聯(lián)合體形式報名的，其中一方應(yīng)當具備上述三個資質(zhì)中的其中一個資質(zhì)。
1. Local design firms must be an independent juristic person and possess a valid comprehensive Class A qualification for engineering design, or Class A qualification for building industry engineering design, or Class A qualification for building industry (constructional engineering) design issued by the Ministry of Housing and Urban-Rural Development. They are allowed to register as either independent or consortium applicant； for the latter, at least one member should hold one of the three qualifications mentioned above.
2. 外商投資或境外投資（含臺港澳地區(qū)）設(shè)計單位資質(zhì)不限，可單獨或以聯(lián)合體形式報名，要求持有外商投資企業(yè)批準證書或臺港澳僑投資企業(yè)批準證書。
2. There is no qualification requirement for foreign-funded or overseas design firms (including those from Taiwan, Hong Kong and Macao). They may register as either independent or consortium applicant, providing they hold a Certificate of Approval for Establishment of Enterprises with Foreign Investment in the PRC or a Certificate of Approval for Establishment of Enterprises with Investment from Taiwan, Hong Kong, Macao and Overseas Chinese in the PRC.
3. 外商投資或境外投資（含臺港澳地區(qū)）設(shè)計單位沒有以上證書的，需提供公司注冊登記證明（非中文的需翻譯為中文），且必須與具備第（1）點條件的一家境內(nèi)單位組成聯(lián)合體報名。
3. Foreign-funded or overseas design firms (including those from Taiwan, Hong Kong and Macao) without the aforesaid certificate should provide the certification of incorporation (translated into Chinese if the original is in a foreign language), and must register for the Competition in the form of consortium joining hands with a local design firm satisfying the requirements provided in paragraph (1).
4. 同一法定代表人的不同機構(gòu)，或者參賽單位其母公司、其控股公司、其全資子公司為同一法定代表人的，不得同時報名參與本競賽項目，共同組成聯(lián)合體參賽的除外。
4. Different organizations that have one same legal representative (including a prospective applicant and its parent company, holding companies and wholly-owned subsidiaries) are not allowed to register for the Competition at the same time, unless they form a consortium.
5. 報名單位必須具有在五年內(nèi)（2014年1月1日之后）承接過一個及以上合同建筑面積（含新建或改建或擴建）在8萬㎡（或以上）的醫(yī)院或合同建筑面積（含新建或改建或擴建）在3萬㎡（或以上）的口腔專科醫(yī)院設(shè)計業(yè)績（報名單位應(yīng)提供合同關(guān)鍵頁復印件，設(shè)計內(nèi)容須包括概念方案或方案設(shè)計或初步設(shè)計或施工圖設(shè)計，時間以合同簽訂時間為準）。
5. Applicants must have provided design service within the recent five years (after January 1st, 2014) for at least one hospital with a contractual size of 80,000 sqm (or above) (including new construction, reconstruction or expansion) or at least one dental hospital with a contractual size of 30,000 sqm (or above) (including new construction, reconstruction or expansion). (It is required to provide the photocopies of the key pages of the contract； the design task must include any of the conceptual design, SD, DD, and CD design and the required period for design experience should be subject to the date of contract).
6. 參賽單位信譽要求：參賽單位在本行業(yè)領(lǐng)域聲譽良好，沒有被相關(guān)部門處以吊銷營業(yè)執(zhí)照、吊銷資質(zhì)、停業(yè)整頓或者財產(chǎn)被接管、凍結(jié)、進入破產(chǎn)程序等狀況（提供競賽報名單位聲明并加蓋公章）。
6. Requirements on credit standing: The applicant should have a good credit standing in the industry and should not get involved in such conditions as its business license or qualifications being revoked, or being requested to stop business for rectification, or its properties being taken over or frozen, or entering bankruptcy proceedings (it is required to provide a corresponding statement affixed with the corporate seal).
7. 參與本次競賽項目的設(shè)計人員應(yīng)為參賽單位的正式員工，項目負責人須由主持過同類型設(shè)計項目的人員擔任，且必須直接參與本次競賽及建筑方案設(shè)計全過程（提供承諾函，且需根據(jù)承諾函要求提供：①項目團隊成員與本單位所簽訂的有效期內(nèi)的合同復印件，或②項目團隊成員自2019年5月至2019年7月在本單位購買社保的證明文件，并加蓋公章）。
7. The proposed designers for the Project should be on the pay roll of the applicant, and the proposed project principal must have directed similar design projects and must directly participate throughout the Competition and the architectural SD work (provide the Commitment Letter together with ① photocopies of effective employment contract signed between the members of the proposed design team for the Project and the applicant or ② certificates of social insurance paid by the applicant for the members of the proposed design team for the Project from May 2019 to July 2019, both affixed with the corporate seal of the applicant).
8. 本項目接受聯(lián)合體參賽，且聯(lián)合體的成員數(shù)量不能多于2家。
8. The Competition accepts consortium applicants, but each consortium should have no more than 2 members.
八、競賽流程：
VIII. Process of Competition:
1. 公告與報名：
1. Announcement and Registration
（1） 本項目的競賽公告于2019年8月30日在上述網(wǎng)站及網(wǎng)絡(luò)媒體上發(fā)布。
(1) The Announcement of Competition will be released on the aforesaid websites and media on Aug.30th.2019.
（2） 有意向參加競賽的設(shè)計單位必須在2019年9月16日17：00前到競賽組織代理單位電子報名系統(tǒng)（http://suppliers.chinapsp.cn）上注冊報名填寫報名登記表（詳見附件1）。
(2)Applicants must register at the e-registration system (http://suppliers.chinapsp.cn) of the Organization Agent and fill in the Registration Form (see Appendix 1) by 17:00, Sep.16th, 2019.
（3） 有意向參加競賽的設(shè)計單位，請將資格審查報名表（詳見附件2，以A4紙裝訂成冊，一式一份）以書面形式在2019年9月16日17：00前送達或郵寄至競賽組織代理單位（以設(shè)計單位書面資格審查報名文件抵達時間為準）。逾期抵達的資格審查報名文件概不受理。
(3)Applicants should deliver or mail the hardcopy of the Registration Documents for Prequalification (see Appendix 2； one set in A4 booklet form) to the Organization Agent by 17:00, Sep.16th, 2019(subject to the delivery time). Late delivery will not be accepted.
（4） 有意參加競賽的設(shè)計單位同時必須按要求到競賽組織代理單位電子報名系統(tǒng)（http://suppliers.chinapsp.cn）上傳資格審查報名文件（簽字并加蓋公章的PDF版及WORD版）。
(4) Applicants must at the same time upload the Registration Documents for Prequalification (both PDF and WORD versions with due signature and corporate seal) to the e-registration system（http://suppliers.chinapsp.cn）of the Organization Agent as required.
（5） 由競賽主辦單位組織資格遴選委員會對報名的設(shè)計單位進行評審，選出10家設(shè)計單位作為正式參賽單位。
(5)The Prequalification Committee established by the Host will review the qualification of all the registered applicants and select 10 from them as official participants.
2. 競賽保證金
2. Security Deposit
正式參賽單位需要提交競賽保證金：人民幣5萬元，具體以最終發(fā)布的競賽技術(shù)文件要求為準。
Official participants are required to pay a security deposit of RMB 50,000 for the Competition, subject to the official Technical Documents.
參賽保證金將在競賽設(shè)計成果文件方案評審結(jié)束后兩周內(nèi)原額無息退回（不計利息）。已繳納參賽保證金但未按規(guī)定報送競賽設(shè)計成果文件的正式參賽單位，其參賽保證金不予退還。
The security deposit will be refunded without interest within 2 weeks after the evaluation of the design deliverables. Those who have paid the security deposit yet fail to submit the design deliverables as per relevant requirements will not get the refund.
未按要求提交參賽保證金的正式參賽單位將視為自動放棄參賽資格。
Those who fail to pay the security deposit as per relevant requirements will be deemed to have automatically abandoned the qualification.
3. 方案設(shè)計與評比：
3. Design and Evaluation
設(shè)計方案競賽文件編制期限約為35天，具體時間以最終發(fā)布的技術(shù)文件要求為準。
The period for preparing the design proposal is 35 days, subject to the requirement of the official Technical Documents.
本次競賽由資格遴選專家評審委員會對報名的設(shè)計單位進行評審，擇優(yōu)選出10家設(shè)計單位作為正式參賽單位，每家參賽單位限報送1個設(shè)計方案，不受理非正式參賽設(shè)計單位報送的設(shè)計方案。經(jīng)競賽成果評審專家委員會評審選定6個入圍方案，再從入圍方案中選定3個優(yōu)勝方案上報南沙新區(qū)環(huán)藝委。
The Prequalification Committee will evaluate the qualifications of the applicants and select 10 of them as official participants following a merit-based system. Each participant can only submit one design proposal. Design proposals submitted by those other than the official participants will be rejected. The Design Evaluation Committee will select 6 proposals and then decide 3 winners and submit them to the Environmental Art Commission of Nansha New Area.
環(huán)藝委將按程序?qū)?個優(yōu)勝方案進行投票，得票數(shù)排在第一名的方案（即優(yōu)勝單位第一名）作為實施方案，該方案設(shè)計單位綜合參賽方案的優(yōu)點對實施方案進行深化設(shè)計。
The Environmental Art Commission will vote on the 3 winning design proposals according to relevant procedures. The one receiving the most votes (the first place winner) will be accepted as the implementation proposal. The design firm of such proposal should further detail it incorporating the strengths of other design proposals for the Competition.
九、相關(guān)費用及支付方式：
IX. Fees and Method of Payment:
本次競賽對前三名優(yōu)勝單位給予設(shè)計版權(quán)及補償費各人民幣100萬元，第一名的設(shè)計單位還將獲得方案設(shè)計權(quán)，并與廣州市南沙開發(fā)區(qū)（區(qū)）建設(shè)中心（廣州市南沙區(qū)建設(shè)工程項目代建局）簽訂方案設(shè)計合同，按照《工程勘察設(shè)計收費標準》計算方案設(shè)計費。對入圍單位中的第四名、第五名和第六名給予設(shè)計版權(quán)及補償費各人民幣50萬元；對未入圍的第七名、第八名和第九名單位給予設(shè)計版權(quán)及補償費各人民幣20萬元；對于未入圍的第十名不支付費用。
The first three places of the Competition will each receive RMB 1 million as copyright payment and design compensation. The first place will also get the SD right and conclude an SD contract with Guangzhou Nansha Development Zone (District) Construction Center (Construction Project Agent Construction Bureau of Nansha District, Guangzhou) with the SD service fee calculated according to the Charging Standards for Engineering Survey and Design. The fourth, fifth and sixth places will each receive RMB 500,000 as copyright payment and design compensation. The seventh, eighth and ninth places will receive RMB 200,000 as copyright payment and design compensation. The tenth place will not receive any payment.
十、其他要求：
X. Miscellaneous
1. 本次方案競賽公告中所提及的時間均為北京時間。
1. The Announcement of Competition implements Beijing Time.
2. 參加本次競賽活動的參賽單位均被視為承認本文件的所有條款。
2. All participants are deemed to have acknowledged all articles hereunder.
3. 參賽單位按上述規(guī)定提供的所有材料均須是簡體中文，外文版材料須有對照的中文譯本，當同一內(nèi)容的中文與外文發(fā)生歧義時，以中文為準。
3. All materials submitted by the applicants as per the above-mentioned rules must be in simplified Chinese. For those in foreign languages, corresponding Chinese translation should be provided. In case of any discrepancy between the contents in the two languages, the Chinese version should prevail.
4. 參加本次方案競賽的所有作品版權(quán)歸競賽主辦單位所有（署名權(quán)除外）。
4. All copyrights (excluding authorship) of the design proposals for the Competition belong to the Host.
5. 參賽單位遞交的所有參賽材料概不退還，包含且不限于報名資料、成果、作品、模型等。
5. None of the submitted materials, including but not limited to registration documents, deliverables, design works and models, will be returned.
6. 參賽方案由參賽單位原創(chuàng)，成果中若因涉及第三方知識產(chǎn)權(quán)，參賽單位須自行承擔由此所引起的一切糾紛、責任和后果。
6. The design proposal must be original. In case a third-party IP right is involved, the applicant must be responsible for all disputes, liabilities and consequences thus incurred.
7. 因參賽單位侵犯他人知識產(chǎn)權(quán)給競賽主辦單位或第三方帶來的損失，參賽單位須承擔全部賠償和法律責任。
7. In case of any loss caused to the Host or any third party by an applicant's IP infringement, the applicant involved must bear full compensation for such loss and legal liabilities.
8. 競賽主辦單位不知道參賽單位侵犯他人知識產(chǎn)權(quán)，使用其送交的成果給第三方帶來的損失，由參賽單位承擔全部賠償和法律責任。
8. In case of any loss caused to any third party by the Host’s use of an applicant’s deliverables without the awareness of such applicant's IP infringement, the applicant involved should bear full compensation for such loss and legal liabilities.
9. 參賽單位從競賽主辦單位或競賽組織代理單位獲得的文件資料應(yīng)妥善保管，不得泄露，也不得用于本次征集活動以外的任何場合。參賽單位須承擔因文件資料泄露等情況所帶來的損失賠償責任和法律責任。
9. All applicants should safekeep the documents obtained from the Host or the Organization Agent without disclosure or uses in any occasions other than the Competition； otherwise, the applicant involved must bear any loss and legal liabilities thus incurred.
10. 本次競賽及相關(guān)的一切文件適用的法律為中華人民共和國法律。
10. The Competition and all relevant documents implement the laws of the People's Republic of China.
11. 本次競賽活動公告與正式發(fā)布的《競賽技術(shù)文件》有不符之處，以《競賽技術(shù)文件》為準，競賽主辦單位擁有本次公告的最終解釋權(quán)。
11. In case of any discrepancy between the Announcement of Competition and the official Technical Documents, the latter should prevail. The Host has the right of final construction of the Announcement of Competition.
12. 除非有特別規(guī)定和說明，本公告及其附件中 “參賽單位”一詞亦指聯(lián)合體各方。
12. Unless otherwise specified and explained, the term “applicant” used in this Announcement of Competition and its appendices also refers to all members of a consortium.
13. 本設(shè)計競賽項目的報名公告英文版與中文版不一致之處，均以中文版的報名公告為準。
13. In case of any discrepancy between the English and Chinese versions of this Announcement of Competition, the Chinese version should prevail.
