Announcement on Solicitation for Design Plans for Linping Cultural Facilities Complex Project in Yuhang District of Hangzhou
一、 項目概況：
1. Project overview:
本項目總用地面積51279平方米（約77畝），總建筑面積約為141680平方米，其中，地上建筑面積約67680平方米，地下建筑面積約74000平方米，容積率1.32。主要建設內容包括：圖書館、美術館、規(guī)劃展覽館、老年大學、青少年活動中心以及配套商業(yè)等內容，具體情況如下：
The total area of the project is 51,279 square meters (about 77 mu), and the gross floor area is approx. 141,680 square meters, in which the ground floor area is about 67,680 square meters and the underground floor area is about 74,000 square meters, with floor area ratio of 1.32. The main construction contents include: library, art gallery, planning exhibition hall, college for senior citizens, youth activity center and supporting commercial facilities, etc., with details as follows:
1、圖書館建筑面積約23000平方米（含4000平方米美術館），該圖書館定位為區(qū)級現代化、智能化的綜合性公共圖書館，并作為余杭區(qū)文獻保存和集散中心，同時結合藝尚小鎮(zhèn)區(qū)位特點，以藝術設計類文獻館藏為特色，而美術館則用于保存、展示各類繪畫、攝影作品及工藝品。
(1) With floor area of around 23,000 square meters (including 4,000 square meters of art museum), the library is positioned as a modern, intelligent and comprehensive public library at the district level, and serves as a document preservation and distribution center in Yuhang District, integrated with the location features of the E-Fashion Town and characteristics of documentary collections of art design, while the museum is used to preserve and display all kinds of paintings, photography works and artifacts.
2、青少年活動中心建筑面積約22680平方米，用于開展未成年人校外的興趣活動和文化活動，服務對象主要為6至18歲的青少年學生，兼顧學齡前兒童，是集多方面培養(yǎng)功能于一體的青少年校外素質教育活動中心。
(2) With a floor area of approx. 22,680 square meters, the Youth Activity Center is used for after-school activities of interest and cultural activities for juveniles, with service mainly for adolescent students aged 6 to 18, and for preschool children as well. It is after-school Youth Activity Center for education for all-round development with multi-functional training.
3、規(guī)劃展覽館建筑面積約8000平方米，作為余杭區(qū)整體形象和對外交流的重要平臺，將以高科技手段展現余杭城市發(fā)展的歷史、現狀及未來。
(3) The Planning Exhibition Hall, with floor area of about 8,000 square meters and as an important platform for overall image display and foreign exchange for Yuhang District, will show the history, current situation and future of development of Yuhang City with high-tech.
4、老年大學建筑面積約8000平方米，定位為副中心級老年大學，著重發(fā)展老年教育，滿足臨平副城老年人多樣化學習需求，提升老年人生活品質。
(4) The College for Senior Citizens has a floor area of about 8,000 square meters and is positioned as a sub-central level college for senior citizens. It focuses on the development of senior citizens’ education, meets the diverse learning needs of the senior citizens in sub-city of Linping and enhances the quality of their life.
5、配套商業(yè)建筑面積約6000平方米。
(5) The supporting commercial facilities has a floor area of about 6,000 square meters.
6、地下建筑面積約74000平方米，其中地下一層面積37000平方米，主要功能為設備配套用房、部分商業(yè)及公共區(qū)域；地下二層面積為37000平方米，為人防地下車庫，設立925個左右的機動車停車位。
(6) The underground floor area is about 74,000 square meters, of which the area of the 1st floor underground is 37,000 square meters, with the main function of equipment supporting rooms, some commercial facilities and public areas； the 2nd floor underground, with an area of 37,000 square meters, is used for the purpose of civil air defense and underground garage, which offers about 925 parking lots for motor vehicles.
二、項目用地范圍：
2. Land area of the project
杭州市余杭區(qū)臨平文化設施綜合體項目位于杭州市余杭區(qū)臨平新城區(qū)域的文正街以北、東仁街以南、良熟路以東、汀雨路以西地塊。
Linping Cultural Facilities Complex Project in Yuhang District of Hangzhou is located in the north of Wenzheng Street, south of Dongren Street, east of Liangshu Road, and west of Tingyu Road of Linping New City area of Yuhang District, Hangzhou.
三、本次征集目的：
3. Purpose of this solicitation:
完成杭州市余杭區(qū)臨平文化設施綜合體項目的方案設計工作（包含方案設計過程中的優(yōu)化、調整、完善工作），確保本項目設計方案通過規(guī)劃部門的審批。
Complete the project design work of Linping Cultural Facilities Complex Project in Yuhang District of Hangzhou (including optimization, adjustment and improvement in the design process) to ensure that the design plan of the project to be approved by the planning department.
四、申請應征單位的資格要求：
4. Requirements for the applicants:
1、國內外能獨立承擔民事責任的方案設計機構，不接受聯合體形式的申請，也不接受自然人或自然人組成的設計團隊的申請；
(1) Domestic and overseas program design agencies with full capacity for civil liability. Joint applications, applications by natural persons or design teams consisting of natural persons would not be accepted；
2、擬參與本項目方案設計的主創(chuàng)人員具有類似項目設計業(yè)績。
(2) The chief personnel who intend to participate in the design of the project have achievements in similar project design.
五、申請報名方式：

(a) The domestic design agency shall provide a copy of the business license or printed scanned copy (with official seal), and the foreign design agency shall provide a copy or printed scanned copy of the enterprise registration certificate of the host country；
②、方案設計機構的簡要介紹、與本項目相類似的設計業(yè)績證明材料（設計合同或委托人證明文件等）的復印件或掃描打印件、以往設計業(yè)績的獲獎證明（獲獎證書或獲獎文件等）的復印件或掃描打印件、方案設計機構的聯系地址、聯系人、聯系電話、電子郵箱地址等。
(b) Brief introduction to the design agency, copy or printed scanned copy of the evidentiary material for the achievements in design projects similar to this one (contract of design or client’s certification documents, etc.), copy or printed scanned copy of the certificates of awards for the previous design performance (certificate or document of awards, etc.), address of the design agency, contact person, phone number and email address, etc.
③擬參與本項目方案設計主創(chuàng)人員的簡要介紹、其負責過的與本項目相類似的設計業(yè)績證明材料（設計合同或委托人證明文件等）的復印件或掃描打印件、其負責過的設計業(yè)績獲獎證明（獲獎證書或獲獎文件等）的復印件或掃描打印件、個人榮譽（獲獎證書或獲獎文件等）的復印件或掃描打印件等。
(c) Brief introduction to the chief personnel who intend to participate in the project, copy or printed scanned copy of the evidentiary material for the achievements in design projects that he/she was in charge of, which is similar to this one, copy or printed scanned copy of the certificates of awards for the design that he/she was in charge of (certificate or document of awards, etc.), copy or printed scanned copy of personal honors (certificate or document of awards, etc.), and so on.
④以上內容如采用外文的均要求提供中文譯本。
(d) If the above content is in foreign language instead of Chinese, Chinese translation is required.
2、網絡報名

④以上內容如采用外文的均要求提供中文譯本。

七、獲得入圍參加應征的方式：
7. Finalists to participate in the solicitation:
1、報名結束后，由主辦單位統一組織對各申請報名的方案設計機構和其擬參與本項目方案設計主創(chuàng)人員的類似項目設計業(yè)績、獲獎、榮譽等方面因素進行評議、比選后選擇7家方案設計機構入圍參加應征，對未入選的方案設計機構不作任何解釋。
(1) After registration, the organizer will organize a unified evaluation of the project design performance of each design agency applied for registration and design performance in similar project, awards, honors, etc. of the chief personnel who intend to participate in the project, and after comparison select 7 short-listed design agencies for solicitation. No explanation would be made to the unselected design agencies.
2、如報名結束后合格的方案設計機構不超過7家的則全部入圍參加應征。
(2) If there are no more than 7 qualified design agencies after registration, all of the agencies will be short-listed for the solicitation.
3、參與報名的方案設計機構只有獲得入圍資格后才能獲取征集文件參與應征。
(3) The design agency participating in the registration can only obtain the solicitation documents to participate in the solicitation after being short-listed.
八、其他
8. Other matters
1、應征單位在本次征集活動中所產生的費用應自行負責。
(1)All the expenses from this competition should be undertake by applicants .
2、由主辦單位提供的所有基礎資料（包括：文字、圖紙、電子數據等）的版權均受法律保護，除為本次征集活動使用外，不得作其它用途，任何未經主辦單位同意的拷貝、修改、傳播、公開發(fā)布等行為都將承擔相應的法律責任。
(2) The copyrights of all basic materials (including: text, drawings, electronic data, etc.) provided by the organizer shall be protected by law. Except for the purpose of this solicitation, no other uses shall be allowed. Any behavior of copy, modification, dissemination and public release, etc. without the consent of the organizer shall bear the corresponding legal responsibilities.
3、其他具體內容和要求詳見征集文件，本征集公告與征集文件有不一致之處，以征集文件為準。
(3) For other specific contents and requirements, please refer to the solicitation documents. In case of any inconsistency between this solicitation announcement and the solicitation documents, the solicitation documents shall prevail.
4、主辦單位擁有本次征集活動的最終解釋權，解釋以中文為準。
(4) The organizer has the right of final interpretation of this solicitation activity, and the Chinese version shall prevail.
