Announcement of the Competition for the Conceptual Masterplan of Jianjiang River Valley
湔江河谷位于四川省彭州市北部，地處彭州龍門山山地旅游集聚區(qū)核心區(qū)，距離彭州城區(qū)約10公里。彭州市為成都市代管縣級市, 距成都市區(qū)約30公里，戰(zhàn)略定位為成北門戶樞紐城市、龍門山生態(tài)旅游城市、創(chuàng)新型綠色產(chǎn)業(yè)基地。
Located in the north of Pengzhou City, Sichuan Province, Jianjiang River Valley is within the core area of Longmen Mountains Tourist Area, about 10km from downtown Pengzhou. As a county-level city of Chengdu City about 30km from downtown Chengdu, Pengzhou is positioned as hub city of North Chengdu, tourist city of Longmen Mountains as well as innovative green industrial base
湔江發(fā)源于海拔4020米彭州龍門山銀廠溝紅龍池，湔江下游海拔約700米，湔江水系是古蜀文明的發(fā)源地之一。湔江河谷主要包括丹景山、新興、通濟、小魚洞、龍門山、白鹿等六鎮(zhèn)，外圍協(xié)調(diào)區(qū)域還包括磁峰、桂花和葛仙山等鎮(zhèn)。孕育在群山中的湔江河谷是彭州山地旅游核心區(qū)，河谷最寬處達2公里，這種“高地河谷”在成都乃至全國都十分罕見。立足于“湔江河谷生態(tài)旅游功能區(qū)”的打造，湔江河谷將發(fā)展成為我市山地生態(tài)旅游的靚麗名片。
The origin of Jianjiang River is Honglong Pond, Yinchang Valley, Longmen Mountains, Pengzhou at an altitude of 4,020m, and the downstream position of Jianjiang is at an altitude of about 700m. Jianjiang River System is one of the birthplaces of the ancient Sichuan civilization. Jianjiang River Valley mainly covers Danjingshan Town, Xinxing Town, Tongji Town, Xiaoyudong Town, Longmenshan Town, and Bailu Town, with the peripheral coordinated area covering Cifeng Town, Guihua Town, and Gexianshan Town. Surrounded by mountains, Jianjiang River Valley is at the core of Pengzhou mountain tourism and reaches 2km at its widest. Such highland valley is rare in Chengdu and even in the country. With the construction of eco-tourism area, Jianjiang River Valley will develop into a beautiful business card of the mountain eco-tourism of the city.
本次征集活動面向全球公開，希望具有城鄉(xiāng)規(guī)劃、旅游規(guī)劃、城市設計、景觀設計、建筑設計相關(guān)經(jīng)驗的設計機構(gòu)積極參與，歡迎全球優(yōu)秀的設計機構(gòu)遞交《應征資料》。
This competition is open to the world. Outstanding design agencies with relevant experience in urban plan, tourism plan, architectural design and landscape design are invited to submit application materials.

一、項目概況
I. Project Overview
1、項目名稱：湔江河谷生態(tài)旅游區(qū)總體設計概念方案
1. Name: Conceptual Masterplan of Jianjiang River Valley
2、項目地點：中國.四川成都.彭州
2. Location: Pengzhou, Chengdu, Sichuan Province, China
3、項目規(guī)模：本項目規(guī)劃范圍涉及湔江河谷9個鎮(zhèn)，重點為核心區(qū)域6個鎮(zhèn)，涉及范圍約150平方公里。
3. Scale: The planning scope of this project involves 9 towns of Jianjiang River Valley with the focus on the 6 towns in the core area, with a total area of 150km2.

III. Qualification Requirements for the Applicant:
本次征集活動接受聯(lián)合體申請，獨立申請人及聯(lián)合體須滿足以下條件：
Joint design participation is accepted. And the applicants shall meet the following requirements:
1、國內(nèi)機構(gòu)作為獨立申請人的，須為具有城鄉(xiāng)規(guī)劃編制甲級資質(zhì)的獨立法人（港、澳、臺地區(qū)機構(gòu)須在其所在地具有合法營業(yè)及設計許可）；
1. If the applicant is a domestic agency, it must be an independent legal entity with Grade A qualification for urban-rural plan compilation or above qualification. Agency from Hong Kong, Macao and Taiwan must have the legal business and design license in its region；
2、國外機構(gòu)作為獨立申請人的，須在其所在國家或地區(qū)具有合法營業(yè)及設計許可；
2. If the applicant is an overseas agency, it must have the legal business and design license in its originate country or region；
3、聯(lián)合體成員不得超過3名，且聯(lián)合體各方不得再次以任何形式參與本次征集活動；國內(nèi)機構(gòu)與國內(nèi)或國外機構(gòu)組成聯(lián)合體時，至少須有1名成員滿足第1條的要求；國外機構(gòu)與國外機構(gòu)組成聯(lián)合體時，各成員均須滿足第2條的要求。
3. Join design group shall have no more than 3 members and any group member can’t join the competition alone or with the other agencies. For joint design group composed by domestic agencies or domestic agency and oversea agency, there must be at least one member with Grade A qualification for urban-rural plan compilation or above qualification. For joint design group composed by oversea agencies, each member must have the legal business and design license in its originate country or region.
四、設計內(nèi)容
Ⅳ.Design Contents
1、旅游產(chǎn)業(yè)發(fā)展研究。在龍門山山地旅游產(chǎn)業(yè)規(guī)劃的基礎上，并明確各旅游產(chǎn)業(yè)功能分區(qū)并提出產(chǎn)業(yè)提升發(fā)展策略。
1. Tourist industrial development research: Based on the Planning for Mountainous Tourism Industry of Longmen Mountain, it shall identify the zoning of each tourism industry function and bring forward the industrial upgrading and development strategy.
2、總體設計。含湔江河谷區(qū)域總體定位、用地布局、基礎設施建設、公服及旅游配套、綠地景觀體系、水景觀體系等內(nèi)容。
2. Overall design: It shall include the overall orientation of Jianjiang River Valley, land layout, infrastructure construction, public services and tourism facilities, landscape system, waterscape system, etc.
3、河谷新城概念性設計方案及重要節(jié)點建筑、景觀設計。河谷新城以通濟鎮(zhèn)為核心，可參考鎮(zhèn)總體規(guī)劃、土地利用規(guī)劃確定用地邊界，總規(guī)劃建設用地應不小于8平方公里，其中近期可使用的建設用地（非現(xiàn)狀建成區(qū)、不占用現(xiàn)行土地利用總體規(guī)劃基本農(nóng)田）面積不小于4平方公里。對主要交通門戶節(jié)點及河谷新城的重要景觀節(jié)點等進行景觀設計；對核心區(qū)每鎮(zhèn)不少于1處重要建筑或重點項目進行概念方案設計。
3. Conceptual design of New Valley City, and the architectural and landscape design at important nodes. For New Valley City, the boundary of land used may be determined by relying on Tongji Town and referring to the overall planning and land use planning of this town. The total land planned for construction shall be at least 8 km2, in which the construction land available within the short term (non-established areas, not occupying the basic agricultural lands in the existing overall planning for land use) shall cover an area of at least 4 km2. It is necessary to design the landscapes at the major traffic portal nodes and the important landscape nodes of New Valley City, etc.； and carry out the conceptual schematic design of at least 1 important building or key project of each town in the core region.
五、應征報名時間及應征資料提交要求：

1、應征報名時間：2018年3月30日9:00時至2018年4月22日14:00時（中國北京時間，下同）。申請人須將填寫好的報名表、應征資料郵寄至征集人，郵寄資料以送達征集人時間為準。
1. Application time: 9:00, March 30, 2018 to 14:00, April 22, 2018 (Beijing Time, hereinafter). The applicant shall mail the physical application document to the host before the deadline. For the mailing document, the receival time should prevail as the submitted time.

六、征集說明
VI. Instructions of the Competition
1、本次征集活動設置6個入圍名額，征集人將從報名的設計機構(gòu)中遴選出6家入圍設計機構(gòu)參與本次方案征集。
1. The host will select 6 shortlisted competitors from the applicants to draft the conceptual masterplan for Jianjiang River Valley.
2、6家入圍設計機構(gòu)按照征集人最終發(fā)出的《征集文件》進行湔江河谷生態(tài)旅游區(qū)總體設計概念方案編制工作，在提交了符合征集文件要求的成果文件后，每家將獲得150萬元人民幣的設計補償費。
2. The 6 shortlisted competitors shall submit the deliverables according to the Competition Document issued by the host and each of them will gain a design compensation of RBM 1,500,000.
3、本次方案征集設置優(yōu)秀成果獎三名，征集人將獲得優(yōu)秀成果獎的設計方案報政府相關(guān)主管部門，經(jīng)政府相關(guān)主管部門最終確定的設計方案為本次征集的中選方案。中選方案的設計機構(gòu)將承擔本項目的方案深化設計及為期2年的總控咨詢服務（須負責對總體設計方案的實施、落地提供總控咨詢服務），征集人將與其簽訂深化設計和后續(xù)咨詢服務合同，合同金額為1000萬元人民幣。其他2家獲得優(yōu)秀成果獎但未中選的設計機構(gòu)將分別再獲得150萬元人民幣的獎金。
3.The scheme review jury will review on the deliverables and select 3 competitors for the Outstanding Achievement Award and the government department in charge will decide the final winner of the competition from these 3 competitors. And the final winner will be awarded with a contract of RMB10 million for the developing of the conceptual masterplan and 2-year general control and consulting service, while the other 2 award winners will each earn a bonus of RMB1,500,000.
4、以上所涉及征集人支出的設計補償費、獎金、合同金額均為稅前（含稅）金額，并按人民幣進行支付。
4. The compensation, award and contract fee in this article refers to the amount before tax (tax included) and will be paid in RMB.
5、解釋權(quán)：本次征集活動及相關(guān)文件的最終解釋權(quán)歸征集人。
5. Right of interpretation: The host reserves the right for the interpretation of this competition and relevant competition documents.
