一、項目名稱：光明小鎮(zhèn)森林運動公園概念方案設(shè)計國際競賽
Project Name: International Competition of the Conceptual Design for Guang Ming Town Forest & Sports Park
二、項目背景 Project Background
光明小鎮(zhèn)位于光明新區(qū)東部，東至公明水庫與光明大頂嶺森林公園，南至觀光路，西至光僑路，北至圳園路，規(guī)劃面積11.4平方公里。光明小鎮(zhèn)借勢光明新區(qū)產(chǎn)業(yè)及新城發(fā)展優(yōu)勢，依托項目地周邊公明水庫及光明森林公園等生態(tài)資源，堅持“生態(tài)優(yōu)先、保護第一、合理利用、展示文化”的發(fā)展理念，探索“文化+旅游+城鎮(zhèn)化”的發(fā)展模式樣本，以生態(tài)農(nóng)業(yè)為基底，以旅游為引擎，以文化為補充，以科技為手段，打造集都市農(nóng)業(yè)、休閑度假、文化體驗和運動生活于一體的生態(tài)農(nóng)業(yè)旅游小鎮(zhèn)，實現(xiàn)“城市服務(wù)與鄉(xiāng)村生態(tài)”的有機結(jié)合。以建設(shè)國際知名生態(tài)農(nóng)業(yè)旅游小鎮(zhèn)、城鄉(xiāng)共融生活方式樣本和城市雙修與綠色發(fā)展標桿項目為總體定位。
With the planning area of 11.4 square kilometers, Guang Ming Town is located in the eastern part of Guang Ming New District and borders Gongming Reservoir and Guang Ming Dadingling Forest Park to the east, Guanguang Road to the south, Guangqiao Road to the west and Zhenyuan Road to the north. Relying on the strength of industries and new town development of Guang Ming New District and the ecological resources of Gongming Reservoir and Guang Ming Forest Park, Guang Ming Town upholds the development concept of “ecological priority, protection first, rational utilization and cultural display” and explores the development pattern of “culture + tourism + urbanization” with ecological agriculture as base, tourism as engine, culture as supplement and technology as means, to create an eco-agricultural tourism town integrating urban agriculture, leisure and vacationing, cultural experience and sports life and combining “urban services and rural ecology”. This project is designed for building an internationally renowned eco-agricultural tourism town, a sample of integrated urban and rural lifestyles and a benchmark for urban double repair and green development.
光明小鎮(zhèn)森林運動公園規(guī)劃用地位于光明小鎮(zhèn)南側(cè)，規(guī)劃面積約6平方公里，占小鎮(zhèn)總規(guī)劃面積的50%，具有非常關(guān)鍵的生態(tài)價值和公共休閑服務(wù)價值。
Guang Ming Town Forest & Sports Park is located in the southern part of Guang Ming Town, with the planning area of about 6 square kilometers, occupying 50% of the total planning area of the whole town. It is of critical ecological value and public leisure service value.
為充分發(fā)揮光明小鎮(zhèn)森林運動公園的價值、打造城市郊野公園示范，提升光明新區(qū)城市形象和提升城市服務(wù)功能，深圳市光明新區(qū)管理委員會組織開展光明小鎮(zhèn)森林運動公園概念方案設(shè)計國際競賽，邀請國內(nèi)外優(yōu)秀設(shè)計機構(gòu)，在研究已有《光明小鎮(zhèn)總體規(guī)劃》、《光明小鎮(zhèn)體育森林公園總體策劃》及其他相關(guān)規(guī)劃成果的基礎(chǔ)上，踴躍提出具有前瞻性、創(chuàng)新性和可實施性的設(shè)計方案。
In order to fully realize the value of Guang Ming Town Forest & Sports Park, build a model park in suburbs, and improve the image and function of Guang Ming New District, the Management Committee of Shenzhen Guang Ming New District organizes an international competition of conceptual scheme design for Guang Ming Town Forest & Sports Park, where excellent design agencies at home and abroad are all welcomed to put forward perspective, innovative and feasible design schemes on the basis of existing Master Plan of Guang Ming Town, Overall Planning of Guang Ming Town Sports & Forest Park and other relevant plans.

三、競賽內(nèi)容 Competition Contents
光明小鎮(zhèn)森林運動公園所在核心區(qū)域策劃為“森運動”片區(qū)，以面向市民和周邊上班族和居民為主要功能的休閑運動功能為主。擬通過森林運動公園的先行打造探索城市邊緣區(qū)域森林公園自然生態(tài)和水域保護與市民生活服務(wù)功能互動的惠民項目。
The core area where Guang Ming Town Forest & Sports Park sits is planned to be built into a “forest sports” area which centers on the leisure and sports for citizens, office workers and residents in surrounding areas. It is intended for exploring more beneficial projects in urban fringe areas that combine forest park, natural ecology, water protection and citizen’s life services with this Forest & Sports Park as the pilot project
主要設(shè)計內(nèi)容有：
Main design contents are as below:
1） 公園總體布局方案；
Master plan of Guang Ming Town Forest & Sports Park；
2）公園核心區(qū)景觀設(shè)計（碧眼水庫及周邊區(qū)域）；
Landscape design of Park’s core area (Biyan Reservoir and the surrounding area)；
3）重要設(shè)施設(shè)計，包括登山游徑、觀景臺，運動場地和相關(guān)設(shè)施及相關(guān)節(jié)點；
Design of the major facilities, includes mountaineering path, sightseeing stand, exercise area and related facilities；
4) 小型景觀配套設(shè)施（休息亭、廁所、座椅、燈具、垃圾桶等）和公園標識系統(tǒng)的設(shè)計。

四、設(shè)計深度 Design Depth
本次國際競賽的設(shè)計深度為概念性方案設(shè)計深度，由獲得本次競賽第一名的設(shè)計單位負責概念方案設(shè)計的優(yōu)化工作。
The design depth of the competition is conceptual design. And the 1st prize winner will be responsible for the optimization of the conceptual design.
五、競賽規(guī)則 Competition Rules
本次競賽工作分為兩個階段進行：第一階段為公開報名及資格預(yù)審；第二階段為設(shè)計競賽。
The competition will be undertaken by 2 stages: Stage 1 Application &Qualification, Stage 2 Scheme Design& Review.
第一階段-報名及資格預(yù)審 Stage 1 Application &Qualification
1） 競賽方式及報名條件Application
本次競賽采用公開報名的方式，境內(nèi)外具有相關(guān)設(shè)計經(jīng)驗的獨立注冊的設(shè)計機構(gòu)均可報名參加。允許聯(lián)合體報名，強強聯(lián)合，優(yōu)勢互補。聯(lián)合體成員不超過2家，各方不得再單獨以自己名義，或者與另外的設(shè)計機構(gòu)組成聯(lián)合體參加此次競賽。不接受個人及個人組合的報名；
The competition will be open to the public and those independent registered companies who have relevant design experiences can register for it. Joint design participation with no more than 2 members is allowed. No individual application or individual combination is accepted.
2）資格預(yù)審原則／細則 Qualification Review Principles/Rules
主辦方將組建資格預(yù)審委員會，由資格預(yù)審委員會對報名單位的公司資格、業(yè)績、擬投入項目的團隊等資格預(yù)審文件，符合資格預(yù)審條件的方可進入第二階段。此次資格預(yù)審會將評選出4家入圍的參賽單位進入第二階段的設(shè)計競賽階段。同時再評選出2家備選參賽單位，如前4家入圍的參賽單位退出第二階段競賽的，則備選參賽單位依序替補。
The organizer will set up the qualification review jury accordingly and the jury will review on the applicants’ company qualifications, achievements, design team, work program etc. And they will select 4 name listed competitors for Stage 2 and 2 alternatives in order who will enter the competition by order if any of the 4 competitors quit.
第二階段－設(shè)計競賽階段 Stage 2 Scheme Design& Review
參賽單位提交符合設(shè)計任務(wù)書要求的成果文件。方案評審委員會對提交的所有概念設(shè)計方案進行評審并評選出前二名優(yōu)勝單位，并提出評審意見，推薦給主辦方。主辦方在充分尊重專家評審意見的基礎(chǔ)上，研究確定前二名優(yōu)勝單位的排名。
All the competitors should submit the deliverables according to the design brief. And the scheme review jury will select the top 2 winners and provide advice for optimization. Then the organizer decides the ranking order of these 2 winners in accordance with the jury’s opinion.

All the time mentioned is Beijing time. The organizer preserves the right to adjust the schedule.
七、獎金及有關(guān)費用 Bonus & Compensation

Those voluntary participants won’t get any compensation and theywill get certain bonus if they enter top 2. |
1）獎金 Bonus
凡獲得前二名的設(shè)計單位，將獲得如下優(yōu)勝獎金：
The top 2 competitors will get certain bonus:
第一名將獲得獎金170萬元人民幣。此費用含概念方案設(shè)計的優(yōu)化工作。根據(jù)評審專家意見，組織開展1次工作坊，完成概念方案設(shè)計的優(yōu)化工作，優(yōu)化后的概念方案需獲得主辦方的認可。
The 1st prize winner will get RMB1,700,000 as bonus. The 1st prize winner will complete the optimization work and launch a workshop meeting. And the final design scheme should be approved by all related parties.
第二名將獲得獎金30萬元人民幣。
The 2nd prize winner will get RMB300,000 as bonus.
2）設(shè)計補償費 Compensation
4家入圍參賽單位在提交符合競賽文件要求的成果后，將分別獲得50萬元人民幣設(shè)計補償費。除4家入圍的參賽單位以外，自愿參賽的單位沒有設(shè)計補償費，自愿參賽的單位如進入前二名可獲得相應(yīng)獎金。
After submitting the qualified deliverables, the 4 competitors each will get RMB500,000. Those voluntary participants won’t get any compensation and they will get certain bonus if they enter top 2.
3）獎金及有關(guān)費用的支付 Payment
本次競賽的獎金及設(shè)計補償費均以人民幣支付，所獲獎金和設(shè)計補償費等產(chǎn)生的任何稅金由參賽單位自理，須提供符合主辦方要求的中國國內(nèi)完稅發(fā)票。相關(guān)費用在最終競賽結(jié)果公示結(jié)束后開始辦理支付手續(xù)。
Bonus and compensation start to be paid by RMB after the notice of the winner. The fee includes taxes and the competitors should provide China’s duty-paid invoice.
國外設(shè)計機構(gòu)若無法使用本機構(gòu)帳戶收取人民幣的，須與主辦方簽訂三方支付協(xié)議并授權(quán)國內(nèi)合法獨立法人代收款項, 因此產(chǎn)生的稅費由設(shè)計單位自行負責。
Foreign firms can authorize a local independent legal entity to receive the payments on their behalf if they cannot receive RMB on their corporate account. Therefore, the correlative tax shall be responsible by the foreign firms themselves。
4）其他Other Terms
參賽單位參加本次競賽的所有費用（含差旅住宿費）均自行承擔。
All related expenses such as the travelling expense will be covered by the participants themselves.
如方案評審委員會認為參賽單位提交的成果文件未達到本次競賽設(shè)計工作深度及要求的，主辦方將不予支付其設(shè)計補償費。
If the jury considers that the deliverables submitted can’t meet the depth and requirements of the competition file, the organizers won’t pay any compensation fee.
