Pre-announcement on the Competition of the Urban Design and Conceptual Architectural Design for Luhu Scientific and Technological Culture Area of Longhua District, Shenzhen
深圳市龍華區(qū)鷺湖科技文化片區(qū)城市設(shè)計(jì)暨公共建筑群概念建筑方案設(shè)計(jì)競(jìng)賽由深圳市龍華區(qū)人民政府、深圳市規(guī)劃和國(guó)土資源委員會(huì)（市海洋局）主辦，深圳市龍華區(qū)深圳北站商務(wù)中心區(qū)規(guī)劃建設(shè)指揮部辦公室、深圳市規(guī)劃和國(guó)土資源委員會(huì)龍華管理局、深圳市龍華區(qū)政府投資工程項(xiàng)目前期工作辦公室承辦。
The Competition of the Urban Design and Conceptual Architectural Design for Luhu Scientific and Technological Culture Area of Longhua District, Shenzhen is organized by the People’s Government of Longhua District, Shenzhen and the Urban Planning, Land & Resources Commission of Shenzhen Municipality (Municipality Oceanic Administration of Shenzhen), and undertaken by Shenzhen North Station CBD Planning and Construction Office of Longhua District, Shenzhen, Longhua Administration of the Urban Planning, Land & Resources Commission of Shenzhen Municipality, and the Government Invested Project Preliminary Work Office of Longhua District, Shenzhen.
項(xiàng)目旨在高起點(diǎn)、高標(biāo)準(zhǔn)建設(shè)國(guó)際先進(jìn)的龍華區(qū)科技文化服務(wù)中心,面向世界征集鷺湖公共建筑群片區(qū)城市設(shè)計(jì)方案，以及片區(qū)內(nèi)公共建筑（群）的概念建筑設(shè)計(jì)方案。
It’s aimed to collect urban design schemes globally for the Scientific and Technological Culture Service Center of Longhua District, as well as conceptual architectural design schemes for public buildings (group) in the area, for building an internationally advanced scientific and technological culture service center for Longhua with a high starting point and high standard.
為讓有意向的設(shè)計(jì)機(jī)構(gòu)提前準(zhǔn)備相關(guān)報(bào)名工作，現(xiàn)將有關(guān)信息預(yù)告如下：
In order to make the design firms that are interested in this project to make preparation for its registration in advance, the relevant information is foreshown as follows:
（一）項(xiàng)目背景 Project Background
《深圳市龍華新區(qū)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十三個(gè)五年規(guī)劃綱要》中明確提出龍華區(qū)發(fā)展建設(shè)目標(biāo)是成為“深圳北中心、現(xiàn)代化國(guó)際化創(chuàng)新型中軸新城；創(chuàng)新引領(lǐng)的活力強(qiáng)區(qū)、高端制造的產(chǎn)業(yè)大區(qū)、綠色生態(tài)的宜居城區(qū)、民生幸福的和諧新區(qū)”。
The 13th Five-Year Plan for National Economic and Social Development of Longhua New District, Shenzhen clearly puts forward that the development and construction goals of Longhua District are to become “a northern center of Shenzhen and modern international innovative axis new city； innovation-led district with strong vitality, a big district for high-end manufacturing industry, a green and ecological livable city and a harmonious new district with happy people’s livelihood”.
為實(shí)現(xiàn)區(qū)發(fā)展目標(biāo)，龍華區(qū)提出六大重點(diǎn)發(fā)展片區(qū)作為新時(shí)期承擔(dān)城市和區(qū)域重要服務(wù)功能的經(jīng)濟(jì)增長(zhǎng)極。鷺湖科技文化片區(qū)作為龍華六大重點(diǎn)發(fā)展片區(qū)之一，是以公共服務(wù)、科技研發(fā)為核心功能的龍華區(qū)科技引領(lǐng)、文化服務(wù)的輻射源。龍華區(qū)一屆一次黨代會(huì)提出，為進(jìn)一步著力提升城市品位，打造現(xiàn)代宜居生態(tài)區(qū)，應(yīng)力塑城市名片，讓城市風(fēng)貌更具特色，強(qiáng)調(diào)鷺湖科技文化片區(qū)要突出科技文化服務(wù)功能，建設(shè)成為輻射深圳北部及周邊城市的區(qū)域性科技文化中心。
In order to achieve the district’s development goals, Longhua District puts forward six key development areas as economic growth poles to undertake important urban and regional service functions in the new era. Luhu Scientific and Technological Culture Area, as one of six key development areas in Longhua, is the source of radiation for scientific and technological guide and cultural service in Longhua District by taking public services and sci-tech R&D as the core functions. In the First Congress of Party Representatives of Longhua District it proposed that a city card shall be shaped and the city scenes be more characteristic in order to make efforts to promote urban quality and create modern livable eco-regions； it also stressed that Luhu Scientific and Technological Culture Area shall highlight its scientific and technological culture service function and be built into a regional scientific and technological service center radiating its influence on the north of Shenzhen and surrounding cities.

（二）競(jìng)賽目標(biāo) Competition Goal
本次競(jìng)賽聚焦鷺湖科技文化片區(qū)的公共服務(wù)功能，旨在打造高品質(zhì)、地標(biāo)性、具有集群效益的公共建筑群，實(shí)現(xiàn)輻射深圳北部及周邊城市的區(qū)域性科技文化服務(wù)中心的發(fā)展定位。
The competition focus the public services functions of Luhu Scientific and Technological Culture Area, with an aim to create a high-quality public building group as the area’s landmark and with cluster efficiency, to fulfill its development goal as a regional scientific and technological service center radiating its influence on the north of Shenzhen and surrounding cities.
（三）競(jìng)賽內(nèi)容 Competition Content
本次競(jìng)賽內(nèi)容分為鷺湖公共建筑群片區(qū)城市設(shè)計(jì)及概念建筑方案設(shè)計(jì)兩部分：
The competition content consisted of two parts: urban design and conceptual architectural design of Luhu public building group area:
1. 片區(qū)城市設(shè)計(jì)內(nèi)容 Urban Design
城市設(shè)計(jì)競(jìng)賽內(nèi)容是對(duì)鷺湖公共建筑群片區(qū)內(nèi)的公共建筑群及其周邊公共空間進(jìn)行整體城市設(shè)計(jì)，主要內(nèi)容包括：梳理研究片區(qū)現(xiàn)狀資源及周邊環(huán)境、規(guī)劃設(shè)計(jì)整體空間結(jié)構(gòu)及形象，組織構(gòu)建鷺湖公共建筑群片區(qū)公共空間系統(tǒng)、綠地景觀系統(tǒng)、交通與慢行系統(tǒng)、地下空間系統(tǒng)等，同時(shí)提出建設(shè)片區(qū)海綿城市、智慧城市的建設(shè)指引以及方案實(shí)施導(dǎo)則。
The urban design is to carry out overall urban design on the public building group and its surrounding public space within Luhu public building group area, whose main content includes: sorting out and researching the existing resources in the area and its surroundings, planning and designing overall spatial structure and image, organizing and building public space system, green space landscape system, traffic and slow traffic system and underground space system in Luhu public building group area； at the same time, putting forward the specific guidance for building sponge city and smart city in the area and overall scheme implementation guidelines.
2. 概念建筑方案設(shè)計(jì)內(nèi)容 Conceptual Architectural Design
概念建筑方案設(shè)計(jì)競(jìng)賽內(nèi)容是基于城市設(shè)計(jì)研究，對(duì)A公共建筑群（圖書館、群藝館、大劇院）、B公共建筑（群）（綜合服務(wù)中心Ⅰ），以及C公共建筑（群）（科技館）進(jìn)行概念建筑方案設(shè)計(jì)，主要內(nèi)容包括：研究分析建筑特征及與周邊環(huán)境關(guān)系；依據(jù)地形條件及使用單位需求，優(yōu)化提出合理的建筑功能指標(biāo)；結(jié)合前期研究及綠色建筑標(biāo)準(zhǔn)，規(guī)劃設(shè)計(jì)各類建筑功能布局、建筑（群）形象以及重要節(jié)點(diǎn)，組織構(gòu)建建筑內(nèi)部交通流線以及各類建筑之間的交通流線；并提出現(xiàn)代、科學(xué)、合理的公共建筑運(yùn)營(yíng)模式建議。
The conceptual architectural design is, based on urban design research, to conduct conceptual architectural scheme design on A public building group (library, public art center and grand theater), B public building (group) (Comprehensive Service Center I), and C public building (group) (science and technology museum)； its main content includes: researching and analyzing the characteristics of the buildings and the surroundings； based on terrain condition and the requirements of building users, optimizing and putting forward reasonable building function indexes； combined with preliminary research and the green building standards, planning and designing all kinds of architectural function layouts, architectural images as well as important nodes, organizing and building traffic streamlines inside the buildings and between the buildings； and offering proposals on modern, scientific and reasonable public building operation mode.
設(shè)計(jì)范圍圖 Design Scope
（四）報(bào)名要求 Registration Requirements
本次競(jìng)賽活動(dòng)中，單獨(dú)報(bào)名的設(shè)計(jì)機(jī)構(gòu)應(yīng)具備工程設(shè)計(jì)綜合甲級(jí)或建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)；以聯(lián)合體形式報(bào)名的設(shè)計(jì)機(jī)構(gòu)至少應(yīng)有一方具備工程設(shè)計(jì)綜合甲級(jí)或建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)。
In this competition, the design firms that apply for the competition independently shall have the Engineering Design Integrated Qualification Class-A or Construction Industry (Architectural Engineering) Qualification Class-A； for those who apply for the competition as a consortium, at least one party shall have Engineering Design Integrated Qualification Class-A or Construction Industry (Architectural Engineering) Qualification Class-A.
有意向參與的設(shè)計(jì)機(jī)構(gòu)需在正式公告中的截止日期前提交報(bào)名文件進(jìn)行報(bào)名。報(bào)名文件包含商務(wù)文件和概念提案兩部分。
Any design firm that is interested in participating in the competition shall submit registration documents for registration prior to the deadline stipulated in the official announcement. Registration documents include two parts: the commercial documents and conceptual proposal.
1.商務(wù)文件Commercial documents：
1）資質(zhì)性文件，包括公司簡(jiǎn)介、工商注冊(cè)文件和資質(zhì)證書等資料；
Qualification documents, including company profile, industrial and commercial registration documents and qualification certificates, etc.；
2）承接過的同類型設(shè)計(jì)項(xiàng)目證明資料，包括項(xiàng)目介紹、項(xiàng)目完成情況、項(xiàng)目證明圖片和獲獎(jiǎng)證明材料等資料；
Evidentiary materials for undertaking the same type of design projects, including project introduction, project completion situation, images proving the projects and evidentiary materials for winning awards, etc；
3）擬承擔(dān)本項(xiàng)目的團(tuán)隊(duì)成員資料，包括團(tuán)隊(duì)成員名單、團(tuán)隊(duì)成員簡(jiǎn)歷及首席設(shè)計(jì)師主導(dǎo)過的同類型項(xiàng)目證明材料等資料。
Information of team members planning to undertake the project, including the list of team members, resume of team members and evidentiary materials for the same type of projects dominated by the chief designer, etc.
2. 概念提案 Concept Proposal：
概念提案主要闡述對(duì)鷺湖公共建筑群項(xiàng)目的理解、鷺湖公共建筑群片區(qū)特色及資源分析、城市設(shè)計(jì)方案構(gòu)思及概念建筑方案設(shè)計(jì)構(gòu)思等（深度不做限定）。
The Conceptual proposal is mainly to elaborate the understanding of Luhu public building group project, its characteristics and resource analysis on Luhu public building group area, urban design concept and architectural design concept, etc. (without the limit of depth).
篇幅須控制在A3紙15頁(yè)以內(nèi)，以清晰表達(dá)設(shè)計(jì)概念為原則，能讓評(píng)委準(zhǔn)確獲取核心設(shè)計(jì)意圖。
The length shall be controlled within 15 pages in A3-sized by taking clear expression of design concept as the principle so that the judges can correctly understand the main design concept.
（五）預(yù)報(bào)名方式 Pre-registration
有意向報(bào)名的設(shè)計(jì)機(jī)構(gòu)即日起可填寫預(yù)報(bào)名信息表（詳見附件）并發(fā)送至本次競(jìng)賽組織郵箱（luhu2017@qq.com）進(jìn)行預(yù)報(bào)名，以便我們及時(shí)通知項(xiàng)目進(jìn)展。
The design firms that are interested in this project can fill in the Pre-Registration Information Table (see the appendix for details) from now on and send it to luhu2017@qq.com for pre-registration, so that we can inform you of the project progress timely.
