Pre-announcement of the International Consultation on the Masterplanning and Conceptual Planning of the Space Science and Technology Theme Park
近年來，航天科技類企業(yè)逐漸在深圳落戶并發(fā)展壯大，企業(yè)及廣大市民對太空科技的關(guān)注度越來越高。在此背景下，寶安區(qū)委區(qū)政府?dāng)M以亞太高通量寬帶衛(wèi)星通信系統(tǒng)項目建設(shè)為契機，建設(shè)“太空科技主題公園”，推動太空科技科普教育工作。
In recent years, the enterprises in the area of aerospace science and technology have gradually been set up, grown and thrived in Shenzhen. Shenzhen enterprises, as well as the citizens, have paid more and more attention on the space science and technology. Under this background, Bao’an District Committee and Government have planned to take the project construction of the Asia-Pacific high throughput broadband satellite communication system as an opportunity, to build up a Space Science and Technology Theme Park, and to promote the science popularization and education of space technology and science.
為推進“太空科技主題公園”的規(guī)劃建設(shè)工作，擬由深圳市寶安區(qū)人民政府主辦，深圳市寶安區(qū)科技創(chuàng)新局與深圳市規(guī)劃和國土資源委員會寶安管理局聯(lián)合承辦，組織“太空科技主題公園總體策劃及概念性規(guī)劃國際咨詢”。
In order to promote the planning and construction of the Space Science and Technology Theme Park, the International Consultation on Masterplanning and Conceptual Planning of the Space Science and Technology Theme Park will be organized by the People’s Government of Bao’an District, Shenzhen and jointly undertaken by the Science and Technology Innovation Bureau of Bao’an District, Shenzhen, and Bao’an Administration of the Urban Planning, Land and Resources Commission of Shenzhen Municipality.
因項目時間緊、任務(wù)急，為讓有意向的設(shè)計機構(gòu)提前準備報名相關(guān)工作，現(xiàn)將有關(guān)信息預(yù)告如下：
Due to the schedule being tight and task being urgent, we hereby pre-announce relevant information as follows for convenience of those design firms who are interested in participating in this International Consultation:
1.工作目標 Working Goal
本次國際咨詢旨在面向全球引進高水平的策劃和規(guī)劃設(shè)計力量。希望各團隊根據(jù)目前太空科技的發(fā)展現(xiàn)狀、趨勢及羅田森林公園資源情況和太空科技科普教育的需求，通過策劃研究確定“太空科技主題公園”的定位、發(fā)展方向、戰(zhàn)略目標和具體項目，并通過專業(yè)規(guī)劃設(shè)計進行合理分區(qū)布局，為“太空科技主題公園”描繪美好藍圖。
The International Consultation is to attract global high-level planning and design teams into this project. It’s hoped that each team can determine the positioning, development trend, strategic goals, and specific items for the Space Science and Technology Theme Park through planning and research, and draw up a rational layout through professional planning and design, to draft it a beautiful blueprint, based on the development status, trend of space science and technology, the resources of Luotian Forest Park and the demand of science popularization and education of space technology and science.
2.規(guī)劃設(shè)計范圍 Planning and Design Scope
本次國際咨詢以廣東羅田森林公園為界，項目位于深圳市寶安區(qū)松崗街道北部羅田林場內(nèi)，地處深圳市與東莞市交界處，總面積為460.73hm2。森林公園分為兩個片區(qū)，其中：東南片區(qū)與東莞市樟木頭林場、深圳市公明街道、松崗街道羅田水庫、羅田居委會相鄰，面積為407.7hm2；西北片區(qū)與東莞市長安鎮(zhèn)大嶺山、深圳市松崗街道羅田水庫、燕川村、龍大高速公路相鄰，面積為53.03hm2。
The International Consultation is bounded by Guangdong Luotian Forest Park. It is within Luotian Forest Farm, north of Songgang Street District, Bao’an District, Shenzhen, and located in the border of Shenzhen and Dongguan, with an overall area of 460.73hm2. The forest park is divided into two areas, among which, the southeast area is adjacent to Zhangmutou Forest Farm of Dongguang, Gongming Street District of Shenzhen, Luotian Reservoir of Songgang Street Distrcit and Luotian Residential Committee, with an area of 407.7hm2, while the northwest area is adjacent to Dalingshan of Changan Town, Dongguan, Luotian Reservoir, Yanchuan Village and Longhua-Dalingshan Highway of Songgang Street District, Shenzhen, with an area of 53.03hm2.
3.咨詢內(nèi)容 Consultant Content
咨詢內(nèi)容包括總體策劃和概念規(guī)劃。
The consultant content will include the masterplanning and conceptual planning.
4.工作階段和時間 Working Stages & Schedule
本次國際咨詢活動工作周期分為“報名篩選+正式咨詢+成果整合階段”三個階段進行：
The International Consultation will be divided into three stages, namely “Registration & Qualification + Official Consultation + Integration of Deliverables”.
4.1第一階段：報名篩選（2016年11月） Stage 1: Registration & Qualification (November, 2016)
本階段將采取公開報名、擇優(yōu)篩選的方式，報名截止后，主辦單位將邀請專家組建專家評審委員會對設(shè)計機構(gòu)提交的報名文件（包括項目經(jīng)驗和團隊構(gòu)成等）進行評選，擇優(yōu)選取4家設(shè)計機構(gòu)發(fā)出《編制正式規(guī)劃成果邀請函》。
This stage will be applied for its organization with open registration and preferential selection. After the registration, the Organizer will invite experts to constitute the Jury Panel that will carry out review on the application documents (including project experiences and team composition and etc.) submitted by design firms. Then four design firms will be shortlisted and issued with the Invitation to Formulate the Design Scheme.
4.2第二階段：正式咨詢（2016年12月-2017年1月中旬） Stage 2: Official Consultation (December, 2016 - Mid-January, 2017)
入圍機構(gòu)開展總體策劃和概念規(guī)劃的編制，由專家評審委員會對提交的成果進行評審，確定2個優(yōu)勝方案，再由區(qū)政府組織定標委員會確定第一名。
The shortlisted design firms will start formulating the masterplan and conceptual plan. The Jury Panel will evaluate those submitted design deliverables and select two winning schemes, and the District Government will set up a bidding committee to decide the first-prize winner from these two schemes.
4.3第三階段：整合深化（約1個月） Stage 3: Integration and Deepening (About 1 Mouth)
優(yōu)勝機構(gòu)根據(jù)專家意見和區(qū)委區(qū)政府工作要求，對總體策劃和概念規(guī)劃成果進行深化整合，形成最終成果，同時負責(zé)組織開展整合工作坊和公眾展示。
According to the experts’ advice and the working requirements of Bao’an District Committee and Government, the first-prize winner shall carry out integration and deepening on those 4 masterplans and conceptual plans to form the final scheme； meanwhile, he shall be in charge of organizing a workshop and the public display of the final planning scheme.
5.報名要求 Registration Requirements
本次國際咨詢活動重在引入具有科技類主題公園的策劃和規(guī)劃經(jīng)驗的設(shè)計機構(gòu)和專門團隊，有相關(guān)經(jīng)驗的設(shè)計機構(gòu)均可報名。歡迎規(guī)劃、策劃、景觀和市政等各專業(yè)的境內(nèi)外設(shè)計機構(gòu)組建聯(lián)合體參加。本次國際咨詢不接受個人名義報名。
The International Consultation will focus on introducing design firms and professional teams with experience in planning and design of science theme parks. All the design firms with related experiences can register. It’s warmly welcomed that those international and local design firms from areas of urban planning, event planning, landscape and municipal engineering, etc., work as a consortium to participate in. But personal registration isn’t accepted in this International Consultation.
有意向參與本次國際咨詢的設(shè)計機構(gòu)需在正式公告中的截止日期前提交報名文件進行報名。報名文件主要包括：
The design firms who are interested in participating in this International Consultation shall submit the application documents to apply for it by the registration deadline set in its official registration announcement. The application documents will mainly include:
1）資質(zhì)性文件，包括公司簡介、工商注冊文件和資質(zhì)證書等資料；
Qualification documents, including company profile, business licenses, and qualification papers, etc；
2）承接過的同類型規(guī)劃設(shè)計項目證明資料，包括項目介紹、項目完成情況和項目證明圖片等資料；
Portfolio about similar planning and design projects, include project introduction, project status, project photos and other documents；
3）擬承擔(dān)本項目的團隊成員資料，包括團隊成員名單、團隊成員簡歷及首席設(shè)計師主導(dǎo)過的同類型項目證明材料等資料。
Information about the project team, including the name list of project team members, CVs of the team members, and portfolio about similar projects presided by the chief designer, etc.
6.費用和任務(wù)要求 Fees and Task Requirements
本次國際咨詢活動的具體內(nèi)容和相關(guān)費用設(shè)置等事項以后續(xù)發(fā)布的正式咨詢公告、工作規(guī)則和技術(shù)任務(wù)書為準。屆時，主辦單位將在寶安區(qū)政府在線、深圳市規(guī)劃和國土資源委員會官方網(wǎng)站、深圳市城市設(shè)計促進中心官方網(wǎng)站等網(wǎng)站發(fā)布本次國際咨詢活動的正式公告。
The specific content, related design fees and other items of the International Consultation are subject to the official announcement, working rules and design brief issued later. By the time, the Organizer will issue the official announcement of this International Consultation on the official websites of Bao’an District Government, the Urban Planning, Land and Resources Commission of Shenzhen Municipality and Shenzhen Urban Design Center and etc.
鑒于項目時間緊張，請有意向參與的單位提前準備，并盡早將單位簡介和聯(lián)系方式發(fā)至主辦單位郵箱（luotian@benecus.com）進行預(yù)報名。項目具體情況，以正式公告為準。
For the tight project schedule, the design firms, who are interested in participating in this project, please prepare in advance and send the company profile and contact means to pre-register by luotian@benecus.com as soon as possible. The specific conditions of this project are subject to the official announcement.
