“長(zhǎng)春凈月潭大飯店”征集設(shè)計(jì)單位邀請(qǐng)函
|
長(zhǎng)春凈月旅游經(jīng)濟(jì)開(kāi)發(fā)區(qū)于1995年8月經(jīng)市委、市政府批準(zhǔn)成立，同年10月被省政府批準(zhǔn)為省級(jí)開(kāi)發(fā)區(qū)，2000年初與長(zhǎng)春市旅游局合并，實(shí)行一套機(jī)構(gòu)兩塊牌子。凈月潭旅游經(jīng)濟(jì)開(kāi)發(fā)區(qū)行政轄區(qū)范圍內(nèi)總用地為370.4平方公里，其中國(guó)家級(jí)風(fēng)景名勝區(qū)45.65平方公里，省級(jí)旅游度假區(qū)5.5平方公里，耕地118平方公里，建成區(qū)面積約7平方公里。
在過(guò)去的20年，隨著中國(guó)經(jīng)濟(jì)持續(xù)快速發(fā)展，中國(guó)旅游產(chǎn)業(yè)有了長(zhǎng)足的發(fā)展，現(xiàn)已躋身于世界旅游大國(guó)之列，躍居亞洲旅游大國(guó)之首。旅游產(chǎn)業(yè)已經(jīng)被國(guó)務(wù)院確定為國(guó)民經(jīng)濟(jì)發(fā)展的新增長(zhǎng)點(diǎn)，它在帶動(dòng)相關(guān)產(chǎn)業(yè)發(fā)展，擴(kuò)大開(kāi)放，促進(jìn)就業(yè)，平衡發(fā)展區(qū)域經(jīng)濟(jì)以及提高人民生活質(zhì)量和素質(zhì)等方面發(fā)揮了越來(lái)越重要的作用。在全國(guó)旅游高速發(fā)展的大形勢(shì)下，長(zhǎng)春的旅游業(yè)逐步升溫。特別是凈月潭旅游項(xiàng)目吸引了國(guó)內(nèi)外廣大游客。如瓦薩滑雪節(jié)、長(zhǎng)影世紀(jì)城以及2年內(nèi)即將落成的長(zhǎng)春國(guó)際農(nóng)業(yè)展覽中心及長(zhǎng)春文化園。同時(shí)，在長(zhǎng)舉辦的各級(jí)別國(guó)內(nèi)、國(guó)際會(huì)議不斷增多，因此，在凈月潭區(qū)域內(nèi)有必要建設(shè)一個(gè)多功能、高水平、高品質(zhì)的接待場(chǎng)所。
長(zhǎng)春市政府為了進(jìn)一步促進(jìn)凈月潭旅游產(chǎn)業(yè)的發(fā)展，提出在長(zhǎng)春市凈月潭國(guó)家森林公園內(nèi)建設(shè)白金五星級(jí)旅游會(huì)議大飯店以適應(yīng)市場(chǎng)需要，提升吉林省旅游產(chǎn)業(yè)的整體水平，同時(shí)拉動(dòng)長(zhǎng)春市旅游經(jīng)濟(jì)的發(fā)展，在取得經(jīng)濟(jì)效益的同時(shí)也取得了社會(huì)效益，能夠形成企業(yè)、產(chǎn)業(yè)、政府、社會(huì)等多方共贏的局面。
長(zhǎng)春市凈月潭國(guó)家森林公園，位于長(zhǎng)春市東南部，東經(jīng)125度21分，北緯45度52分，地處東北地區(qū)東部山地的松嫩平原的東緣，屬長(zhǎng)白山余脈的低山丘陵帶地，海拔一般在220一406米，主要地貌類型有丘陵山地、河漫灘、階地和洪積臺(tái)地，凈月潭國(guó)家森林公園為國(guó)家4A級(jí)重點(diǎn)風(fēng)景名勝區(qū)，是馳名中外的森林氧吧。森林公園內(nèi)植物550種；脊椎動(dòng)物82種，其中鳥(niǎo)類65種；無(wú)脊椎動(dòng)物及昆蟲(chóng)461種。
本項(xiàng)目位于長(zhǎng)春市凈月潭旅游經(jīng)濟(jì)開(kāi)發(fā)區(qū)國(guó)家森林公園內(nèi)，占地面積6.02萬(wàn)平方米，西低東高，相對(duì)高差約48米，總建設(shè)規(guī)模約5萬(wàn)平方米，包括賓館、度假別墅、會(huì)議中心等，總投資約8億人民幣。要建設(shè)成為國(guó)內(nèi)一流、國(guó)際知名的集旅游、會(huì)議、度假、休閑、康體、娛樂(lè)為一體的白金五星級(jí)旅游會(huì)議度假賓館，項(xiàng)目一期計(jì)劃建設(shè)4萬(wàn)平方米，建設(shè)賓館及會(huì)議中心，總投資約6億人民幣，計(jì)劃2006年10月開(kāi)工建設(shè)，2008年投入使用。
根據(jù)長(zhǎng)春市政府的決定，由長(zhǎng)春中信鴻泰置業(yè)有限公司承擔(dān)本項(xiàng)目的建設(shè)。為獲得先進(jìn)的規(guī)劃、建筑設(shè)計(jì)理念和高質(zhì)量的設(shè)計(jì)成果，同時(shí)確保方案征集工作的公平、公正、公開(kāi)，本次網(wǎng)上公開(kāi)征集設(shè)計(jì)單位，并計(jì)劃將于五月至六月份組織長(zhǎng)春凈月潭大飯店設(shè)計(jì)方案征集，根據(jù)報(bào)名單位的工程業(yè)績(jī)、相關(guān)工程的設(shè)計(jì)經(jīng)驗(yàn)及能力，我們將從報(bào)名單位中選擇具有五星級(jí)度假賓館設(shè)計(jì)經(jīng)驗(yàn)和相應(yīng)設(shè)計(jì)資質(zhì)的設(shè)計(jì)單位參加。對(duì)于未選定的報(bào)名者，以信函（傳真、電子郵件等）方式告知選定結(jié)果。
報(bào)名條件：
報(bào)名的設(shè)計(jì)公司應(yīng)具備大型規(guī)模的風(fēng)景區(qū)旅游會(huì)議度假酒店及地產(chǎn)項(xiàng)目總體規(guī)劃經(jīng)驗(yàn)及相關(guān)工程業(yè)績(jī)。
報(bào)名截止日期為2006年5月15日，報(bào)名單位報(bào)名時(shí)提交的材料應(yīng)在截止時(shí)間前送達(dá)。有關(guān)材料包括單位報(bào)名表及單位設(shè)計(jì)組領(lǐng)銜專家資質(zhì)和業(yè)績(jī)簡(jiǎn)介表（專業(yè)領(lǐng)域必須包括城市規(guī)劃、城市設(shè)計(jì)、景觀設(shè)計(jì)、酒店設(shè)計(jì)、交通規(guī)劃等方面），可通過(guò)郵寄、傳真或電子郵件等形式報(bào)送。

INVITATION LETTER FOR DESIGN ORGANIZATION
Changchun Jingyue Tourism Economy Development Zone was approved by Changchun City Economy Committee and Changchun City People’s Government and established in Aug. 1995. It was approved as development zone of provincial level in Oct. 1995. It merged with Changchun City Tourism Bureau in early 2000. Since then, it has been exercising the mode of one organization with two titles. The total land area is 370.4 km2, including a national scenic area of 45.65 km2, provincial tourism and vacation area of 5.5 km2, infield of 118 km2, built up area of about 7 km2, in the administrative jurisdiction of the development zone.
In the past 20 years, with the successively fast economic development of China, domestic tourism industry has quite great progress and has become one of the largest tourism countries in the world and taken the first place of that of Asia. Tourism industry has been approved the new point of national economy growth and plays more and more important role on spurring on the development of relevant industries, expanding opening wider to the world, boosting employment, balancing regional economic development to improve the quality and accomplishment of people’s life. Under the circumstances of high speed development of tourism in the whole country, it is gradually warming up in Changchun, especially the tourism projects of Jingyuetan Lake which has attracted vast tourists from home and abroad, such as, Vasaloppet, Changying Century Garden and the Changchun International Agriculture Exhibition Center and Changchun Cultural Garden that are going to be completed in 2 years. At the same time, the number of domestic and international conferences of various levels held in Changchun is constantly increasing. Therefore, it is necessary to construct a reception place of multi-functions, high level and quality in Jingyuetan area.
In order to further accelerate the tourism industry development of Jingyuetan Lake, Changchun City Government proposes to construct a super five-star tourism and conference restaurant in Changchun Jingyuetan National Forest Park to adapt to the market demand and improve the whole level of tourism industry in Jilin Province. At the same time, it can drive the development of tourism economy in Changchun City, which will achieve both economic and social benefits at the same time and form the all-win situation of enterprises, industry, government and the society etc.
Changchun Jingyuetan National Forest Park lies in the southeast of Changchun City, at east longitude 125°21′, north latitude 45°52′, east boundary of Songnen Plain on east mountainous region of northeast area belonging to low mountain and foothill of extended Changbai Mountain of average altitude 220 to 406 meters. Its main landforms include knaps, hilly country, flood land, terrace and diluvial mesa. Jingyuetan National Park is a national Class 4A key scenic spot and forest oxygen bar well-known at home and abroad. There are 550 species of plants, 82 species of vertebrates including 65 species of birds, 461 species of invertebrates and insects in the park.
This project is located in the National Forest Park of Changchun Jingyuetan Tourism Economy Development Zone with land area 60,200 m2. It is low on the west and high on the east, of which the comparative difference of height is about 48 meters. The total construction scale is about 50,000 m2, including hotels, vacation villas, a conference center etc, of which the total investment is about eight hundred million RMB Yuan. It is going to be contrasted into a domestically first class super five-star restaurant for tourism and conference combining tourism, conference, vacation, recreation, body-strengthening and amusement, which is also known to the world. It is planned to construct 40,000 m2, including the construction of the hotel and conference center, in the first stage of the project with total investment of about six hundred million RMB Yuan. The construction is planned to start in Oct. 2006 and put into use in 2008.
According to the decision of Changchun City Government, Changchun Zhongxin Hongtai Construction Co., Ltd. undertakes the construction of this project. In order to obtain advanced plan, building design concept and design results of high quality and guarantee the fairness, openness and publicity of plan recruitment, it publicly recruits the design organizations online and plans to organize the recruitment of design plan of Chagnchun Jingyuetan Restaurant in April to May. We will select design organizations, which have the design experience and relevant qualifications, to attend the work according to the applicants’ engineering achievements, relevant design experience and abilities. We will inform those that are not selected with the election results in form of letters, faxes, e-mails etc.
Conditions for Application:
Applicant design companies shall have the experience and relevant project achievements of large scale scenic spot restaurant for tourism, conference and vacation and overall plan of local projects.
The deadline of application is May 15, 2006. The application materials submitted shall be delivered before the deadline. Relevant materials include application forms, the qualification and achievements introduction of leading experts of the design team (the specialty fields must include urban plan, urban design, scenic design, restaurant design, traffic plan etc.). These materials can be delivered by mail or in form of fax or e-mail etc.
