江蘇省宿遷市規(guī)劃方案國際競賽征集公告
|
淮北明珠——宿遷市位于江蘇省北部，是淮海經濟區(qū)新興的中心城市，全國著名的名酒之鄉(xiāng)、水產之鄉(xiāng)和意楊之鄉(xiāng)。為引進國際先進城市規(guī)劃理念，進一步找準城市定位，優(yōu)化城市格局，提升城市功能，塑造城市特色，宿遷市人民政府決定開展城市發(fā)展概念性規(guī)劃方案國際征集工作�，F(xiàn)將有關事宜公告如下：
一、征集內容
（一）城市發(fā)展概念性規(guī)劃。北至新沂河、駱馬湖一線，東至洋河、順河一線，南至徐宿淮鹽高速，西至皂河、蔡集、耿車一線，總面積約530平方公里。
（二）湖濱新城概念性規(guī)劃及重點地段城市設計。北至新沂河南岸、東至新宿新公路、南至運河北岸和老宿沭公路一線、西至駱馬湖（含湖面），總面積約 81平方公里（不包括湖面面積）。重點地段（如核心區(qū)或環(huán)駱馬湖濱水地區(qū)）的城市設計面積不少于5平方公里。
（三）古黃河風光帶景觀規(guī)劃及重要地段詳細規(guī)劃。規(guī)劃用地范圍：西起十支渠，南至船行干渠，總長約18.6公里，沿河兩側用地平均進深約600米，總面積約25平方公里。重點研究范圍南至南環(huán)路，西至西環(huán)路，面積約9平方公里。重要地段或節(jié)點詳細規(guī)劃面積不少于3平方公里。
二、征集單位：宿遷市規(guī)劃局。
三、報名條件：境外一流規(guī)劃設計機構；國內甲級規(guī)劃設計單位（具備與境外設計機構合作的背景）。
四、報名原則：原則上同一單位只能報名參加一個項目的方案征集
五、報名需提交的資料
1、設計單位基本情況（資質證書與營業(yè)執(zhí)照副本）；
2、單位主要業(yè)績（作品集）；
3、對本項目的認識及技術路線；
4、項目組成員、項目負責人資歷及主要業(yè)績；
5、對組織工作的要求。
6、資格預審表（附后）
六、資質審查
征集單位將在符合報名條件的單位中，選擇15家進行方案征集（每個項目5家），并于2006年4月底前發(fā)出征集邀請函；未入選單位恕不另行通知。
七、征集工作安排
1、2006年4月中旬確定方案征集單位名單，并發(fā)出邀請函。
2、2006年5月上旬召開規(guī)劃方案征集發(fā)布會。簽訂合同，發(fā)放征集文件，進行現(xiàn)場踏勘和答疑。
3、2006年6月上旬召開征集方案中期成果匯報會，對設計進度與設計方向進行檢查。
4、2006年8月中旬對應征方案進行評選。
八、相關經費
1、征集單位對通過初步驗收的方案按如下標準支付方案費：
①城市發(fā)展概念性規(guī)劃第一名至第五名方案費支付標準分別為18萬美金、10萬美金、8萬美金、7萬美金和5萬美金（總計48萬美金）。
②濱湖新城與古黃河規(guī)劃第一名至第五名方案費支付標準分別為16萬美金、9萬美金、7萬美金、6萬美金和5萬美金。（總計43×2=86萬美金）。方案費按結算日匯率折合人民幣結算。
2、方案的知識產權歸征集單位所有。
3、對設計方向發(fā)生較大偏離或與設計任務書要求相差較大，未能通過成果初步驗收的方案不支付方案費，只給予1萬美金的成本補償。

Bulletin of Worldwide Plan Proposal Collections of Suqian, Jiangsu
Suqian, A Bright Pearl on the north bank of Huai River, the rising center city of the Huaihai economic zone and the east bridgehead of Euro-Asian continent, which is located on north Jiangsu province, and national-widely famous for its wine, aquatic product and black (Italian) poplar.
In order to seek urban plans that fix an exact city orientation, pattern optimizing, function upgrading and highlight its unique natural and cultural characteristics, the people’s government of Suqian determines to conduct the worldwide proposal collections. Details concerned are listed as follows:
I, Consultancy contents
i, city conceptual development plan
The site is located on the area where Xinyi River and Luoma Lake bank on north, Yanghe River and Shunhe River on east, Xuzhou-Suqian-Huai’an Toll way on south, Zaohe River, Caiji, Gengche on west, the total area is 530 sqk㎡.
ii, conceptual plan of new town’s waterfront area and city design of key sections
The site is located on the area where south Xinzhe rive bank on north, Xinshu toll way (or freeway or road) on east, north canal bank and old sushu road on south and Luoma lake (including the area of the lake water surface) on west.
The total area is 81 sqk㎡ (excluding the area of the lake water surface). The designed areas for the key sections of the areas, (such as CBD, waterfront area surround Luoma lake) are not less than 5sqk㎡.
iii, Landscape Plan and detailed design of key sections of the ancient Yellow River sightseeing belt
The belt with average width of 600m and total length of 18.6 km, which is located on the riversides where the Shizhi trench bank on west, Chuanxing Main trench on south, and the total area is about 25 sqk㎡. The key area for research is located where Xihuan Road bank on west, Nanhuan Road on south, with a total area of 9 sqk㎡. The detailed design area of key sections or nodes should be not less than 3 sqk㎡.
II, Sponsor: Suqian Municipal Plan Bureau
III, Quality Requirements:
Any organizations in China that have the plan and design qualification of A level and relevant experiences of cooperating with foreign firms will be preferred, and oversea organizations with equivalent level are welcomed to participate in this activity.
IV, Regulations:
One firm is merely permitted in one project which they participate principally.
V, Entry Requirements
i, Brief information of the Applicant Firm or Co-joint Design Firm including the certificate Class of Design Practice and a script of license issued.
ii, a portfolio of projects
iii, comprehensions and technical ideas of the applicant project
iv, the project manager and main designers should have professional experiences of similar projects.
v, Request to the organizer
vi, Applicant form (appendix)
VI, Qualification examination
15 qualified companies will be selected and 5 companies for each project respectively, correspondingly invitation letters will be sent before Apr. 2006. But the unqualified will not be informed.
VII, Schedule
i, Ratify companies and send invitation letters in the middle of Apr. 2006.
ii, Proposal collections bulletin, sign contract, release specifications, local explorations and explanations in the first ten days of May. 2006.
iii, Mid-term report and examination of the plan progress and orientation in the first ten days of Jun. 2006
iv, Worldwide proposal collections evaluation conference in the middle of Aug. 2006
VIII, Bonus and compensation
1, Expenses will be paid to the planning firms selected for the formal consultations. The exchange rate of the bonus implemented day will be adapted.
i, City conceptual development plan
US$180,000, US$100,000, US$80,000, US$70,000 and US$ 50,000 will be paid to each firm respectively from the first prize firm to the fifth prize firm in accordance. (Subtotal US$480,000)
ii, Conceptual plan of new town’s waterfront area and city design of key sections
Landscape Plan and detailed design of key sections of the ancient Yellow River sightseeing belt:
US$160,000, US$90,000, US$70,000, US$60,000 and US$ 50,000 will be paid to each firm respectively from the first prize firm to the fifth prize firm in accordance. (Subtotal US$ 860,000)
2, All rights of the proposal deliveries will be reserved by the sponsor.
3, To those who are not qualified in the primary evaluation, and those entry firms if there are of great discrepancy between deliveries and competition specifications. Merely US$10,000 will be paid for expense cost,
