工程概況：深圳市東湖醫(yī)院為深圳市屬傳染病�？漆t(yī)院，亦為深、港、澳、珠海及深圳周邊城市唯一一所傳染病�？漆t(yī)院。SARS疫情爆發(fā)后，東湖醫(yī)院作為我市集中收治非典病人的唯一醫(yī)院，出色完成了醫(yī)療任務(wù)。為了適應(yīng)未來傳染病患者救治需要，對傳染病患者進行集中收治，嚴格隔離，進一步完善深圳市公共衛(wèi)生體系，經(jīng)市政府有關(guān)部門研究決定，另選址新建市東湖醫(yī)院，并重新命名為“深圳市第三人民醫(yī)院”。
本項目占地面積約10萬平方米，總建筑面積約7.1萬平方米（其中地下室面積約6000平方米），床位數(shù)為500張。方案設(shè)計應(yīng)本著平戰(zhàn)結(jié)合、“大�？�、小綜合”的原則，把深圳市第三人民醫(yī)院建成國內(nèi)乃至東南亞一流的綜合傳染病醫(yī)院。
項目總投資：土建資金3.9億元人民幣
工程地點：深圳市布吉李朗路
投標申請人必須具備的企業(yè)資質(zhì)條件：
1、 標投人必須是取得合法執(zhí)業(yè)資格、具有獨立法人資格的設(shè)計公司、設(shè)計事務(wù)所或設(shè)計院，且具備甲級建筑設(shè)計資質(zhì)；
2、 擁有8名及以上國家一級注冊建筑師；參加設(shè)計的項目負責(zé)人和主要專業(yè)負責(zé)人，必須具有醫(yī)院建筑設(shè)計經(jīng)驗，具備國家注冊執(zhí)業(yè)資格；
3、 近五年內(nèi)在國內(nèi)外完成過同等建筑規(guī)模（500張病床以上）醫(yī)療衛(wèi)生類建筑工程（單體建筑面積2萬平方米以上），并具備醫(yī)院建筑方案設(shè)計、初步設(shè)計、施工圖設(shè)計全過程實際經(jīng)驗；
4、 在以往招投標活動中有串通投標不良行為記錄或因涉嫌串通投標現(xiàn)正接受主管部門調(diào)查的投標申請人不被接受。
5、 境外公司必須與符合以上規(guī)定的國內(nèi)公司聯(lián)合方可參加投標。
本項目作為深圳市重大建設(shè)項目，現(xiàn)誠向全社會進行公開招標，歡迎符合條件的設(shè)計單位前來報名競標。本次招標活動將對所有報名的設(shè)計單位采取“初次篩選——實地考察——最終入圍”的方法。報名時請將企業(yè)概況、法人證明、法人授權(quán)委托書、營業(yè)執(zhí)照、單位資質(zhì)證書、單位擬配備的本項目負責(zé)人及參與人員資質(zhì)、獲獎情況等相關(guān)材料，近三年的醫(yī)院設(shè)計業(yè)績、獲獎情況及其他類建筑設(shè)計項目獲獎情況（以上材料采用復(fù)印件加蓋公司印章，A4紙裝訂成冊）以郵政快遞的方式匯至招標人。初次篩選通過資格初審評分表評分選定，屆時甲方將對通過初審的單位進行實地考察，確定最終入圍投標單位，未入圍者恕不另行通知。其他有關(guān)情況請向招標人或招標咨詢機構(gòu)咨詢，謝絕來訪。

Project Overview:
Being the only Infection Diseases Hospital of the district combined with ShenZhen, HongKong, Macao, ZhuHai and the cities near ShenZhen, ShenZhen East Lake Hospital is a Professional Infection Diseases Hospital of ShenZhen. And during the SARS spread period, the East Lake Hospital accomplished splendidly and successfully, as the only infection hospital, to accept and cure the patients. In order to meet the requirements of the future infectious diseases treatment, to cure and isolate the infectious diseases patients, and to perfect the ShenZhen Public Health System, ShenZhen government and related departments decide to construct a new building for the East Lake Hospital, and named it as “ShenZhen Third People Hospital”.
The floor space of this project is about 100,000 M2 , total construction area is about 71,000 M2 (including the base room of 6000 M2), With 500 beds. The design should be full and accurate, to make the Third People Hospital to be the first-class comprehensive Infection Diseases Hospital of domestic and even Southeast Asia.

Required Qualification of bidder:
1. Bidder must be Design Company, Design Office or Design Institute with legal operation qualification and independent Legal Representative. And possess the first class architectural qualification;
2. Have more than eight(8) national first-class registered architects. The project design manager and main professional manager must be with experiences of hospital construction design, and with the registered operation qualification;
3. Accomplished the similar Medical Health construction project (more than 500 sick beds, more than 20,000 M2 construction area of single building ) within the past five(5) years. And be with the experiences of the whole process of Hospital Construction Conceptual Desgin, Preliminary Design and Construction Drawing Design.
4. No bad records in the past bidding process or not being investigated by the executive department.
5. Oversea company must cooperate with the domestic company in accordance with the above regulations.
As the great construction project in ShenZhen, the East Lake Hospital construction project is now open to all qualified design companies for public bidding. The process of bidding is “Preliminary Screening --- Investigation on the spot --- Determine the one who is selected”. Please provide enterprise description, Legal Representative certification, Legal Representative Authorized Commission certification, Business License, Qualification Certification, Project Manager and Participators’ Qualification Certification and awarding, achievements and awarding in the Hospital Construction or other types of construction design during the recent three(3) years. (Please stamp the company official seals in the copies of the above documentations and certifications, and binding with A4 paper) And EMS to the bid invitor. The Qualified bidders of Preliminary Screening are selected by the preliminary evaluation scores, after that the bid invitor will investigate those qualified bidders on the spot, and the ones do not being selected will not be notified.
